Two container ships collided in Ho Chi Minh on Nov 2, both German
The ship which collided with moored German container ship TRF KAYA on Dong Nai river was identified – it’s container ship OM IRIDIUM, also owned by a German company. No news on OM IRIDIUM damages, though there should be some, even if slight. OM IRIDIUM was leaving Ho Chi Minh, but after collision she was taken back to port, and as of 0700 UTC Nov 3, was still in port.

Reefer fire extinguished, Zhoushan
Fish factory or reefer ship TIAN YI HE 6 caught fire in the afternoon Oct 31 on Zhoushan Anchorage, issuing distress signal and requesting assistance. SAR and patrol tugs and boats were dispatched to assist. After two hours of firefighting, salvors managed to take fire under control and prevent further spread towards superstructure. Understood fire was extinguished and TIAN YI HE 6 didn’t burn out or suffered major damage, latest AIS from the ship is dated Nov 3, she’s in the same position on Zhoushan Anchorage. 17 crew safe.

Khamir Port Requires Environmental Permits
The office of the Department of Environment in Hormozgan Province has refused to grant a permit for the construction of Khamir Port near Bandar Abbas, unless the area's environmental issues are resolved.
Majid Vafadar, the head of the provincial DOE office, noted that the multipurpose port is in close proximity to Hara forest, which is an issue of environmental concern, Tasnim News Agency reported.
Hara forest is the common name for Mangrove forests on the southern coast of Iran, particularly on and near the island of Qeshm in the Persian Gulf.
Proposed a few years back, the project is facing environmental problems that need authorities' attention to prevent damage to the surrounding vulnerable ecosystems.
In the past few days, lawmakers have put pressure on DOE and other related organizations to put the project back on the agenda.
Vafadar noted that environmental experts have named 10 problems in the port’s construction project that require modification, without which DOE will not issue a permit for launching the project.
The official called on Ports and Maritime Organization, which is at the helm of the project, to resolve the issues, adding that DOE does not bear any responsibility for the delay in the Khamir Port project.
Vafadar stressed that compliance with environmental laws will benefit the society and country in the short and long run.
The main objective behind the construction of this multipurpose port is to serve commercial and fishing vessels, encourage economic activities and promote the prosperity of local residents.
However, environmentalists have opposed the development of Khamir Port for the threat it poses to the unique ecosystem of Hara forest.
Waters surrounding Qeshm Island, Khamir Port and Bandar Abbas have experienced heavy pollution because of oil production and marine transport activities.
Khamir Port is located 75 km from Bandar Abbas Port in Hormozgan Province.

Shipping Ministry launches revamped software and updated guidelines to facilitate implementation of Shipbuilding Financial Assistance Policy
To promote Government of India's ambitious 'Make in India' programme and to encourage domestic shipbuilding by providing a level playing field vis-a-vis foreign shipyards, the Government had approved the Shipbuilding Financial Assistance Policy for Indian Shipyards in December 2015. This policy provides Rs. 4000 crores financial assistance to shipyards for 10 years for contracts secured between 01.04.2016 and 31.03.2026 (including these dates).

The Shipyards Association of India had raised certain issues with regard to the previous web application which had been launched in June 2016 for processing applications for financial assistance under the policy. The Ministry of Shipping held a series of consultations with the stakeholders and has now rolled out an updated version of the web application, along with an amended set of guidelines, for applying under the policy.

Under the amended guidelines, increased numbers of days are now available with the shipyards to apply under the policy, as well as to obtain and submit valuation reports. The updated web application also generates a wider choice of international valuers by whom the valuation of a vessel can be carried out.

The upgraded version of the web application will be administered and monitored by the Directorate General of Shipping, Mumbai.

MPC Container Ships Buys 26th Ship
Norwegian containership owner MPC Container Ships AS has entered into an agreement to acquire HS Liszt, a 1,350 TEU vessel built in 2008.

The vessel has been acquired at a price of USD 6.2 million, the company said.

The ship was part of the fleet of Germany's Hansa Treuhand KG, according to the data provided by VesselsValue.

The takeover of the vessel is expected in November 2017, expanding the total fleet of the company to 26 vessels. The vessel will be operated in a 1,300 TEU high reefer pool.

Once delivered the ship will be renamed to AS Filippa.

The acquisition comes in less than a week since the company's purchase of two second-hand container vessels, built in 2008 and 2003, respectively.

The company purchased a 2,564 TEU vessel, which will be named AS Petulia, and a 1,200 TEU ship, to be named AS Frida. The total investment for the two vessels is USD 18.4 million.

AS Petulia and AS Frida are scheduled to join their new owner in November 2017.

MOL Confirms Ownership Split of Yamal LNG Carriers with China COSCO Shipping
Japanese shipping major Mitsui O.S.K. Lines (MOL) said today that China COSCO Shipping Corporation Limited will take an equity stake in MOL's wholly owned subsidiary that will own four LNG carriers serving the Russia Yamal LNG project.

COSCO Shipping informed earlier this week that the group's board of directors had approved the acquisition of 50% stake in four LNG vessels intended for the Yamal LNG Project from MOL, but did not provide many details on the move.

According to MOL, the ownership will be split 50%-50% between MOL and China COSCO Shipping. MOL has already signed long-term charter contracts for the four 174,000 cbm LNG carriers through its wholly owned company in June this year.

The ships are intended for delivery and deployment on Yamal LNG project in 2019 and 2020 onwards, and will transport LNG transshipped by the project from Europe.

This is the fourth joint LNG project involving MOL and China COSCO Shipping, following one for ExxonMobil, involving a total of four vessels which were delivered from 2015 through 2016, another for SINOPEC with six vessels to be delivered from 2016 through 2018, and the ice-class LNG carriers for the Yamal LNG project, with three vessels to be delivered from 2018 through 2019.

The total number of vessels co-owned by MOL and China COSCO Shipping will be increased to 17 in 2020 when all vessels including those in latest project are in service.

Separately, Russian natural gas producer NOVATEK, the majority shareholder in the Yamal LNG project, signed a Strategic Cooperation Agreement with the Chinese National Petroleum Company (CNPC).

Under the deal, the parties committed to cooperate in implementing the Arctic LNG 2 project, as well as collaborating in different segments of the LNG and natural gas markets, including LNG trading and gas infrastructure development.

"Our companies already have a history of effective cooperation, including the successful implementation of the Yamal LNG project. We believe our strategic cooperation agreement will further enhance our mutual relationship as well as open up new opportunities for both companies, utilizing our experience in implementing LNG projects combined with the enormous opportunities in the Chinese market, one of the most perspective gas markets globally," Chairman of NOVATEK's Management Board, Leonid Mikhelson, said.

Greek Navy frigate KANARIS aground, Saronic Gulf
Greek Navy frigate KANARIS (F 464) ran aground at around 0600 LT Nov 2 in the Saronic Gulf near the site where tanker AGIA ZONI II sank. As of 1330 UTC Nov 2, frigate understood to be still aground. Underwater survey didn’t find hull damages, no leak reported. Cause of the grounding yet unknown. After refloating, frigate is to be towed to Naval Base, so probably there was some mechinal damage either prior to grounding, or as a result of grounding.
