Two Former Hoegh Autoliners Execs Charged for Price Fixing
Two former top executives at Norwegian car carrier Hoegh Autoliners AS have been charged with participating in a long-running conspiracy related to price fixing, according to the U.S. Department of Justice.
According to an investigation into criminal violations in the ocean shipping industry, Ingar Skiaker and Oyvind Ervik were involved in a conspiracy to allocate certain customers and routes, rig bids, and fix prices for the sale of international ocean shipments of roll-on, roll-off cargo to and from the United States and elsewhere, including the Port of Baltimore.
The indictment alleges that, from at least as early as 2006 and continuing at least until September 2012, Skiaker and Ervik conspired with their competitors to allocate certain customers and routes for the shipment of cars and trucks. In addition, they agreed with competitors to fix, stabilize, and maintain rates charged to customers of international ocean shipping services.
Hoegh Autoliners AS pleaded guilty and has been sentenced to pay a USD 21 million fine. Including the charges announced on June 26, 13 executives have been charged in the investigation to date.
Four have pleaded guilty and been sentenced to serve prison terms. Others remain international fugitives. Including Hoegh, five companies have also pleaded guilty for their roles in this conspiracy, resulting in total collective criminal fines over USD 255 million.
"The Division s investigation revealed that collusion was endemic and rampant in the shipping industry going back years," said Assistant Attorney General Makan Delrahim of the Justice Department s Antitrust Division.
"Hoegh has already pleaded guilty, and now we must ensure that its executives will be held accountable."

Gasum s Coralius Marks Bunkering Milestone in Rotterdam
Gasum s liquefied natural gas (LNG) bunker vessel, Coralius, conducted its first bunkering in the port of Rotterdam.
During the ship-to-ship operation LNG was supplied to the chemical tanker Bit Viking. The event represented a milestone for Coralius when proving its availability in the ARA (Amsterdam-Rotterdam-Antwerp area).
"Finally, being able to bunker our clients in the ARA area increases LNG availability and security for the LNG fueled fleet. The amount of LNG driven vessels is growing rapidly globally, and we will definitely be part of the growth in being present where LNG is needed," Kimmo Rahkamo, Vice President, natural gas and LNG, Gasum, said.
Coralius mainly operates in the North Sea and the Skagerrak area, where it celebrated its 100th bunkering operation in late Fabruary.
Gasum said it expects an increase in the average amount of delivered stem, as it will perform bunkerings on shuttle tankers and other bigger vessels.

Three Grande Europa Crew Arrested for Alleged Arson
The Italian master and two officers who were on the Grimaldi Group’s conro Grande Europa, that suffered a fire in May, have appeared in court in Valencia, Spain for alleged arson.
The vessel burst into flames some 25 nautical miles off Mallorca, Spain, while en route from Salerno to Valencia in mid-May.
According to the maritime trade union Nautilus International, all three officers strongly deny the accusation of setting off two fires on the ship. Bail was set at EUR 9,000 for the master and EUR 5,000 each for the other two officers.
Grimaldi Group earlier said the major blaze on the ship was likely to have been caused by batteries in two new cars onboard, fuelling concerns over the risks posed by cargoes of hybrid and electric vehicles.
It said that preliminary investigations "suggest that the two fires started from two different new vehicles stowed on board, and then spread to the other nearby units."
In addition to the Grande Europa case, fires on two other Grimaldi vessels in the last eight months, Cruise Ausonia and Grande America, are still under investigation.

Saudi Aramco, Hyundai Heavy Sign Cooperation Deals
Saudi Arabian oil and gas company Saudi Aramco has signed a number of agreements with South Korea’s shipbuilding major Hyundai Heavy Industries.
The parties signed five separate deals to reinforce their relationship, expand international operations, and support the energy security with the expansion of Arabian crude oil supply to Asian markets.
Namely, Saudi Aramco and HHI agreed a Memorandum of Understanding (MoU) that extends the existing collaboration to develop ship building, engine manufacturing, refining, and petrochemicals.
The parties also signed an agreement to increase HHI’s equity share from 10% to 20% in the International Maritime Industries (IMI), a joint venture between Saudi Aramco, HHI, Lamprell, Bahri.
A second MoU was signed by HHI, Bahri, and IMI in relation to ship building, and transportation as potential areas of cooperation.
Additionally, HHI and IMI agreed an MoU to explore business opportunities in the shipbuilding business.
Saudi Aramco also said that it would set up a joint venture with HHI and The Saudi Arabian Industrial Investments Company (Dussur) for an engine manufacturing and aftersales facility in Saudi Arabia.
Under the partnership, Saudi Aramco will own 55% of the JV, while HHI and Dussur will own 30% and 15% respectively.
The deals were a part of Saudi Aramco s efforts to strengthen ties with South Korea. The company, along with its affiliated, signed a total of 12 agreements worth billions of dollars with major South Korean companies.
"Only a few decades ago, Korean companies played a vital role in Saudi Aramco s upstream offshore growth development. Since then, they have moved into other sectors matching Saudi Aramco’s diversification strategy," Amin H. Nasser, Saudi Aramco President and CEO, said.
"Today s agreements mark a new era of cooperation with our Korean partners who will play an increasingly important role in our strategy to capitalize on new initiatives."

