A new scenario in maritime safety
The Final Conference of the Picasso Project has been held today (May 23) at the Jovellanos Centre in Gijon. The main theoretical and practical outcomes developed within Picasso were presented. After the welcoming speeches given by the director of the Jovellanos Centre, Julian Camus;Gijon mayoress, Carmen Moriyon; the representative of the Spanish Merchant Navy Directorate, Ignacio Fernandez; and Asturias Government Representative, Mariano Marin; the main results of almost two years of work within the project were presented, namely: the Improvement of Safety and Security responses using unmanned vehicles and other IT tools - Valenciaport Foundation -, Ship to Shore data sharing using a standardized info-environment – CIMNE -, Mass evacuation from passenger ships -Ministry of Transport, Malta – Automated detection of man overboard or small objects in the sea – Maritime Safety Agency -, Advanced fire-fighting in ports – Jovellanos Centre. The presentations were followed by a more the practical session.
Attendees to the conference enjoyed a visit to the facilities of the Maritime Safety Centre, during which they were able to witness a fire-fighting exercise using the Aircraft Rescue and Fire-Fighting Simulator, a demonstration at the LNG (Liquefied Natural Gas) facility, and a rescue exercise. Then, in the wave pool, some of the specific technologies developed within the project were demonstrated: unmanned vessels in port environments and the automated man-overboard detection system using the rescue helicopter (Helimer) based in Gijon, the headquarters of which were also visited. The conference was attended by more than 130 representatives of various national and international organisations related to the maritime and port sectors. It was closed by Ulf Svedberg, former head of innovation of the Swedish Merchant Marine, Captain Jose Anselmo, former head of the Motorways of the Seas and Jose Manuel Diaz, Head of Training at the Jovellanos Centre and of the Picasso Project.
Picasso is a project co-funded by the European Commission through the Connecting Europe Facility (CEF) programme and aims to achieve a modern and highly-developed maritime transport system that will enable the sector to be safer, more efficient and sustainable by developing new technologies and training. Picasso has a budget of 3.8 million euros and is part of the overall goal of developing the motorways of the seas in the European Union, in line with EU maritime transport policies. The project has brought together 14 partners from 9 countries (Cyprus, Spain, Greece, Israel, Italy, Malta, United Kingdom, Sweden and Portugal), and is headed by the Maritime Rescue Agency. It was approved in July 2016 and has been developed through three activities: On-shore and on-board safety and security, Emergency simulations, and Training and the human factor.

Cargo ship sank in Yellow sea, 7 missing
Cargo ship LONG HUI DA 6999 sank in the morning May 22 in Yellow sea off Weihai, Shandong Province, China. SAR was launched with deployment of SAR ships, helicopter and all other ships being in the area. From 11 crew, 4 were found and rescued, 7 remain missing. Cargo ship said to be "river ship", no LONG HUI DA 6999 ship found in databases. There s cargo ship LONG HUI DA 6699, MMSI 413805489, length 120 meters, flag China - last AIS dated May 17, Yangtze estuary, proceeding downstream to sea, probably this is the ship which sank on May 22 up north from Yangtze estuary.

Cargo ship sinking in Java sea, crew evacuated
General cargo ship CITRA MULIA 9 issued distress signal during the night May 23, reporting water ingress and sinking, in vicinity 05 34S 110 58E, Java sea, some 30 nm northeast of Karimunjawa islands, Central Java. 19 crew abandoned the ship and was later recovered by patrol ship. No information yet on the fate of the ship.

VLCC limped to Colombo after breakdown
May 24 Update: According to Lloyd s report, tanker suffered engine failure, and Tsavliris Salvage was contracted to take the ship to Colombo. Not clear if tanker reached Colombo under own power or on tow - according to track and monitoring, she has arrived at Colombo anchorage late May 16, sailing, at least for some time, under own power. Tanker left Colombo on May 18, arriving at Singapore on May 24.

Fire-Stricken Maersk Honam Will Be Repaired
Danish container shipping giant Maersk Line plans to repair its ultra large containership Maersk Honam which was damaged in a major fire that broke out on board the vessel in March this year. "As things stand it is our intention to repair the vessel," Maersk Line spokesperson told World Maritime News.
The decision is being announced based on the initial assessment of the ship s condition now that the remaining hotspots on board have finally been extinguished. Maerk Honam is currently anchored outside the Jebel Ali Port, UAE and the vessel stabilized, the company said.

Kalmar, Yara Team Up on World s 1st Fully-Digitalized Cargo Solution for Yara Birkeland
Kalmar and Yara have entered into an agreement in which Kalmar will deliver fully autonomous equipment, software and services for a fully digitalized container handling solution at Yara s Porsgrunn facility in Norway.
This means that all the necessary operations related to the world s first autonomous and electric container vessel Yara Birkeland will be conducted in a fully autonomous and cost-efficient manner, with zero emissions, as explained by the two companies. The delivery is scheduled to be completed during the second quarter of 2020.

1st Cargo of Propane Gas Shipped from Libya to Italy after 4 Years
A total of 61,761 barrels of propane gas have been shipped to Italy from Libya s Zueitina Port, the country s National Oil Corporation (NOC) said on May 20. As informed, the shipment is the first of its kind to Italy since the Zueitina gas plant in eastern Libya ceased operation four years ago.

HMM Pulls Out from Transatlantic
South Korean shipping company Hyundai Merchant Marine (HMM) is ending its two Transatlantic loops to concentrate on its core trades. "HMM will no longer serve the Transatlatic trade until further notice," HMM informed in a customer advisory. The company said that the two loops linking North Europe to the United States were being terminated as a response to the ongoing market conditions.

