Don't shut Mumbai port, but keep spaces for public
For the past few days, development of idle land of Mumbai Port Trust (MbPT) is back in focus.
As the new development plan (DP) for the city was being prepared in April 2018, the MbPT was appointed as special planning authority for the land it owns on the city's eastern coast in the larger public interest.
The MbPT's draft DP was published at the end of 2018, seeking suggestions and objections from the public before finalising it.
Much to the disappointment of Mumbaiites, the draft focuses more on commercial development of the land - unlike the Rani Jadhav report, which had recommended that one-third of the land be made available for the citizens.
For about two decades, demands have been raised periodically to use the port land for different purposes. While some wanted it for affordable housing (which would ultimately mean handing it over to the builders), a vociferous demand was put forth by several citizens' groups to use the land for the city, which barely has public spaces for recreation, sports and cultural activities.
The demand was revived in 2014 as Prime Minister Narendra Modi-led NDA government took over at the Centre. In 2014, Union shipping minister Nitin Gadkari appointed a committee of experts headed by former MbPT chairperson Rani Jadhav to decide the use of the port land. In its report, the committee emphasised that 216 hectares (30%) out of 721.24 hectares or 30% of the port land should be kept open or be accessed by Mumbaiites.
It included grounds, gardens, amphitheatres, transport terminals with inter and intra city connections, conservation and management plan for mangroves and Sewri fort, conservation of Ballard Pier and other areas and public promenades.
There were provisions for certain commercial structures, besides leaving out the part currently used for port and fishing activities.
In contrast, the MbPT's draft focuses on commercial structures. The plan shows 261.41 hectares as open space, but that includes 94.5 hectares as private layout open spaces are unlikely to be accessible to the citizens.
Around 93 hectares is proposed to be made available through reclamation at Haji Bunder - subject to Centre's permission. This leaves only 7.6% of the total area accessible to the public. This is being strongly opposed by urban planners and citizens groups.
They pointed out the mill land fiasco when no heed was paid by state and civic authorities to the suggestions for planned development of central Mumbai. As a result, the whole area is now a concrete jungle with poor infrastructure and no public spaces. The eastern coast will turn into another central Mumbai, they claimed.
The MbPT has countered this saying that they are a commercial organisation and as such would focus on commercial activities. They also insist that they won't be shutting down the Mumbai port and hence would need the land. Besides, the land is owned by them.
Mumbai emerged as a commercial city because of the port. There are thousands of families whose livelihood depends on the port.
The operations of the port reduced owing to the construction of Jawaharlal Nehru Port Trust (JNPT) port in the neighbouring Raigad district and its inability to expand the business.
All over the world, ports in major cities scaled down their operations and the land was used for the city, majorly for public spaces and commercial activities.
The land in MbPT's possession belongs to the city. As such, if there is idle land available there is nothing wrong in demanding that it be used for the city. If the MbPT builds a commercial complex on the land, it will obviously put pressure on the city's infrastructure.
In fact, the Eastern Freeway is a perfect example of what the port can do for the city. The Central and state authorities have a rare opportunity to give Mumbai what it needed the most.

Indian Register of Shipping strengthens footprints in India
The Indian Register of Shipping (IRClass), a leading classification society, has opened two new offices in India - one located in Paradip, a major maritime port town on the east coast of India, and another in Guwahati, the largest city in northeast Indian state of Assam.
Strengthening IRClass service network, these new offices join an existing network of 24 offices in India.
The opening of an office in Assam's Guwahati follows the recent announcement on a joint initiative with the Assam Government in further developing the state's inland water transport (IWT) system to improve commuter safety.
Paradip is amongst the leading ports in the country and several infrastructure projects under Sagarmala program are planned around the port. The Paradip office was opened against long standing demand from the industry. This office will serve the ship owners, ports and drydocking repair facilities within proximity, as well as neighboring ports including Dhamra and others in the region.
K Bhardwaj, Head (Operations) said: "Establishing a presence in both Paradip and Guwahati has been a key part of our strategic development priorities, and this underlines IRClass commitment towards servicing its clients in the eastern part of India as we strive to provide high quality classification services to the maritime community in this region."

JES Placed under Judicial Management
Chinese shipyard operator JES International Holdings has filed an application in the High Court of Singapore to place the company under judicial management.
The JM application was filed on February 11, while the date for the hearing of the application is yet to be fixed by the court.
JES added that the trading halt in respect of the shares of the company called on March 4, 2015 continues.
The development was made after China s Jiangsu Jingjiang Court ordered for JES seven shipbuilding subsidiaries to cease operation and to be wound up in October 2018.
At the time, the company informed that the court decision was made after its judicial managers failed to submit a draft of a revival plan according to schedule.
Earlier in 2018, JES intentions to sell its shipbuilding subsidiaries fell through. The company was considering disposals after the group encountered commercial uncertainty from bank debts and delays in its restructuring process.

