Three crew in possession of fake certificates, ship detained, Greece
Three crew of a general cargo ship ARMONIA were detained by Kavala Port Authority officials on Nov 18, for possession of fake seaman certificates. The ship was detained for investigation. She arrived from Koper Slovenia on Nov 13, next port of destination being Skikda Algeria.

Gasum to Use Swedegas Gothenburg Facility for Bunkering of LNG Ships
Finnish gas company Gasum has reached an agreement with Swedish gas grid owner Swedegas to use the latter’s facility for liquefied gas in the Port of Gothenburg for bunkering of LNG fueled vessels.
On October 24, the first bunkering operation involving the oil and chemical tanker Tern Ocean was carried out. Tern Ocean is chartered by Preem and the ship loaded its cargo simultaneously from Preem s refinery in Gothenburg.
"For years we have bunkered LNG at the quayside from diversified delivery points in the Nordics," Jacob Granqvist, sales director in Gasum, said.
"The benefit of the Swedegas set-up is that our customers can solve two issues at the same time, both getting fuel and handle cargo. Increased operational efficiency is important in the maritime sector and we are happy to make it possible," he added.
As explained, Swedegas gas infrastructure at the jetty of the Energy Port in Gothenburg enables Gasum to broaden its services to meet the increasing LNG demand in the maritime sector. This demand comes from stricter climate and environmental goals in the sector.
The LNG facility can be used for the storage and transport of biogas. This means that vessels can bunker not only LNG but also liquefied biogas (LBG). LBG is renewable and can as well be used as vessel fuel.
LNG consumption within the global maritime sector is rising. Consumption is expected to accelerate even more rapidly, as compliance with the International Maritime Organization (IMO) 2020 sulphur regulation, which requires over 85% reduction in sulphur emissions, comes into effect next year. IMO has also set a target to reduce GHG emissions by at least 50% by 2050.

Qatar Charters Two MSC Cruises Ships for FIFA World Cup 2022
Qatar has entered into an agreement with MSC Cruises for the charter of two cruise ships during the FIFA World Cup Qatar 2022.
Berthed at Doha Port, the cruise liners will offer a combined capacity of 4,000 cabins and act as floating hotels during the tournament.
Chartering cruise liners for fans has long been part of Qatar s accommodation strategy, with the country keen to offer sustainable solutions for the month-long tournament, which will kick-off on November 21, 2022.
Under the terms of the agreement, the State of Qatar will charter MSC Cruises newbuild MSC Europa and the 2008-built MSC Poesia.
Scheduled for delivery in 2022, MSC Europa is currently under construction in Saint-Nazaire, France. As the first liquefied natural gas-powered ship in MSC Cruises fleet, she will run on this fuel while at berth in Doha.
"The Ministry of Transport and Communications has completed the development of Doha Port to accommodate multiple large passenger ships and enable the port s capacity to receive the largest cruise ships in the world, serving fans and visitors who come to Qatar during the 2022 World Cup," Jassim Saif Ahmed Al Sulaiti, Minister of Transports and Communications, commented.

DSME: 1st LNG Carrier with New Air Lubrication System Delivered
South Korean shipbuilder Daewoo Shipbuilding & Marine Engineering (DSME) has delivered its first LNG carrier with an in-house developed air lubrication system (ALS).
The 173,000 cbm newbuilding has been handed over to Greek shipowner Maran Gas Maritime. The company, which ordered the ship in June 2016, has a fleet of LNG carriers on order at DSME.
According to the shipbuilder, the new vessel, equipped with ALS, is expected to save more than 5% fuel compared to existing LNG carriers.
As explained, the air lubrication system is one of the energy-saving technologies that distributes air bubbles at the bottom of the ship to make a constant air layer between the hull and seawater, thereby improving fuel efficiency by reducing frictional resistance during operation.
With the average ship operation being 20 years, the system can reduce fuel costs by about 1 year and 6 months, DSME said.
This is the first time the technology has been applied to a newly built LNG carrier. What is more, the shipbuilder would use the system aboard other vessel types such as LPG carriers, medium tankers and ultra large container vessels (ULCVs).
In October, Maran Gas confirmed fuel savings after conducting ship trials. The shipowner decided to apply the DSME system to other newbuilds as well.

