Bombay High Court relief for 16 sailors stuck on ship at JNPT
The Bombay high court (HC) on Wednesday issued a directive allowing 16 sailors stuck on board the Tag Navya, anchored off Jawaharlal Nehru Port Trust (JNPT), to disembark after spending over three months on the vessel.
The directive followed the failure of the Union of India and ship's owners to come up with a solution of their own.
The vacation bench of justice AS Gadkari and justice NJ Jamadar, after hearing of the plight of the sailors, through a petition filed by Arjun Kalra, captain of the ship, on May 10 had directed the Union to provide fuel to the vessel to keep it running. The court had also instructed the government to have a joint meeting with all stakeholders to take a decision regarding the situation of the sailors.
The ship had been arrested and anchored off JNPT by the sheriff of Mumbai as the company owning the ship had not paid its creditors their dues. The company had gone into liquidation and an interim resolution professional (IRP) had been appointed.
Advocate Atharva Dandekar for Kalra and eight other sailors had pointed out that the conditions on the ship were not conducive for the crew and they could not be asked to stay on board till the matter was resolved by the owners. Hence, they sought permission to disembark.
"In these extreme and emergent circumstances, we cannot afford not to intervene, so as to protect the lives of hapless crewmen, on the ground that monetary claim and counter claims await adjudication before various forums," the bench said on Wednesday.
The court went on to rule that the crew be allowed to disembark with immediate effect and also safeguarded them against any civil and/or penal consequences for disembarkment.

Conveyor belt collapsed onto bulk carrier, Chile
Ship loading conveyor belt collapsed while loading salt into bulk carrier LEONIDAS at Patillos Port, Chile, reportedly on May 16. One worker suffered minor injures. Port s authorities said they re discussing with conveyor operating company how to remove debris and free the ship in most safe and quick way. Understood ship s damages aren t yet fully assessed.

Klaveness Combination Carriers Orders Two More CLEANBUs
Norwegian shipping company Klaveness Combination Carriers has declared options for the construction of two new combination carriers in China.
The company decided to order its seventh and eighth CLEANBU combination carriers with Jiangsu New Yangzi Shipbuilding.
The CLEANBU newbuilds, that would secure a 30-40% reduction in CO2, SOx and NOx emissions compared to standard tankers, are scheduled for delivery in January and February 2021.
Following the declaration, the company s fleet will grow to 17 vessels within the first quarter of 2021. Klaveness Combination Carriers holds options for further vessels.
"We are pleased to grow the CLEANBU fleet further to eight vessels by early 2021 which will strengthen KCC s service offering to the oil and petrochemical industry and enable the further expansion of the climate friendly CLEANBU service to new geographical markets," Engebret Dahm, CEO of Klaveness Combination Carriers, said.
The new ships were ordered after the completion of a private placement with gross proceeds of NOK 350 million (USD 39.9 million) on May 15.
KCC will apply for listing at the Oslo Stock Exchange/Oslo Axess, with the first day of trading expected to be on or about May 22, 2019.

Singapore Classifies Scrubber Residues as Toxic Industrial Waste
The Maritime and Port Authority of Singapore (MPA) has classified residues arising from exhaust gas cleaning systems as toxic industrial waste (TIW).
Therefore, the authority said that ships planning to dispose of these residues, classified as TIW under Singapore s environmental public health regulations, need to engage toxic industrial waste collectors (TIWCs).
Under the rules, TIW must be collected and managed by licensed toxic industrial waste collectors.
"Ships that wish to dispose of exhaust gas cleaning residues in Singapore are required to engage a licensed TIWC for the collection and disposal of such residues," MPA said.
TIWCs can arrange for the residues to be offloaded in packaged form or in intermediate bulk container tanks directly to trucks and MPA licensed harbour craft for ships at berth and at anchorages, respectively.

Pirates Arrested after Attempted Tanker Hijacking off Togo
Togolese naval forces have prevented a hijacking of product tanker Djetona 1 in the Gulf of Guinea, according to media reports.
Data provided by IMB Piracy Reporting Centre showed that the armed pirates boarded and hijacked an anchored chemical tanker in the Lome Anchorage.
Eight pirates took the tanker s crew hostage in the incident which occurred in the early morning hours of May 12.
Shortly after, the Togo Navy received a call from the owners of the hijacked vessel and immediately responded by dispatching patrol boats to investigate the report.
The tanker was intercepted 25 nautical miles from the anchorage area and forced to return to Lome port. The crew were reported safe and the armed persons were captured and handed over to relevant authorities.

