Japan focuses on maritime security in new ocean policy
Japan approved Tuesday a new ocean policy that highlights maritime security, amid perceived growing threats from North Korea and China, in a reversal from the previous version which focused largely on sea resource development.
The ocean program cited threats from North Korea's launching of ballistic missiles, and operations by Chinese vessels around the Japan-controlled and China-claimed Senkaku Islands in the East China Sea.
"Amid an increasingly severe maritime situation, the government will come together to protect our territorial waters and interests at sea," Prime Minister Shinzo Abe said in a meeting of the government panel on ocean policy.
The contents of the third Basic Plan on Ocean Policy are expected to be reflected in the government's defense buildup guidelines that are set to be revised in December. Since its first adoption in 2008, the ocean policy has been reviewed every five years.
The policy pointed out that the maritime security situation facing the nation is "highly likely to deteriorate, if no measure is taken." The government also plans to make use of coastal radar equipment, aircraft and vessels from the Self-Defense Forces and the Japan Coast Guard, as well as high-tech optical satellites of the Japan Aerospace Exploration Agency, to strengthen the nation's intelligence gathering abilities.
The policy underscores the need for cooperation between the coast guard and the Fisheries Agency to enhance responses to illegal operations by North Korea and fishing vessels from other countries, amid a surge in the number of such cases in the waters surrounding Japan. To ensure sea lane safety, it also stipulates the government's promotion of the "free and open Indo-Pacific" strategy advocated by Abe for maintaining and strengthening a free and open order in the region based on the rule of law.

Silversea Orders 3rd Muse-Class Ship from Fincantieri
Italian shipbuilder Fincantieri has received an order for another ultra-luxury cruise ship from Silversea Cruises. Under the contract, valued at over EUR 320 million (USD 381.3 million), the new cruise ship is scheduled for delivery in the fourth quarter of 2021. The unit is Silversea s eleventh ship, and the third one in the Muse-class series.

Panama Canal Welcomes Largest Passenger Ship To-Date
The Panama Canal welcomed Norwegian Cruise Line s 168,000 gross ton Norwegian Bliss, the largest passenger vessel to ever transit the waterway, on May 14. "The Panama Canal is proud to welcome the Norwegian Bliss and recognizes that this distinct milestone is made possible by the Canal Expansion, as well as the experience and efforts gained in the two years since its inauguration," Manuel Benitez, Deputy Canal Administrator, said.

Tanker s Hull Ripped in Collision off New York
The 115,340 dwt tanker Tofteviken suffered an approximate 30-foot gash along its portside hull in a collision on May 12. The ship, owned by Norway s Viken Shipping, collided with the commercial fishing vessel Polaris some 30 miles southeast of Bridgehampton, New York, according to the US Coast Guard.

VLCC Scrapping Ramps Up as Pakistan Opens for Business
Owners continue to commit their Very Large Crude Carriers (VLCC) for recycling in an effort to bring some ease to the depressed market. The reopening of Pakistani recycling market for tankers further spurred the offloading of unsold tanker tonnage. "There were further VLCC sales concluded this week, gradually bringing the total number of units sold through 2018 towards the 30 mark," GMS said in its weekly report, adding that the mark is likely to be hit by the end of May.

Varun s Gas Carriers Sold for Scrap
The six liquefied petroleum gas (LPG) carriers owned by the insolvent Varun Shipping have been sold for demolition in the second auction round. The sale was finalized last week, according to cash buyer GMS, and the ships fetched a price of USD 361 per lightweight tonne (ltd). The very large gas carrier (VLGC) Maharshi Bhardwaj was auctioned off on an as is basis for delivery to Kochin, while the rest of the smaller LPG carriers were all sold on an en bloc as is basis at Kandla.

Fjord1 s First Battery-Powered Ferry Christened at Havyard
Norwegian shipbuilder Havyard has christened the first battery-powered ferry ordered by transportation company Fjord1. The christening ceremony for MF Husavik was held at the yard in Leirvik in Sogn on May 14. "The competition for these assignments was tough, and it’s very motivating to witness the christening of our very first battery-powered ferry which is almost ready for delivery," Lasse Stokkeland, Executive Vice President of Havyard Ship Technology AS, commented.

India's First Private Company Manufactured Defense Ship Arrives At Base Port
The first in class of seven new generation offshore patrol vessels (OPVs), ICGS Vikram arrived at the new Mangalore Port. ICGS, manufactured by Larsen and Toubro, is the first defense ship contracted by the Indian Ministry of defence (MoD) under the 'Make in India' imitative in March 2015.
The 3.6 meter draught ship is designed to carry one twin-engine light helicopter and stage two twin engine heavy helicopters with night flying capabilities, Times of India reported Sunday. The ship has a displacement of 2,140 tonnes displacement and a range of 5,000 nautical miles. It can attain a sustained speed of up to 26 knots. It is also capable of carrying pollution response equipment to contain oil spills on the seas and can stay afloat for 20 days without replenishment. It is fitted with navigation and communication equipment, sensors and machineries. It features a 30mm gun and 12.7mm gun with fire control system.
The ship was commissioned by the Indian Coast Guard in a ceremony at L&T's Defence shipyard at Kattupalli, near Chennai, in April this year. The ship was built, tested and delivered in 25 months, Naval Today had reported in April quoting Larsen and Toubro. OPV-2 has been launched and is being readied for harbor and sea trials.