Avenir LNG Taking Its 2nd 7,500 cbm LNG Carrier to Brazil
Small-scale liquefied natural gas (LNG) supplier Avenir LNG Limited has teamed up with Golar Power Limited to develop the small-scale LNG market in Brazil.
Avenir s second 7,500 cbm LNG carrier will be used to deliver LNG to various ports across Brazil upon delivery.
The vessel will also offer ship-to-ship bunkering capability as part of Avenir s global multi-nodal bunkering solution, adding to the Columbian, Mediterranean and Malaysian nodes which the company currently offers.
Avenir currently has a total of six vessels under construction comprising four 7,500 cbm and two 20,000 cbm LNG carriers. The first vessel in the series was launched earlier this year and is destined for the Malaysian market.
"This is another step in our strategy where we are working closely with a shareholder in leveraging its FSRU platform to develop small-scale LNG distribution and bunkering in key developing markets," Andrew Pickering, Chief Executive Officer of Avenir LNG Limited, said.
"We are pleased to be able to leverage Golar LNG s shareholding and direct access to tonnage through Avenir LNG," Eduardo Antonello, Chief Executive Officer of Golar Power Limited, added.

Moradabad exporter arrested for Central GST fraud of Rs 28 crore, fake bills recovered
In its ongoing crackdown on fake GST (Goods and Services Tax) invoices and Input Tax Credit (ITC) cases, the Customs and Central GST authority in Meerut arrested a Moradabad-based exporter of clutch plates and disc pads for fake invoices to the tune of Rs 28 crore and fraudulently availing ITC of around Rs 8 crore.
The exporter has been arrested and Rs 7.80 crore recovered from him.
This is considered as one of the biggest individual cases of fake invoices under the GST regime in recent months after the Directorate of Revenue Intelligence and Directorate General of GST Intelligence had in nationwide searches in September unearthed fake GST invoices of Rs 3,500 crore and fraudulent claims of over Rs 470 crore of Integrated GST (IGST). The September crackdown covered exporters at 336 locations in 15 states.
Yashovardhan Pathak, additional commissioner, Customs and Central GST, Meerut said the department has recovered entire amount of Rs 7.80 crore fraudulently claimed by the exporter and the investigation is still in progress after which penalty will be imposed on the accused.
Moradabad-based Aamir and Sons and its proprietor Mohd Arif have been accused of obtaining fake invoices from five Delhi-based firms without actual inward supplies.
"Against these fake invoices, Arif availed ITC which he used for payment of IGST against export of goods," Pathak said. The investigation by the anti-evasion unit of Central GST, Meerut revealed that the accused had used fake vehicle numbers for the e-way bills generated against these fraudulent supplies. The accused had also exported clutch plates and disc pads and used the ITC credits towards payments of IGST on these exports. "He then claimed refunds of the IGST based on fake invoices," the senior CGST official explained.
The officers of the CGST also attached accounts of the accused and interrogated him. Arif, according to officials, admitted to the fraudulent availment of ITC and also surrendered Rs 7.80 crore that he had received as ITC credits using fake invoices.
Frauds committed under GST regime is a cognizable and non-bailable offence and invites a jail term of up to five years. The accused, Arif, was arrested on Saturday and remanded to judicial custody for 14 days by a local court. The central excise and Customs officials are further investigating the case and in the process of identifying five Delhi-based companies and other accused involved in the fraud.

Russian Freighter Catches Fire off South Korea
A freighter with 13 Russian crew aboard caught fire while transiting the Sea of Japan, near the South Korean Port of Pohang, on November 17.
The fire outbreak on the 1991-built Silver Way was contained after several hours of efforts but no one was injured in the incident, according to a report by Russian news agency TASS.

Malaysia Prohibits Open-Loop Scrubbers in Its Waters
Malaysia has decided to ban the use of open-loop exhaust gas cleaning systems (EGCS) by vessels operating in the country s waters.
"Malaysia prohibits the discharge of washwater from EGCS open-loop system whilst in Malaysian Water (12 nautical miles from the nearest land)," Marine Department Malaysia said in a shipping notice.
