IMO: maritime women to benefit from new leadership course
Maritime subjects are set to feature on a new Leadership in the Public Sector course being developed by the training arm of the UN system - the United Nations Institute for Training and Research (UNITAR). This was decided at a UNITAR meeting at IMO Headquarters, London (28 February) where a task force, including IMO, was set up to develop the course.
IMO says the training will be launched in Marrakech, Morocco (23 June) with a view to delivering the training to women officials attending the next regional meeting of the network for women of maritime authorities in Latin America later this year. This initiative is part of IMO's ongoing efforts to support the United Nations Sustainable Development Goal on achieving gender equality and empowering all women and girls (SDG5).
Representatives from IMO's Technical Cooperation Division also discussed the potential for future collaboration with UNITAR in its role in providing high-quality learning solutions to individuals, organizations and institutions, particularly in the developing world.

Container ship MAERSK SHANGHAI lost 70 or more containers in rough seas, USA
Container ship MAERSK SHANGHAI contacted US Coast Guard North Carolina s command center via VHF-FM at night Mar 3 and report loss of 70 or 73 containers in rough seas about 17 miles off Oregon Inlet, North Carolina. The ship is en route from Norfolk to Charleston, USA. No report yet on lost containers cargo. At 0300 UTC Mar 5 MAERSK SHANGHAI was some 30 nm off Charleston, moving at a reduced speed of some 5-6 knots, in the vicinity of anchored container ship MAERSK STRALSUND (IMO 9303533), also bound for Charleston.

Austal to Build Trimaran Ferry for Japanese Firm
Australian shipbuilder Austal has received an AUD 68 million (USD 52.6 million) contract to design and build a trimaran ferry for JR Kyushu Jet Ferry of Japan. Construction of the vessel will commence in late 2018, with services scheduled to begin prior to the Summer Olympic Games in Tokyo in 2020.
Once delivered, the 83-metre ferry will service JR Kyushu’s route between Fukuoka, Japan and Busan, South Korea. The trimaran will have a capacity for 502 passengers and an operational speed of 37 knots.

Nakilat, Maran Gas Add Two LNG Carriers to Their JV
Qatar-based LNG shipping company Nakilat and Greek shipping company Maran Ventures Inc. have expanded their joint venture partnership with two additional LNG vessels. The new agreement increases the number of vessels jointly-owned by Nakilat and Maran Gas from 13 to 15 vessels. The two newly added vessels, Woodside Rogers and Woodside Goode, featuring 159,800 cbm each, were built by Daewoo Shipbuilding & Marine Engineering Co (DSME) in 2013.

Gibson: Ice Class Fleet Sees Lack of Investment
The ice class fleet witnessed a significant lack of ordering activity in the recent years, according to a report from Gibson Shipbrokers.
Most of the recent newbuild investment has gone into Aframax tonnage with a mix of Finnish/Swedish ice class 1A and 1C orders.
Last November, Russian shipping major Sovcomflot (SCF) announced a huge investment in ice class 1A tonnage, ordering six Aframaxes (plus options), and at the same time stating their commitment to environmental standards by making them LNG powered.

Chainalytics, Drewry to Form Ocean Buying Group for Shippers
Supply chain consulting company Chainalytics and shipping consultancy Drewry have partnered to launch an ocean freight procurement solution for small and medium sized shippers. The partners said that the new solution, named Ocean Buying Group, will provide participating beneficial cargo owners (BCOs) with enhanced purchasing power, service monitoring and cost transparency.

Major ports to form SPVs to develop 111 rivers as NWs: Gadkari
In a special move aimed at promoting inland water transport, India's top 12 major ports will design SPVs to develop 111 rivers across India, Union Minister Nitin Gadkari said.
Parliament in 2016 had given nod to convert 111 rivers across the country into National Waterways (NWs), in addition to existing 5 NWs, a move to boost movement of goods and passengers via rivers and expectedly reduce the transportation costs substantially.
"Given the vast potential of rivers for inland transport, we have decided that 12 major ports will constitute special purpose vehicles (SPVs) to develop rivers," Shipping, Road Transport, Highways, Water Resources and Ganga Rejuvenation Minister Gadkari told PTI.
Gadkari said 111 rivers, which are to be developed as National Waterways, will be divided among these SPVs for development.
"We have issued orders to divide rivers among ports. For example, Jawaharlal Nehru Port Trust (JNPT) will have Maharashtra and Goa rivers," the minister said.
India has 12 major ports: Kandla, Mumbai, JNPT, Marmugao, New Mangalore, Cochin, Chennai, Ennore, V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia), which handle approximately 61 per cent of the country's total cargo traffic.

Gadkari regretted that unfortunately development of waterways had been on the backseat in the country resulting in barely 3.5 per cent of trade being done through the mode here as against 47 per cent in China, 40 per cent in Europe, 44 per cent in Japan and Korea and 35 per cent in Bangladesh.
He said this mode of transport is not only a green mode of transport but has the potential to establish an optimal modal mix and reduce logistic cost.

Meanwhile, as per feasibility reports of the new National Waterways (NWs) completed so far, 36 NWs have been found technically viable for development.

"Developmental activities have been initiated on about 10 of these," Gadkari said.

These include stretches of rivers Barak, Gandak, Cumberjua, Mandovi, Zuari, Alappuzha, Rupnarayan and Sundarbans.

The detailed project reports of another 22 rivers have been finalised, while six are in final stages, Gadkari said.