Disabled cargo ship on tow northwest of Las Palmas
Container ship KUBILAI KHAN suffered engine failure and started to drift at around 2300 UTC May 13 north of Las Palmas, Canary Islands, while en route from Las Palmas to Netherlands. The ship asked for assistance, SAR tug MIGUEL DE CERVANTES (IMO 9320116) was sent for towage. KUBILAI KHAN was taken to tow to be towed to Las Palmas at around 1030 UTC May 14, at 1400 UTC caravan was under way, approaching Las Palmas. Japanese tanker fire, Genoa
Fire erupted on board of reportedly, Japanese chemical tanker GRANDE RIVIERE on May 13, when the ship was under way, or already anchored, in front of Porto Petroli, Genoa, Italy. Onlookers who saw black fumes billowing over tanker called the emergency services, firefighters were sent, but by the time they board tanker fire was already extinguished by the crew.

Explosion destroyed boiler on Gazprom gas processing ship in Korea
Offshore gas processing/regasification ship MARSHAL VASILEVSKIY suffered regasification boiler explosion, one of six such boilers, produced by Mitsubishi, was destroyed, during trials said Gazprom deputy director during press-conference held on May 14 in Moscow. The delivery date will be postponed, added deputy director. MARSHAL VASILEVSKIY order cost is $295 mil., the ship is to be exploited in Kaliningrad region, Russia, Baltic sea. Reportedly, there were other damages besides destroyed boiler.

Pacific Basin Acquires Ship Quartet
Hong Kong-based dry bulk shipping company Pacific Basin has decided to acquire four bulkers with 50% equity funding. On May 14, 2018, PB Vessels Holding Limited, a subsidiary of the company, entered into four separate ship contracts for the purchase of vessels. Bulkers in question are a 58,000 dwt Supramax built in 2010, a 64,000 dwt Supramax resale newbuild, a 37,000 dwt Handysize constructed in 2015 and a 37,000 dwt Handysize resale newbuild.

Autonomous Ships to Take the Spotlight at IMO Meeting
On May 16, the International Maritime Organization s (IMO) efforts on the regulation of autonomous ships will begin with the 99th session of the Maritime Safety Committee (MSC 99).
The MSC will begin looking at how the safe, secure and environmentally sound operation of maritime autonomous surface ships (MASS) may be introduced in IMO instruments. It is anticipated that a working group will be established to develop a plan of work and terms of reference for an intersessional correspondence or working group, according to IMO.

Caspian Ports Operating at One-Fifth of Capacity
Iranian ports located along the Caspian Sea have the nominal capacity of around 30 million tons, but they are working at about one-fifth of their capacity that is no more than 6 million tons, the managing director of Ports and Maritime Organization of Iran said. Mohammad Rastad made the statement on the sidelines of the midterm conference of World Ports Conference on Wednesday, held by the International Association of Ports and Harbors in Baku, Azerbaijan, IRNA reported.

Transporters end strike at JNPT; new trucking system to be put on hold
Transporters hauling containers to and from Jawaharlal Nehru Port Trust (JNPT) have called off their strike from Saturday night after local politicians wrested an assurance from the four new transporters selected by the port authority not to proceed with their work till the Supreme Court decides on a petition brought by the striking truckers associations.
"The strike was called off from Saturday night," said Pravin Paithankar, President of the Maharashtra Heavy Vehicle and Inter-State Container Operators Association, one of the agitating associations. "The four transporters have given an assurance not to ply their vehicles or proceed with the work till the Supreme Court decides on the matter," Paithankar said.

Haiphong International Container Terminal (HICT) Opens in Lach Huyen, Vietnam
Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Junichiro Ikeda) yesterday announced that its joint venture company Haiphong International Container Terminal Co., Ltd. (General Director: Akira Kurita; headquarters: Haiphong, Vietnam) held an opening ceremony for the new Haiphong International Container Terminal (HICT) at Lach Huyen Port on May 13.
HICT is the first terminal in Northern Vietnam with a berth deep enough to allow calls by 14,000TEU containerships. It will meet customer demands for shorter transit times and lower transport costs, while contributing to economic growth in Northern Vietnam, including Haiphong industrial park, since large-size container vessels, which offer direct links to Asia and North America/Europe, can call at the port.
