K Line s LNG Carrier in Maiden Call to Naoetsu Terminal
K Line s liquefied natural gas (LNG) carrier Oceanic Breeze, sailing from Ichthys LNG Project in Australia, has made a maiden call to Japanese Naoetsu LNG Terminal.
The vessel is owned by K Line and INPEX Shipping, and dedicated for carrying 0.9 million tons of LNG per year from the Ichthys LNG Project in Darwin, Australia to the Naoetsu facility, operated by INPEX Coporation.
K Line also revealed its plans to be more involved in the shipment of LNG, LPG and condensate exported by the project.
Ichthys LNG Project would, in addition to LNG, produce around 1.65 million tons of LPG per year and some 100,000 barrels of condensate per day at peak.
The project s first LNG cargo was carried by K Line s LNG carrier Pacific Breeze in October 2018 and the first LPG was carried by the company s Grace River. K Line said that Aframax tankers, operated by its subsidiary in Singapore, would carry condensate products.

New Joiner Gives Financial Boost to One Sea Autonomous Shipping Alliance
Shipbrokers Finland has joined One Sea, an alliance of companies which promote a common goal of self-guiding shipping.
With the new partner, One Sea said it has secured funding to support its role as a business ecosystem.
As explained, an injection of public funds via Business Finland will contribute to the ecosystem s work for the next three years, as technology partners push forward with further sea trials and One Sea rolls out an autonomous shipping standards initiative.
The One Sea ecosystem aims to enable autonomous maritime transport by 2025, but an array of new technologies and standards are on the horizon as momentum builds to exploit the potential of greater connectivity and digitalization. While some technologies will take hold, others will become historical footnotes, according to the alliance.
"Digital technologies could transform every aspect of shipping and maritime logistics, but these benefits will only be realized through strong cooperation. One Sea was established expressly to facilitate such strategic collaboration," Sari Turkkila, Executive Director of new joiner Shipbrokers Finland, commented.
One Sea is led by Digital, Internet, Materials & Engineering Co-Creation (DIMECC), the co-creation platform that seeks to drive digital transformation across the European industry.
The alliance incorporates companies working on autonomous solutions and technologies, with members including ABB, Cargotec, Ericsson, Finnpilot Pilotage, Rolls-Royce Marine, Tieto and Wartsila. The Finnish government has strongly supported the development of autonomous shipping through both domestic legislation and international advocacy.
"As the logistics chain becomes more efficient, all Finnish export companies will benefit - and all of Finland will benefit," Turkkila added.
Shipbrokers Finland represents more than 40 Finnish companies operating in ports and promoting foreign trade. One of its core aims is to find smarter ways of working that are favorable to Finland’s foreign trade.
"The continuing funding from Business Finland supports our co-creation platform until 2021 in sustaining its mission on all fronts. We have come together to pursue a unique opportunity - one which promises to generate millions, if not billions, of Euros in new business value," Paivi Haikkola from DIMECC Ltd, One Sea ecosystem lead, said.
"Technology is advancing incredibly fast and not a month seems to go by without some major new breakthrough being announced. For this reason, the additional funding commitment from Business Finland and the additional access to operators and technology pioneers gained via Shipbrokers Finland will make it easier for One Sea to maintain an overview as developments unfold and stay at the forefront smart shipping," Harri Kulmala, CEO of DIMECC, noted.
Back in 2017, the first test area for projects related to autonomous shipping was opened in Finland. The Jaakonmeri Test Area is managed and controlled by DIMECC.
The test area is open to all companies, research institutes and others wishing to test autonomous maritime traffic, vessels, or technologies related to it.

INPEX to Monitor Performance on Its Three LNG Carriers
Japan s INPEX Corporation has hired maritime solutions provider NAPA to install its monitoring and follow-up of ship operations software on three of the company s LNG carriers.
Under the contract, two LNG carriers built to service the INPEX-operated Ichthys LNG Project and one LNG carrier servicing the Prelude LNG Project would receive ClassNK-NAPA GREEN, to provide continuous real-time data to monitor and improve safety and performance.
The vessels in question are among the world s largest MOSS-type LNG carriers, namely, the Oceanic Breeze, Pacific Breeze, and Symphonic Breeze.
"The propulsion system of an LNG carrier is far more complex than that of any other vessel type, which is why a fundamental understanding of elements including the cargo containment and management systems, as well as the ultra steam turbine is critical to efficiency," Akihiko Itoh, Manager of Transportation group, LNG Trading Unit at INPEX, said.
"ClassNK-NAPA GREEN will effectively give us live sea trial results throughout the vessels working lives. This will help us to realise substantial operational savings across our entire fleet through timely evaluation of, and reaction to ship performance," Itoh added.

