Unions Warn of Possible Shipping Industry Walkouts
The Finnish Engineers Association SKL issued a press release on Friday warning of an impending labour strike beginning on 9 March that would see engineers working on merchant shipping boats and icebreakers lay down their tools. The SKL union says the industrial action is in response to employer demands to raise the percentage of foreign labour working on the vessels.
The owners of the shipping lines in question want to raise the quota of cheaper foreign labour to 75 percent, while current terms and conditions limit the percentage to one-third of the crew on each vessel. SKL has estimated that if the employers have their way, it would result in the loss at least one thousand jobs for Finnish maritime workers. Collective bargaining over the dispute includes about 900 employees that work in shipping as chief engineers, engineers or electro-technical officers in ship engine departments.
"If the strike becomes a reality, both merchant ships involved in international shipping and icebreakers will stay moored in the harbours," SKL's executive manager Robert Nyman told Yle. The Finnish Shipowners Association says that Finland’s shipping industry has to open its workforce up to more foreigners if it wishes to remain competitive on the world market. It says SKL claims that the change would result in hundreds of lost jobs is untrue, for the employer-suggested terms and conditions also call for the expansion of merchant shipping in Finland, with the goal of adding more merchant ships flying under the Finnish flag to the fleet.
Seafarers may start strike on 1 March: The Finnish Seafarers Union SMU has also threatened a walkout that would begin next week Friday, 1 March at 10am, if a suitable agreement to its own labour negotiations cannot be met before this time. This separate round of collective bargaining concerns the terms and conditions for crew members working on passenger ships, merchant ships and icebreakers.

Human Remains Discovered at Stellar Daisy Wreckage Site
The search teams deployed at the Stellar Daisy wreckage site have found bones believed to be from at least one of the missing crew members, according to Korea s Ministry of Oceans and Fisheries.
The apparent human remains were found on February 20 (local time) on the seabed upon the inspection of the ore carrier, which sank in the South Atlantic two years ago.
The Ministry added that an orange-colored objects, which appear to be working clothes, were also discovered on the seabed around a fragment of the hull. Further details related to possible retrieval of the remains were not revealed.
The search vessel left the search site on February 23 headed to Montevideo without recovering the remains, according to the International Stellar Daisy Network.
"It is yet to be known whether they will return to the site to recover the remains," representatives of Korean families of MV Stellar Daisy added.
Survey and ocean exploration company Ocean Infinity deployed its search ship, Seabed Constructor, to look for the ill-fated Stellar Daisy on February 8 under a USD 4.3 million contract. Only days after starting the search efforts, Seabed Constructor located the wreck some 1,800 nautical miles west of Cape Town at a depth of 3,461 meter in the South Atlantic Ocean.
The search teams subsequently located and retrieved the ship s voyage data recorder (VDR).
The 1993-built Stellar Daisy sank on March 31, 2017, while transporting 260,000 tons of iron ore from Brazil to China. Twenty-two of the 24 crew, that include eight South Korean and 14 Filipino seafarers, went missing from the converted ore carrier.

MOL, Pavilion Gas Sign Long-Term Deal for LNG Bunker Ship
Japanese shipping company Mitsui O.S.K. Lines (MOL) has signed a long-term charter contract to operate Asia s largest LNG bunkering vessel in Singapore.
Under the agreement with Singapore-based Pavilion Gas, a subsidiary of Pavilion Energy, the 12,000 cbm bunkering vessel would be built by Sembcorp Marine and managed by bunker barge company Sinanju Tankers.
The new ship will be the second LNG bunkering vessel in Singapore. It is scheduled to start services after its delivery to Pavilion Gas in early 2021.
The deal was agreed ahead of the upcoming 2020 sulphur cap regulations. Singapore s Maritime and Port Authority (MPA) is focusing considerable effort on development of an LNG fuel supply infrastructure and implementing policies aimed at creating the world s largest LNG fuel supply port.
The Japanese government also concluded a Memorandum of Understanding in relation to the cooperation on the development of LNG as a marine fuel" with seven other countries, including Singapore. Since then the Japanese government has worked closely with Singapore to promote the use of LNG fuel and develop a supply framework.
In April 2017, with the aim of speeding up progress on business related to alternative bunker fuels such as LNG, MOL established the Bunker Business Division. In other regions besides Singapore, in February 2018, it signed a long-term charter contract for the world s largest LNG bunker vessel with Total Marine Fuels Global Solutions, which will offer services in northern Europe. In Japan, MOL will launch the LNG-fueled tugboat Ishin in Osaka Bay in April 2019.