Japan s Minesweeper Clashes with Cargo Ship off Hiroshima
A Japanese naval ship has collided with an unidentified cargo ship off the coast of Hiroshima Prefecture, according to the Japan Maritime Self-Defence Force (MSDF).
The 510-ton minesweeper Notojima sustained significant damage in the incident that occurred around midnight on June 26. The ships clashed some 1.5 kilometers northeast of Koneshima Island in the Seto Inland Sea.
There were no reports of injuries among the 41 crew members on the naval ship, nor among the five crew aboard the 699-ton cargo ship.
The minesweeper is being towed to a shipyard on Innoshima Island, Hiroshima, after it lost navigational control.
Media outlets cited local coast guard officials as saying that there were no traces of oil leaks following the incident.
At the time of the collision, Notojima was on its way to an MSDF base in Hiroshima s Kure city, while the cargo ship was sailing to Fukuyama city from Kitakyushu in Fukuoka Prefecture.

Singapore Shipping Association Elects Its 1st Female President
The Council of the Singapore Shipping Association (SSA), the industry voice of Singapore s maritime community, has nominated the association s first-ever female president since its founding in 1985.
At SSA s 23rd Annual General Meeting (AGM) held on June 26, 2019, the 2019/2021 council elected Caroline Yang, CEO of Hong Lam Marine, as the association s president.
Yang started her career with Hong Lam Marine as their in-house counsel in 1991 and has more than 25 years experience in the shipping industry.
As President of SSA, Yang will be supported by two vice presidents and the SSA Secretariat headed by Michael Phoon. The two vice presidents nominated by the 2019/2021 council are Katie Men, Managing Director of Iseaco Investment and Rene Piil Pedersen, Managing Director of A.P. Moller Singapore.
Commenting on her nomination, Yang said, "I am honoured by the trust the council has placed in me by electing me as SSA president for the 2019/2021 term. The shipping community in Singapore has much to be proud of."
"This year, Singapore bagged the Best Seaport in Asia for 31st time and also the Best Green Seaport at the 2019 Asia Freight, Logistics and Supply Chain Awards. We were also recognised as the Top Leading Maritime Capital of the World for the fourth consecutive time in a report issued by Menon Economics and DNV GL. Notwithstanding, the industry continues to face challenging conditions and digital disruptions. As we navigate into the future together, the task of the council is to work with all stakeholders to champion Maritime Singapore, to keep SSA relevant and responsive to our members, and to encourage participation by our members in our shared goal."
"I would also like to place on record the council s deep appreciation to immediate-past president Mr. Esben Poulsson, who has been a tireless champion of the Singapore shipping industry. His term is marked by the move of SSA Secretariat into digitalization, and expansion of membership, and by preparing the industry for sweeping changes such as the sulphur oxides cap that goes into effect in January 2020," Yang added.
At the 23rd AGM, the council also named S. S. Teo, Executive Chairman and Managing Director of Pacific International Lines, an honorary member in recognition of his immense contributions to Singapore’s shipping industry, including as a long-serving councilor and president of SSA from 2003 to 2011.

Evac Evolution BWMS Wins USCG Type Approval
Cathelco, now part of the Evac Group, has received Type Approval for its ballast water management system (BWMS) from the US Coast Guard (USCG).
The coast guard issued the 20th Type Approval certificate after a detailed review of the manufacturer s type approval application determined the system met relevant requirements.
The treatment principle of the Evac Evolution BWMS consists of filtration with UV treatment during uptake and discharge. This approval covers models with maximum treatment rated capacities between 55 m3/h and 1,500 m3/h, according to the coast guard.
Evac Group already attained USCG alternate management systems (AMS) acceptance for its BWMS over four years ago.
When it became apparent that the USCG s definition of ‘non-viable’ would become the universal standard for testing systems, Cathelco said it redesigned their equipment and embarked on another round of land-based and shipboard testing which was successfully completed last autumn.
This is said to be the first USCG certificate to show UV transmission (as opposed to UV intensity) as a real measurement of water quality. UV transmission data for ports around the world is readily available.
The news follows the IMO Type Approval which was received in May 2019. This was to the revised G8 standard and the recently introduced Ballast Water Management Code which has much more robust definitions of the design limitations of the equipment.
The Evac Evolution BWMS incorporates a feedback loop based on the measurement of UV transmission which determines precise dosage. It automatically adjusts to different seawater qualities in harbors and estuaries ensuring the optimum UV dosage is applied at all times, but saving on power whenever possible.
"We set the objective of achieving effectiveness down to 55% UVT in all salinities and we have adopted linear scaling which means that it will work on all types of vessels," Robert Field, Cathelco s Technical Director, explained.

Berge Bulk Adds New Energy-Efficient Bulker to Its Fleet
Singapore s bulker owner Berge Bulk has tanker delivery of its newest 300,000 dwt bulk carrier in China.
On June 25, the company said that the new vessel, named Berge Mafadi, was delivered from the GSI Shipyard in Guangzhou.

China Unveils World s 1st Smart Oil Tanker
China has launched the world s first intelligent very large crude carrier (VLCC) at the country s shipbuilding major, Dalian Shipbuilding Industry (DSIC).
The 308,000 dwt vessel was named and delivered to its owner, China Merchants Energy Shipping (CMES), in a ceremony at the shipyard on June 22.

Panamas first copper export transits canal
The "Missy Enterprise" transited the Panama Canal on Friday, June 21 carrying the first 31,200 tons of copper concentrate exported from the country. to the world.