Hunter Maritime Launches Tender Offer to Complete Merger with NCF
Marshall Islands-based special purpose acquisition company Hunter Maritime Acquisition Corp. has commenced a tender offer to complete a merger with Chinese fintech company NCF Wealth Holdings Limited.
As explained, the tender offer is being made pursuant to the company s organizational documents, which require that in connection with the merger, Hunter provides its shareholders with the opportunity to redeem their Class A common shares for a pro rata portion of its trust account.
The company will purchase up to 2,173,750 of its Class A common shares, par value USD 0.0001 per share, at a purchase price of USD 10.215 per Class A common share. The shares are currently listed on the Nasdaq Capital Market under the symbol "HUNT."
The tender offer will expire at 5:00 p.m. New York City time on March 15, 2019, unless extended or earlier terminated by Hunter Maritime.
Hunter Maritime said that its obligation to purchase Class A common shares is subject to the satisfaction of certain conditions. Class A common shares tendered but not purchased by the company in the tender offer will be returned promptly following the expiration of the offer.
According to Hunter Maritime, CMB NV - the company s sponsor - and members of the company s management team have agreed with Hunter to waive their redemption rights in connection with the tender offer and the merger with respect to any Class A common shares they acquired in or after the IPO.
Under the deal signed on October 5, a wholly-owned subsidiary was established with the aim to acquire NCF by way of merger in an all-stock transaction. The merger is expected to be completed by the end of April 2019.

Seafarers Training: Provisional Agreement with Parliament on Simpler Framework
The EU is streamlining its regulatory framework on seafarers training and certification. Today, the Romanian presidency reached a provisional agreement on a reform designed to keep EU rules aligned with international rules and to make the centralised mechanism for the recognition of seafarers from third countries more efficient and effective. The revision will also increase legal clarity regarding the mutual recognition of seafarers certificates issued by member states. The agreement will now be submitted for approval by member states representatives in the Council.
High-quality maritime training and certification are essential for maintaining a high level of safety at sea and preventing pollution. These simpler rules will also make it easier for seafarers to move freely within the EU, and will make our shipping sector a more attractive career option to help address the shortage of qualified personnel, said Rovana Plumb, acting Minister for Transport of Romania, President of the Council.
The international framework in this area is the International Maritime Organisation's International Convention on Standards of Training, Certification and Watchkeeping for Seafarers ('STCW Convention'). Under the common EU mechanism for recognition of seafarers certificates from third countries, the Commission regularly checks that EU member states and third countries comply with the requirements of the EU directive and the STCW Convention. The amended directive will streamline the procedure for recognising new third countries and revise the deadlines.
Regarding the recognition of other member states seafarers, the new rules will clarify which certificates need to be mutually recognised so as to allow seafarers certified by one EU country to work on board vessels flying another EU country's flag.
Following endorsement, the agreed text will undergo legal and linguistic revision. It will then need to be formally adopted by both Parliamet and the Council.

Indian Survey on Women in Maritime Begins
A new initiative in light of the International Maritime Organization's 2019 World Maritime Day theme, 'Empowering Women in the Maritime Community' is launched in India.
Sanjam Sahi Gupta of Sitara Shipping Ltd said that the company has launched three surveys to gather data from employers/owners, women seafarers and women in shore-based positions.
Currently, no data is available on women in maritime in India and the shipping industry is missing out on 50% of the potential talent pool.
Access to this data would enable the industry to promote equality and develop an environment in which women will want to work.
The surveys aim to understand at what level women are employed in shipping, what roles have been assigned to them and what women-friendly policies have been put in place.
The goal of the initiative, endorsed by the Directorate General of Shipping, India, is to ensure women and men have equal opportunities in the maritime sector.

CMA CGM Launches CEVA Logistics Takeover
French shipping major CMA CGM launched its public tender offer for Swiss logistics company CEVA Logistics shares on February 12.
The offer s price is set at CHF 30 (USD 29.7) per CEVA Logistics share. This values the share 12.2% above its average listing over the last 60 days and 62.9% above its CHF 18.42 share price on October 10, 2018, its last day of listing before the announcement of an unsolicited takeover offer by a third party, according to CMA CGM.

198 Containers on Board Fire-Stricken Yantian Express a Total Loss
A total of 198 containers have been identified to most likely be a total loss due to the fire which broke out last month on board Hapag-Lloyd s containership Yantian Express.
The cargo in the 198 containers will not be inspected and will be sent for destruction once offloaded from the vessel, Richards Hogg Lindley (RHL) as General Average and Salvage Adjusters said in an update.

Petronet s LNG terminal plan in Bangladesh put on the back burner
Petronet LNG s plan to build a liquefied natural gas (LNG) facility at Maheshkhali island in Cox s Bazar district of Bangladesh through a government-to-government deal has been put on the back burner.
Bangladesh has instead asked India to bid in the ongoing round for an LNG regasification terminal at Matarbari, also Cox s Bazar. An expression of interest (EoI) was floated in January.

Iran official: India s second container ship enters Chabahar port
The second Indian container ship has entered the Iranian port of Chabahar, said Behrooz Aghaei, director general of the Ports and Maritime Organization of Iran s Sistan and Baluchestan Province, Trend reports referring to Mehr News Agency.
According to Aghaei, the INTER SYDNEY vessel is the second container ship to enter the port of Chabahar after the creation of a direct maritime line between the Iranian and Indian ports.