NYK Introduces Japan s 1st Additive for IMO 2020-Compliant Fuel Oil
Japanese shipping company Nippon Yusen Kaisha (NYK) and shipping and marine supplier Nippon Yuka Kogyo, a NYK Group company, have jointly developed a new fuel oil additive for low-sulfur compliant fuel-oil that meets SOx emission requirements.
Yunic 800VLS - patent pending - is Japan s first additive for very low sulfur fuel oil (VLSFO), NYK said.
The additive is said to improve safety by helping to avoid troubles that may be caused by certain contents of VLSFO, according to the company.
A global sulfur cap will enter into force on January 1, 2020, and one way ships can meet the requirement is by using VLSFO - a fuel oil with a sulfur content below 0.5%. However, a wide variety of VLSFO is expected to be supplied because the manufacturing process differs from conventional heavy fuel oil, which has a sulfur content of up to 3.5%.
NYK and Nippon Yuka Kogyo thus began examining VLSFO at an early stage and have developed an additive that will lessen the likelihood of the VLSFO causing engine problems.
Specifically, Yunic 800VLS disperses asphaltene and paraffin (wax) specific within VLSFOs to suppress sludge formation.
The effect of Yunic 800VLS has been certified by ClassNK.
"The NYK Group seeks to be compliant with the 2020 SOx cap and enrich safe operations by introducing this new fuel-oil additive for VLSFO," NYK said in a statement.
NYK in biofuel research and testing
Separately, NYK Line and Japan Engine Corporation (J-ENG) revealed they would start the research and development of biofuel using a test engine as one of the solutions for decarbonization.
Considered to be a carbon-neutral fuel, biofuel is a fuel derived from organic substance or biomass.
Biofuel has been attracting attention as an alternative fuel as one of the promising renewable energy toward decarbonization and one of the solutions against the energy crisis due to the depletion of natural resources such as fossil fuel.
In addition, since biofuel emits almost no sulfur oxides (SOx) in combustion, its use as a marine fuel is expected to be expanded.
In collaboration with NYK Line, J-ENG plans to carry out the engine test using the biofuel from GoodFuels, a biofuel supplier based in the Netherlands.

ONE, PSA Singapore Inaugurate Magenta Joint Venture Terminal
Container shipping company Ocean Network Express (ONE) and port operator PSA Singapore have inaugurated the Magenta Singapore Terminal.
The joint venture undertaking will operate four container berths at Pasir Panjang Terminal as part of a plan announced in December 2018.
The four berths would have a combined annual handling capacity of 4 million TEU.
The first boxship to berth at terminal ahead of the ceremony was the 14,026 TEU ONE Stork, which was delivered to the Japanese container shipping major in June 2018.
“Through this joint venture in Singapore, ONE will be enabled to further enhance its terminal and vessel planning operations in an even closer co-operation with PSA. This will improve our service reliability and benefit our customers through better service levels,” Jeremy Nixon, Chief Executive Officer, ONE, said in December.
ONE follows MSC, CMA CGM, Pacific International Lines (PIL) and COSCO in establishing joint venture terminals in Singapore. MSC and PSA International officially opened their joint venture terminal in March 2006, while PIL and PSA have been jointly managing and operating a dedicated container terminal since 2008.

Cruise Ship Fined for Violating Norwegian Fjords SOx Limit
The MS Magellan, owned by the Greek company Global Cruise Lines, has received a fine for violating the legislation on fuel sulphur limits in the world heritage fjords.
According to the Norwegian Maritime Authority, the cruise ship was hit with a violation fine of NOK 700,000 (USD 80,000) after it entered two world heritage fjords with sulphur values far beyond the legal limit values.

NYK in First LNG Bunkering in Port of Kitakyushu
Shipping company NYK teamed up with Kyushu Electric Power, Saibu Gas, and The Chugoku Electric Power to carry out a truck-to-ship liquefied natural gas (LNG) bunkering demonstration at the port of Kitakyushu.
As explained by NYK, the operation on May 15 was the first LNG bunkering in the Setouchi and Kyushu areas of western Japan and advances the four companies discussions on the commercialization of a new business in the region.

Tanker detained after allision in Lock, drunken Captain suspected, Brunsbuettel
Product tanker BEETHOVEN allided with pier in Brunsbuettel lock at around 0030 LT May 16 while leaving lock. Three dolphins and pier were damaged, tanker sustained just scratches. Tanker was taken to anchorage for investigation, initially it was thought accident was caused by technical failure, but when on the bridge, officials smelled alcohol in Captain breath.

Ferry aground, flooding, evacuation under way
Ferry OCEAN DRAGON 6 with dozens of passengers on board ran aground on Ngenang island coast, Riau Islands, South China sea, at 1905 LT May 16, while en route from Tanjung Pinang, capital of Riau islands province, to Batam Batam island, Singapore Strait. Azerbaijan developing transit potential, establishing communications via Caspian Sea
Azerbaijan and Georgia are actively developing their transit potential and are vigorously establishing communication flows through the Caspian Sea and Black Sea, Russian Minister of North Caucasus Affairs Sergei Chebotarev said on May 14.

ICTSI Ecuador handles mega ship
International Container Terminal Services Inc. s (ICTSI) Ecuadorian subsidiary Contecon Guayaquil has serviced Chinese flag mega vessel, CMA CGM Cochin that operates in the Ecuador-Asia route.
Jose Antonio Contreras, Contecon Guayaquil SA (CGSA) chief executive officer said the Port of Guayaquil was able to receive larger vessels serving the intra-Pacific trade because of the recent dredging of the 95-kilometer main access channel leading to the country s primary seaport.