Maran Gas Orders Two More LNG Carriers from DSME
South Korea s Daewoo Shipbuilding & Marine Engineering (DSME) has scored a contract to build two more liquefied natural gas (LNG) carriers for John AngelicoussisMaran Gas Maritime.
Under the agreement, signed on February 24, the shipbuilder would deliver the two 174,000 cbm vessels to their owner by the end of December 2021.
DSME said that the contract has a value of KRW 419.9 billion (USD 375.2 million).
With the latest order, the Korean shipbuilder has secured USD 1.1 billion worth of shipbuilding deals so far this year. The current 2019 orderbook consist of nine vessels, including six oil tankers and three LNG carriers.
DSME s first LNG carrier order in 2019 also came from the Greece-based Maran Gas Maritime. The company ordered the 174,000 cbm ship in mid-February. The newbuilding is expected to be handed over by the first half of 2021.
Daewoo Shipbuilding has set a goal of USD 8.37 billion worth of new orders in 2019, up 10 percent from last year s order target of USD 7.3 billion.
Last year, DSME won orders for 47 vessels worth USD 6.81 billion, hitting approximately 93% of the company s orderbook target.

MODEC to Provide FPSO for SNE Field Offshore Senegal
MODEC International, part of Japanese supplier and operator of offshore floating platforms MODEC, has been awarded a contract by Woodside Energy (Senegal) for a floating production storage and offloading (FPSO) vessel for Senegalese waters.
Under the contract, MODEC will perform front-end engineering design (FEED) for the FPSO and, subject to a final investment decision on the project in 2019, will be responsible for the supply, charter and operations of the FPSO.
The SNE deep-water oil field is expected to be Senegal s first offshore oil development. The field is located within the Sangomar Deep Offshore permit area, approximately 100 kilometers south of Dakar, Senegal.
The FPSO will be designed to produce around 100,000 barrels of crude oil per day, with the first oil production targeted in 2022. It will be moored in a water depth of approximately 800 meters.
In recent years, numerous offshore oil fields have been discovered in West Africa, and MODEC considers this as one of its most important core regions. MODEC currently operates three FPSOs in Ghana and Cote d Ivoire and has supplied another seven floating production facilities, such as FPSO / FSO / Tension Leg Platform (TLP), that have been installed in Angola, Cameroon, Equatorial Guinea, Gabon and Nigeria.
The SNE field is held by Woodside Energy (Senegal) (35%) as operator, Cairn Energy Senegal (40%), FAR Limited (15%) and PETROSEN (10%) under a Production Sharing Contract (PSC).

Tanker Crew Member Medevaced off New Orleans
The US Coast Guard medevaced a crew member of the 2005-built chemical tanker San Fernando in Southwest Pass, Louisiana, in the early morning hours of February 23.
According to the coast guard, the crew member of the 186-meter tanker had appendicitis-type symptoms.
An MH-65 Dolphin helicopter crew from Coast Guard Air Station New Orleans hoisted the man and transported him to University Hospital in stable condition.
AIS data from Marine Traffic indicates that the 48,315 dwt San Fernando is currently at anchor in Southwest Pass. The tanker is operated by Japanese shipping major Mitsui OSK Lines.

Fishing vessel sank after collision with bulk carrier, 5 missing, East China sea
Fishing vessel with 7 crew was struck by a cargo ship at around 1340 Beijing time Feb 23 in East China sea in Zhejiang Province waters, some 80 nm ESE of Ningbo. Fishing vessel sank, 2 fishermen were rescued, 5 went missing, SAR underway. Cargo ship wasn t identified, but all available information point at bulk carrier DONG FANG SHENG.

Research vessel BARUNA JAYA I, which became well-known after taking part in search for crashed flight Lion Air JT 610 black box, was nearly gutted by the disastrous fire in Muara Baru, Penjaringa, North Jakarta. Fire started in the afternoon Feb 23 on one of dozens of local fishing vessels and boats, berthed in harbor, and quickly spread to other, mainly wooden, vessels.

More cargo trains transport agri-products from central Asia to Xinjiang
The first China-Europe cargo train loaded with grain arrived at Urumqi International Land Port Area in northwest China s Xinjiang Uygur Autonomous Region after its return trip on Friday.
A total of 2,200 tonnes of high-quality wheat carried by the train from Kazakhstan will be sent to Xinjiang Keming Noodle Manufacturing Co, Ltd. in the bonded area of Urumqi, capital of the region, for further processing, said sources with the land port area.

ADB-backed master plan to boost port development

Kamchatka port may become a part of Arctic transport line
Construction of a port on Kamchatka to serve cargo transported along the Northern Sea Route will be a part of an Arctic transport line, which unites Russian ports with ports in Asia, Europe and North America, Director General of Russia’s Corporation for Kamchatka’s Development Nikolai Pegin told an international conference in Moscow on Thursday.

Construction gets under way at new Ngqura liquid bulk terminal
Oiltanking Grindrod Calulo (OTGC) and the Transnet National Ports Authority (TNPA) turned the first sod at the site of the Port of Ngqura s future liquid bulk tank farm and main access road.
This comes ahead of the planned decommissioning and rehabilitation of the existing liquid bulk facilities at the neighbouring Port of Port Elizabeth, which will pave the way for Ngqura s establishment as a new petroleum trading hub for Southern Africa.
