India Blacklists Two UAE Companies for Abandoning Seafarers
The Government of India has blacklisted two companies from United Arab Emirates (UAE) for seafarer abandonment. The companies in question are shipping and management firm Shah Al Arab Marine Agency and M/s Alco Shipping Services LLC, the Directorate General of Shipping said in a circular on Monday. The decision was prompted after Indian seafarers were left stranded in Dubai for 22 months on board eight ships.

Arctic sea ice melt to open up northern LNG transits
Vessels from Russia's Yamal LNG project should be able to perform their first commercial easterly LNG transits via the Northern Sea Route (NSR) during late Q2 or early Q3 2018 as Arctic sea ice has now begun its seasonal melt.
"The navigation season for transit passages on NSR starts approximately at the beginning of July and lasts through to the second half of November," according to Norwegian foundation the Centre for High North Logistics.
"There are no specific dates for commencement and completion of navigation; it all depends on particular ice conditions." Since beginning commercial operations in December 2017, volumes from the 5.5mtpa Yamal train 1 have solely gone westwards. Vessels have delivered on a spot basis to Europe, where cargoes have either been consumed internally or re-exported to Asian and Middle Eastern markets.
Direct easterly transits from Yamal should cut journey times to northeast Asia, increasing flexibility and conferring economic benefits to shippers. This could be particularly useful when the 5.5mtpa second train at Yamal starts up in Q3 2018. Vessels will be able to reach Asia in 15 days using the NSR, compared with 30 days using the conventional Suez Canal route, according to France-based Total, a 20% partner in the Yamal project.
Six ice-breaker class vessels are currently operating from Yamal but nine more will be commissioned by 2019. The vessels are capable of travelling through sea ice up to 2.1m thick. Arctic sea ice reached its seasonal peak on 17 March at 5.59 million square miles, according to NASA. This represents the second-lowest peak ice covering during the 39-year historical record, narrowly behind 2017. The sea ice will now shrink until it reaches its minimum extent in around September.
Looking ahead, a raft of long-term agreements between Yamal LNG and contractual buyers will start up between April and the end of 2018. These include deals with Russia's Novatek and Gazprom, France's Total, Spain’s Gas Natural Fenosa and China's CNPCPosted On:31-Mar-2018

OCIMF releases new information paper Safety Critical Equipment and Spare Parts Guidance
Addressing the need for clear and consistently applied definitions of 'critical spares' and 'critical equipment' across the industry, this information paper provides guidance on the identification of safety critical spare parts for companies to consider when preparing a Safety Management System (SMS).
The paper, released on 29 March 2018, introduces some boundary conditions to consider and walks through several steps that may be required to identify safety critical spare parts. It is equally applicable to companies managing any type of vessel.
"The identification of safety critical equipment and the need for safety critical spare parts is a complicated subject", says OCIMF Director Andrew Cassels. World biggest container ship collided with freighter
20000 TEU COSCO s Ultra Large Container Ship on sea trial, with 150 people on board, collided with general cargo ship MERCURY TRIUMPH, which was en route from Japan to China with cargo of steel, in the afternoon Mar 29 in East China sea, some 50 nm south of Seogwipo port, southern Jeju. Cargo ship was damaged, reportedly hull breaches from fore to aft, water ingress in ballast tanks, disabled, drifting. Freighter grounded, breached in Tsushima Strait, Japan
General cargo ship SEIRYU MARU ran aground early at around 0100 Tokyo time Mar 30 in Tsushima Strait on a small islet north of Karatsu, Kyushu Island, Japan. The ship loaded with steel was en route Nagasaki to Osaka. Shipping faces demands to cut CO2
A battle is under way to force the global shipping industry to play its part in tackling climate change. A meeting of the International Maritime Organisation in London next week will face demands for shipping to radically reduce its CO2 emissions.