The minister said all 12 major ports under the Centre were in profit and will be able to scientifically develop the NWs through their SPVs.

He said profits of the ports are expected to touch Rs 7,000 crore this year, up from Rs 3,000 crore in 2014.

"When I took the charge of the ministry, the profit of the ports was Rs 3,000 crore. This year, we are expecting profits up to Rs 7,000 crore," he said.

Gadkari also said the major ports which earn in dollars can take loans in dollar and develop the projects.

Five of the existing NWs include Allahabad-Haldia on Ganga (1,620 km), Brahmaputra's Dhubri-Sadiya (891 km), West Coast Canal Kottapuram-Kollam (205 km), Kakinada-Puducherry canals (1,078 km) and East Coast Canal integrated with Brahmani river and Mahanadi delta rivers (588 km).

The minister said Rs 2,000 crore from a central fund will be used for development of the water transport, operationalising at least 10 of the 111 National Waterways this year.

The government has earlier approved allocation of 2.5 per cent of the Central Road Fund (CRF) for NWs that would result in about Rs 2,000 crore proceeds a year for their development.

Car carrier HOEGH TROOPER showing character
Car carrier HOEGH TROOPER encountered engine trouble in North Sea off Terschelling. Not clear if trouble started while the ship was anchored, or the ship anchored in the morning Mar 1 because of troubled engine. In the evening Mar 1 HOEGH TROOPER, which is en route from Bremerhaven to Zeebrugge, was said to be taken on tow, to be towed to Emden, but several hours after towage commenced, she was anchored again. HOEGH TROOPER resumed sailing early in the morning Mar 3, seemingly under own power, escorted by SAR tug GUARDIAN (IMO 9637363). At 0800 UTC Mar 3 both ships were sailing north of Den Helder, sailing south at some 6 knots speed, and most probably heading for port of destination, notwithstanding all mishaps.

MSC container ship and DFDS ro-ro collided off Vissingen
Ro-ro cargo ship PRIMULA SEAWAYS and container ship MSC MADRID collided at around 0330 LT Mar 3 in front of Vissingen, both ships were proceeding in the same direction: MSC MADRID to Antwerp, PRIMULA SEAWAYS to Ghent.
PRIMULA SEAWAYS said to suffer serious damages, but reached Ghent in the afternoon, where she was berthed, understood after being surveyed after collision. MSC MADRID turned back and was brought to anchor at outer anchorage, she was still at anchor as of 1700 LT Mar 3.

Container ship EUGEN MAERSK troubled while leaving Hamburg
Very Large Container Ship EUGEN MAERSK had to drop anchor in emergency while leaving Hamburg early in the morning Mar 3 and proceeding downstream Elbe, encountering some mechanical problem. Tugs arrived at her side to assist if needed. Traffic for ships with length more than 120 meters was suspended. EUGEN MAERSK fixed the problem and continued voyage. According to AIS track, accident occurred in Stader area and it lasted for some 3 hours, the ship resumed sailing at around 0300 UTC Mar 3. EUGEN MAERSK arrived at next port of call, Antwerp, early in the morning Mar 4.

Video: 3,000th Neopanamax Transits New Panama Locks
On March 2, the Panama Canal announced the transit of its 3,000th Neopanamax vessel, exceeding initial traffic expectations by this date. The Panama-flagged containership MSC Caterina completed the milestone transit traveling northbound from the Pacific to the Atlantic Ocean. Built in China in 2015, the vessel measures 300 meters in length and 48 meters in beam, with a total TEU allowance (TTA) of 9,000 containers. It was one of nine Neopanamax vessels the Panama Canal welcomed that day.

2 cruise ships call at New Mangalore port
Two cruise vessels called at New Mangalore Port on Saturday. A press release said here that mv Costa Victoria with 1,771 passengers and 809 crew members and mv Insignia with 612 passengers and 407 crew members called at the port on Saturday. These are the 19th and 20th cruise vessels calling at the port during 2017-18. It said that mv Costa Victoria, an Italian cruise vessel with passengers representing 35 nations, came from Colombo and sailed out to Salalah; and mv Insignia, a Norwegian cruiseliner with passengers from the US and Canada, came from Male and sailed out to Kochi.

ENL wins most outstanding maritime operator of the Year award
ENL Consortium Nigeria Limited has won the Most Outstanding Maritime Operator of the Year 2017 at the Independent Awards organised by Independent Newspapers. ENL Consortium, which is the operator of Terminals C and D of the Lagos Port Complex Apapa, was one of the 27 recipients at the prestigious awards held in Lagos.The award is coming on the heels of a similar honour bestowed on the company when it won the Port and Container Terminal Development Award at the prestigious Seatrade International Award in Dubai, United Arab Emirates.

Korean Shipbuilding Industry Is Landing Increased Orders
This year, the Korean shipbuilding industry is continuing to land orders. It is said that the shipbuilding industry which has suffered from an order cliff since 2016 is clearly making a recovery thanks to new orders. Some experts expect a recovery in Korean shipbuilders’ business performances after the second half of 2018. Samsung Heavy Industries and Daewoo Shipbuilding & Marine Engineering surpassed one trillion won in cumulative orders, respectively, this year. Hyundai Heavy Industries expects to reach 50% of its order target by the end of the first quarter. A green light was given to Korea’s three biggest shipbuilders with respect to reaching their goals for the year which are to secure orders and reach their order targets.