Yilport s Global Volumes Continue Growing in 2018
Turkish port operator Yilport Holding delivered a "golden year" as its business results and volumes continued growing in 2018.
The company s worldwide terminals handled 6.41 million TEU containers in 2018, reporting 5% year-on-year volume growth compared to 6.11 million TEU reported in 2017.
The main drivers of growth were Turkey s growing seaborne trade and the Latin American region.
In 2018, Yilport Holding terminals around the globe also recorded 11.86 million tons of general cargo volume, 444,973 CEU ro-ro operations, and 3.51 million cubic meters of liquid cargo volume.
In Turkey, the container volume increase was driven by the strong export performance of the Turkish economy. Yilport Gebze and Yilport Gemlik terminals each recorded a volume rise of 11% year-on-year, handling 554,223 TEU and 524,652 TEU, respectively.
Yilport Puerto Bolívar in Ecuador, the one and only deep-sea container terminal of the country, helped boosting Latin American container handling to 380.276 TEU, displaying 23% growth compared to 2017.
Nordic container terminals also added to the overall growth as the company s terminal portfolio in Sweden and Norway grew by 2% to 474.535 TEU compared to 2017 volumes. General cargo in the region were up by 8% at 2.22 million tons.
Container volume was flat in Iberian terminals, while the leading terminal of the Iberian portfolio Yilport Leixoes closed 2018 with 660,835 TEU, recording 6% growth. Consolidated general cargo grew by 5% to 4.15 million tons in Yilport s Iberian portfolio.
Yilport also owns 50% shares in Malta Freeport (MFTL), which recorded 3.31 million TEU volume in 2018.
The company said it closed in on its target to rank among top 10 international container terminal operators by 2025 as it was listed in the 12th place, according to 2018 Drewry s Global Container Terminal Operators Annual Review and Forecast Report.

Report: HHI to Formally Acquire DSME, Final Deal Expected in March
South Korean shipbuilding giant Hyundai Heavy Industries (HHI) is to sign a formal deal to acquire compatriot rival Daewoo Shipbuilding & Marine Engineering (DSME), local media cited Korea Development Bank (KDB) as saying.
HHI and KDB will enter into the final contract in early March, following a conditional agreement signed in January 2019.
The announcement comes as Samsung Heavy Industries (SHI), another major shipbuilder in South Korea, expressed its intention not to bid for the DSME stake.
The state-controlled KDB holds a 55.7 percent stake in DSME, with an estimated worth of KRW 2.16 trillion (USD 1.94 billion).
Under the agreement, KDB will transfer its DSME stocks to HHI and buy KRW 1.5 trillion worth of HHI stocks that will be issued later. What is more, the bank is to consider providing KRW 1 trillion in financial help to DSME.
As a result, HHI will be split into two entities of which one will be listed on the market. The shipbuilder will also be selling its stocks to the bank.
If proceeded, the agreement will see HHI owning a 26 percent stake in DSME and KDB 18 percent.
However, the acquisition could face obstacles as labor unions at both HHI and DSME yards opposed the deal. Workers are reportedly worried that the acquisition could result in massive layoffs.
The completion of the deal, expected in five to six months, will be subject to regulatory approval as it has the potential to reshape the global shipbuilding market.

Piraeus to Strengthen Cargo Flows with Venice, Chioggia
The Piraeus Port Authority has reached a Memorandum of Understanding with Ports of Venice and Chioggia with an aim to strengthen cargo flows.
Under the deal, the parties would commit themselves in establishing a stable and mutual cooperation, in order to develop their ports and port services, supporting infrastructural connectivity policies and port services aimed at fostering the commercial flows between Europe, the Mediterranean and the Far East.
The MoU also aims at improving the exchange of best practices and know-how in port management, specifically in the fields of information technology, investment attraction and communication.
"The establishment of our cooperation with the North Adriatic Sea Port Authority is targeting to strengthen the trade links between Asia and Mediterranean and to enhance the role of ports as engines for the European economy," Captain Fu Chengqiu, CEO of Piraeus Port Authority, said.

Cairns to Welcome Larger Cruise Ships after Port Upgrade Contract Award
Australia s Port of Cairns will soon be ready to welcome larger cruise ships after the Queensland government announced an AUD 127 million (USD 89.9 million) contract for the dredging and construction works as part of the Cairns Shipping Development Project.
The project is aimed at allowing bigger ships to enter the port and boosting the number of visiting cruise ships.

Fincantieri Floats Out Virgin Voyages Scarlet Lady
Virgin Voyages new 110,000 gross tons cruise ship, Scarlet Lady, has touched the water for the first time at Fincantieri s Genoa Sestri Ponente shipyard.
Following the float out ceremony on February 8, Scarlet Lady is now scheduled to undergo interior fittings, according to the shipbuilder.

The Maritime Connectivity Platform Consortium (MCC), an international consortium for the digitalization of maritime sectors, officially started operations with a signing ceremony on February 8.

Hubline to add new vessels in anticipation of higher demand

China mining group plans riverside LNG terminal
Chinese coal miner Huainan Mining Group has won provincial approval to build a terminal along the Yangtze river to receive liquefied natural gas (LNG), according to a news report on a website affiliated with the Ministry of Transport published on Jan. 30.
The terminal, which the company claims is the first one to be built along the Yangtze, will have a handling capacity of 2 million tonnes annually and will cost about 3 billion yuan ($442.71 million) to build, according to the report.

Three consortiums compete to build dry port west of Cairo
Three consortiums are competing to build a dry port west of Cairo worth $100 million, the Egyptian finance ministry said.
The project will be a public-private partnership between the General Authority For Ports and Dry Land and the winning consortium, to be built on roughly 104 acres in 6th of October City, a suburb west of the capital.

Indian ports to log 6-8% cargo growth on crude, coal volumes in FY19: Study
Indian ports are expected to record six to eight per cent growth in cargo volumes in FY19, backed by drivers like coal, crude oil and containers.
Ports across the country handled 1209 million tonnes of cargo in 2017-18, achieving seven per cent over the previous year.
