Container ship involved in hit-and-run identified
Container ship PACIFIC EXPRESS was identified by Vietnamese Maritime Authorities and Coast Guard, as the ship involved in hit-and-run accident, said Quy Nhon Maritime Port Authority in a statement, issued on Apr 25. Container ship struck fishing boat off Quy Nhon Port, Binh Ding Province, central Vietnam, on Apr 10. Fishing boat sank, 3 fishermen on board were thrown into water. Container ship didn’t stop and continued sailing, fishermen were rescued by nearby fishing boats. Owner of container ship is to compensate fishermen for lost boat and other losses.

India: Shipping Ministry allows three older container terminals to recalibrate royalty payouts
The Shipping Ministry has allowed three of India’s older container terminals operating at state-owned major ports trusts to recalibrate their royalty payouts to the government by factoring in the rate discounts granted for handling containers shipped between the country’s ports and transshipment containers.

Joint Statement IMO-WHO-ILO on medical certificates of seafarers, ship sanitation certificates and medical care of seafarers in the context of the COVID-19 pandemic

The International Maritime Organization (IMO), the World Health Organization (WHO) and the International Labour Organization (ILO) have urged Governments to facilitate trade by ship and allow crew movements during the coronavirus pandemic, while protecting seafarers to ensure they can continue to deliver vital goods, including medical supplies and food.

The joint statement sets out requirements and recommendations, including provisions for medical care and extensions of medical certificates of seafarers, and exempting inspectors and key personnel responsible for ship inspections and issuing Ship Sanitation Certificates from national restrictions on movement....

Seafarer mental wellbeing during the COVID-19 pandemic - Hellenic Shipping News Worldwide
COVID-19 has forced many parts of the world to enforce a lockdown in a bid to flatten the curve in terms of transmissions. In these trying times, the majority of public services have come to a standstill, yet ships must continue sailing to keep the world supplied with essentials such as food, medical supplies, and goods. Such realities have only compounded the magnitude of the challenges, but international organisations are stepping in to assist and shoulder these responsibilities alongside seafarers.

This pandemic has cast a multitude of challenges unto seafarers. Those sailing are facing prolonged contracts on board, a total absence of shore leave, mental stress from sailing to various ports where there is a high risk of contracting the virus, isolation on board etc. Even if seafarers are able to sign off from the ship, they will likely face a two-week quarantine, after which they would still have to secure flights home, that is if flights are even available. Other seafarers are in lockdown at their homes and unable to work, threatening the family’s financial income if they are the sole breadwinner, which is often the case....

India: Little headway on return of seafarers stranded in Mumbai - The Navhind Times
Lack of clarity about the process adopted at Mumbai port for signing off crew members of three ships is likely to hamper the efforts to bring back Goan seafarers.

As per information, one of the ships has already left the Mumbai port after evacuating the seafarers, who are now stay put in hotels.

Since the management of the Mumbai port is not under control of the Goa government, the officials are unable to predict how long it will take to complete the medical tests of these seafarers and by when they will be able to reach Mormugao Port....

Philippines: DFA protests additional 14-day quarantine for seafarers - Philippine Star
Foreign Affairs Secretary Teodoro Locsin Jr. has protested the imposition of another 14-day quarantine for Filipino seafarers who have already finished quarantine for the coronavirus disease during their long sea voyage to Manila.

Locsin added that the cruise ships floating around Manila Bay have 6,000 Filipino seafarers anxious to reach their homes.

The extremely large number of overseas Filipino workers (OFWs) who arrived this week from nine cruise ships were forced by the Bureau of Quarantine (BOQ), through the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) and Department of Transportation (DOTr), to undergo another 14-day quarantine in individual cabins before the ships are allowed to dock at the Port of Manila....

India: Maritime bodies seek PMO intervention to bring back stuck seafarers amid coronavirus lockdown - Deccan Herald
Thousands of Indian seafarers are currently stuck aboard cruise and cargo vessels in far off waters, and the country may face disruption in supply chain if they are not brought back, maritime bodies said on Sunday.