Dutch freighter FWN RAPIDE kidnapped crew released
Russian MFA made a statement on May 23, saying that 11 kidnapped crew of Dutch freighter FWN RAPIDE were released by pirates, presumably on May 22, including Master of the ship of Russian nationality. No other details were given, understood semaen were released after ransom was paid. All crew are said to be safe.

A search operation has been launched following reports that a 50-year-old male went missing from the cruise ship Carnival Paradise some 85 miles west of Fort Myers, Florida, on May 22. The United States Coast Guard (USCG) informed that the missing person in Brian Lamonds from North Carolina.

IMO Approves US-Russian Proposal on Bering Strait Shipping Routes
The International Maritime Organization (IMO) has given the green light to a joint US-Russian proposal on regulating shipping in the Bering Strait, Russian transport ministry said in a statement.
The proposal was approved by the IMO Maritime Safety Committee at its 99th session being held in London. To be applied from December 1, 2018, the scheme is said to be the first internationally recognized measure for navigation in polar waters approved by IMO, as defined in SOLAS 74/78.

Korea Looking to Boost Its LNG Bunkering Capabilities
South Korea is launching a project to develop its liquefied natural gas (LNG) bunkering technology amid anticipated growth in demand for LNG as marine fuel stemming from the more stringent environmental regulations entering into force in 2020.
The country s Ministry of Oceans and Fisheries (MOF) said that the two-year project will include an investment of KRW 3 billion this year. About 50 experts from the field are expected to take part in the project, which will be led by the Korea Research Institute of Ships & Ocean Engineering and the Korea Marine Equipment Research Institute.

India and Oman are exploring greater cooperation in the areas of maritime domain, energy security and the food sector as the two old partners seek to expand their partnership.
These were some of the key sectors on the agenda for the recent visit of the Oman India Joint Business Council to India. A group of about 30 young business leaders from Oman, who are part of the Oman India Joint Business Council, also called on Prime Minister Narendra Modi.

Argentina grain dock workers to hold 24-hour strike-union
Argentine grains ports will be paralyzed by a 24-hour strike on Thursday to demand better working conditions and protest against government talks with the International Monetary Fund (IMF), a union spokesman said on Tuesday.
The government, reeling from a 15 percent swoon in the local peso currency this month, has asked the IMF for a standby finance agreement that the opposition fears will include onerous fiscal belt-tightening conditions.

S. Korea s trade insurer to offer US$1.15 bln financing for Kuwaiti LNG terminal
South Korea s trade insurer said Tuesday that it plans to offer US$1.15 billion worth of coverage in the construction of a liquefied natural gas (LNG) terminal in Kuwait to support local builders.
In a statement, the Korea Trade Insurance Corp. (K-sure) said the money will be used in a project being managed by the Kuwait Integrated Petroleum Industries Co. (KIPIC). Hyundai Engineering Co., Hyundai Engineering & Construction Co. and the Korea Gas Corp.

JNPT looks to buy out smaller cash-strapped ports to ramp up capacity
Jawaharlal Nehru Port Trust (JNPT), the largest container port in India, wants to use its sizeable cash reserves to buy out smaller cash-strapped ports to quickly ramp up capacity.
The Mumbai-based port operator has hired a consultant to carry out a feasibility study and identify potential acquisition targets, said Neeraj Bansal, chairman-in-charge, JNPT. Among the options being evaluated on the west coast are the loss-making Mormugao Port Trust in Goa and Dighi Port, a private port in Maharashtra s Raigad district owned by Balaji Infra Projects Ltd and IL&FS Ltd, which was last month admitted into insolvency court.

Port of Heysham s timely digitalisation of RoRo port terminal
The RoRo terminal at the Port of Heysham is the hub for a large part of the freight that travels between north-west England, the Republic of Ireland, Northern Ireland, and the Isle of Man. Three ferry companies transport 265,000 freight units through the terminal each year. Port of Heysham awarded to Hogia the contract to supply a terminal operating system to digitalise the management of freight transport through the terminal thereby increasing the terminal s efficiency and throughput, while at the same time reducing stress and increasing job satisfaction in staff.
"Hogia s terminal operating system makes our transport operations more efficient and allows us to provide a higher quality of service. It is paving the way for the increased capacity that we need to meet the growing demand for freight transport, and to be prepared for the outfall from Brexit," says Adrian Colquitt, Head of RoRo at Peel Ports.

Maersk Line plans to double service to Port of Montreal
Buoyed by increasing trade volumes, the world s largest shipping company is doubling its service to the Port of Montreal. Maersk Line announced on Wednesday that it plans to add a weekly service connecting Montreal with ports in the Mediterranean. The shipping line currently has a weekly service that connects Montreal with ports in northern Europe.
"With the favourable pro-trade environment in Canada, we ve seen healthy growth rates for Canada s trade overall. Last year, we saw levels around seven per cent for imports and exports," said Jack Mahoney, the president of Maersk Line Canada.

K Line Brings Its Fleet of Corona Coal Carriers to 19
Japanese shipping company Kawasaki Kisen Kaisha (K Line) has taken delivery of Corona Xanadu, an 88,000 dwt special coal carrier. The ship was built at Shin Kasado Dockyard, part of Imabari Shipbuilding Group, and belongs to K Line s specialized fleet for transport of thermal coal known as the Corona-series.
The Corona-series coal carriers feature wide beam and shallow draft, the most suitable type of ships to enter ports of domestic thermal power stations to discharge cargo.

MPCC Invests in Three More Feeders
Oslo-listed containership owner and operator MPC Container Ships ASA (MPCC) has resumed its fleet buildup with the acquisition of three more feeders.
The company bought MV Victoria Schulte, a geared 2,500 TEU vessel built in 2005, from Triton Debt Opportunities S.C.A. and its subsidiary Victoria Schulte Shipping. The deal has been structured as a combined cash and share deal.