With the Indian airspace remaining closed for domestic and international passenger flights, the
bodies have sought intervention of the Prime Minister s Oice (PMO) for devising a strategy to bring
back such "essential supply workers".

India is the second largest supplier of seafarers, aer the Philippines. As per industry estimates, about
one lakh seafarers are engaged in Indian and foreign flag cargo vessels across the globe.
Presently, Indian seafarers aboard only those vessels which call at Indian ports are allowed to
disembark, aer following the standard operating procedures as specified by the Directorate General
of Shipping.

Leading ship management companies operating in India said they are facing huge challenges as crew
change aboard cargo vessels worldwide is not happening as none of the leading airports in the
country have become fully or partially operational so far.

Capt Nalin Pandey, CMD of Mumbai-based Pentagon Shipping, told PTI: "Currently, about 4,000 Indian
seafarers are sailing aboard various cargo vessels worldwide on extended contracts. By May end, this
figure is expected to cross 15,000. This means, at least 400 Indian ship management companies across
the country will have to arrange for domestic plus overseas transportation of at least 30,000 Indian
seafarers to facilitate the crew change aboard around 10,000 cargo ships across the globe."

Pandey said if some strategy is not evolved for seafarers, India s participation in terms of global
seafarers will take a hit as sources say there are instances where China has oered all support to its
seafarers....

AMP Sets Temporary Measures To Ensure Training Continuity Of Seafarers During The Covid-19 Pandemic, Through The Authorized Maritime Training Centers - Hellenic Shipping News Worldwide
In order to provide support to our seafarers aboard vessels and to the maritime sector in general, concerning the Pandemic that we are facing caused by the coronavirus (COVID-19), the Panama Maritime Authority (AMP), informs about the adoption for a period of three (3) months from the signing of Resolution No. ADM-056-2020 of April 16, 2020, of important measures to avoid stopping the process of application for Panamanian licenses and maritime training, as follows:

1. To authorize the AMP-approved Maritime Training Centers (MTCs) to renew the maritime training course certificates.
2. To authorize the AMP-approved Maritime Training Centers so that they can impart to a participant for the first time, the complete theoretical training courses, using e-education tools.
3. To authorize the Maritime Training Centers recognized by the Panama Maritime Authority to provide Previous Documentary Evaluation (PDE) services, for the electronic issuance of the copy of the corresponding certificate to the participant....

More cruise liners are expected to call at Indian ports in the next few days to disembark crew after Marella Discovery evacuated 145 Indian seafarers at Mumbai port with the help of a standard operating procedure (SOP) framed by the government for such a task following the outbreak of coronavirus.

Some 23,000 Indians employed on cruise ships were stranded across the globe after the coronavirus outbreak forced their owners to suspend services. Their repatriation to India has sparked much hue and cry, more so due to the suspension of international flights into the country, closing a key mode for their homecoming....

DURING these trying times under the movement control order (MCO) imposed to combat the Covid-19 threat, healthcare workers and those ensuring adherence to the MCO have been recognised as “frontliners” for the yeomen deeds they perform.

Most Malaysians accept this, and many do what they can to help facilitate the availability of personal protective equipment and meals that the frontliners need.

I wish to highlight the existence of another group of frontliners that many Malaysians may be unaware of: Seafarers who serve on board merchant vessels carrying food, fuel and facilities that we all need to survive in these testing circumstances and even during normal days. They serve away from their families in an environment open to the vagaries of weather and seas, day in and day out, and they do so professionally so you and I will have our supply of daily necessities and items of additional comfort....

Seafarers have a mate in a Sister - The Catholic Weekly
A SYDNEY sister is working around the clock to help the thousands of exhausted sea farers caught up in the centre of the COVID-19 pandemic.

Known as the “angel of Sydney’s waterfront” Sr Mary Leahy has spent the past 20 years helping those who earn a living on the seas and said she has never seen conditions so desperate.

Trapped on what has been described as “floating prisons” many of the world’s 1.6 million seafarers already at sea for up to nine months have no real sign of when they will be able to return home.

The current restrictions have been likened to a ’time bomb’ in the maritime industry with all shore leave denied internationally, leaving sea farers stuck on ships and playing havoc with not only their physical but mental health....
