Close To 3,000 Seafaring Cadets Upskilled The "SINGAPORE Way"
In its 36th run, The CadetsPlus programme has benefitted close to 3,000 cadets across 15 cities in 7 countries at present.
A historical training collaboration between the Singapore Maritime Officers Union (SMOU), the Thai Seafarers Association (TSFA) and various shipping companies in Thailand, upskilled close to 90 Thai cadets who are ready to be deployed onboard Singapore's shipping fleet having completed a 2-week CadetsPlus pre-sea preparatory programme developed by Singapore's Wavelink Maritime Institute (WMI).
In conjunction with SMOU's first Bangkok Nite for its Thai union members, the cadets received their certificates at the graduation ceremony on 2 June 2018 at Bangkok, in the presence of their shipping employers and family members. Shipping employers from Singapore were also present at the event to explore crewing options from Thailand as possible solutions to the shortage of maritime officers in the world.
The first training partnership between WMI and Thailand's Merchant Marine Training Centre project, is funded by the Singapore Maritime Training Fund (SMTF), which is established in collaboration with SMOU, maritime authorities, shipping employers and other co-operating partners for developing quality and qualified seafarers to man Singapore flag ships. This idea was first mooted when SMOU and TSFA, both affiliates of the International Transport Workers Federation (ITF), inked a Bilateral Arrangement last year and discussed the possibility of preparing Thai seafaring cadets to work on Singapore flag vessels. Conducted by Singapore trainers from WMI, the 2-week training assimilated the cadets to the workings onboard Singapore registered ships and encompasses modules such as Report Writing, Shipboard Organisation and Teamwork, Shipboard Safety and Maritime English.
"SMOU's mission has always been to champion seafarers interests and to value-add the maritime community and beyond. We firmly believe that seafaring is a good career which provides good wages and ultimately a better life. We work with unions and shipping companies to help seafarers around the world, to remain competent for their voyage, and today's graduation is the result of a bilateral collaboration between SMOU and TSFA, where we have a common goal to provide the young Thai people an opportunity to work on Singapore flag ships with better wages. With a track record of 36 CadetsPlus training programmes conducted across 7 countries, SMOU and WMI have trained close to 3,000 cadets in the region. CadetsPlus Training Programme
The CadetsPlus Programme started in 2007 in Qing Dao and has since broadened its training region in Asia. In line with SMTF's objective to promote collective training, education and upgrading of seafarers, the programme has since gained traction with close to 3,000 cadets being trained so far across 15 cities in 7 countries: Xiamen, Guangzhou, Wuhan, Tianjin, Nanjing, Qingdao, Chongqin, Cebu, Manila, Baliwag, Yangon, Jakarta, Surabaya, Taipei and Bangkok.
The 10-day pre-boarding programme aims to improve the capabilities of maritime officers and engineers before cadets embark on their first journey. This programme covers various modules such as Maritime English, Legislative Requirements, Shipboard Organisation & Teamwork and Learning & Personal Development which can also be customised to suit the training needs of cadets in various countries.

BIMCO Urges IMO To Harmonise Digital Data Reporting
In 2019 the new mandatory requirements on Electronic Data Interchange require public authorities to establish systems for the electronic exchange of information to assist ship clearance processes.
BIMCO will attend the 42nd session of the IMO's Committee on Facilitation Committee (FAL 42), which will be held in London from 5 to 8 June 2018. IMO's Facilitation Committee works to make port calls, handling of cargos and passengers more efficient to facilitate trade and the world economy. It is the parent committee of the FAL Convention, which contains formalities, documentary requirements and procedures applied on port arrival, stay and departure.
It also addresses security-related incidents (for example stowaways, illegal migrants on board the ship or drug trafficking).
Important items on the agenda
Facilitation of automated ship reporting
Work on standardising and harmonising electronic ship reporting and automated collection of onboard data for reporting is part of the FAL agenda. The maritime single window concept is a central element in this process. Several projects have been contributing to pave the way for automation. One of them is the EfficienSea 2 project and BIMCO has submitted a paper entitled: Revision of the IMO Compendium on Facilitation and Electronic Business. The co-sponsors are: Liberia, the Marshall Islands, Turkey and BIMCO.
The proposal requests the IMO to add harmonisation of data ID to the ongoing work of paving the way for digitalisation of maritime services. Currently, there are several international standards that - unfortunately - use different IDs for the same data element. This makes it difficult, if not impossible, to develop an international standardised end-user machine-to-machine solution. The data element IDs are key to ensuring proper and practical implementation of machine-to-machine solutions.
The document also proposes the establishment of a maritime register (database) for the data element IDs. The register should be harmonised and standardised to ensure interoperability between services thereby facilitating the direct exchange of information.
Maritime Single Window
In order to comply with the new mandatory requirements on electronic data interchange, public authorities have until spring 2019 to establish systems for the electronic exchange of information to assist ship clearance processes. Last year, the decision was taken to develop a prototype based on the maritime single window systems that had already been implemented in several member states. BIMCO will hold a lunch time presentation to outline our suggested way forward based on the outcome of the EfficienSea 2 project.
Maritime corruption impact on global trade, port governance and seafarers
The Maritime Anti-Corruption Network (MACN) is a global business network established in 2011 as an industry-led initiative, working collaboratively towards the vision of a maritime industry free of corruption that enables fair trade to the benefit of society at large. MACN with the support of BIMCO raises concerns on how maritime corruption has a negative effect: how it impedes social and economic development and how it may contribute to other risks such as security in ports, on board ships and on the well-being, health and safety of seafarers.
Amendment of the Explanatory Manual (FAL.3/Circ.202) to the FAL Convention
The amendment work has been done by correspondence and several departments in BIMCO have contributed to the work. The explanatory manual helps to interpret the legal text of the FAL Convention, that can be complex and at times difficult to understand. The old version is seven years old and is being updated to cover developments especially on electronic certificates, which will become the mandatory as from April 2019.

Master of bulk carrier fell into water, missing, Chittagong
57-year old Master of Cypriot bulk carrier EVNIA is missing since night Jun 4 after he fell from pilot ladder, while checking the draft, said The Daily Star newspaper, Bangladesh. The ship is berthed at Jetty 7, Chittagong Port, she arrived from China. Capesize bulk carrier coal fire, Italy
Coal in cargo hold of a capsize bulk carrier NBA VAN GOGH, docked at industrial zone of Torres Port, Sardinia, Italy, spontaneously ignited in the afternoon Jun 4. Bulk carrier is offloading coal since May 30, there are reportedly some 66,000 tons left in the holds. Fire said to be put under control, firefighters were to monitor temperature in holds throughout the night.

Fincantieri Delivers MSC Seaview to MSC Cruises
Italian shipbuilder Fincantieri delivered the largest cruise ship built in Italy, MSC Seaview, to MSC Cruises on June 4 in Monfalcone. Featuring over 153,000 gross tons and a length of 323 meters, MSC Seaview is the largest and most technologically advanced ship ever to be designed and built in Italy, according to the shipbuilder. With its sister ship MSC Seaside, delivered last November, this is the second ship to be built by Fincantieri for MSC Cruises in 6 months.

French shipping company CMA CGM has teamed up with San Francisco-based startup Shone to embed artificial intelligence on board ships. Through the collaboration, launched at the beginning of the year, Shone is to access the company s vessels to finalize the development of AI aboard.

Bulk carrier SHENG MING sank because ZA salvage cost was too high
According to Chinese source, water ingress wasn t the main cause of SHENG MING sinking, water ingress said to be controllable. The reason she was towed further from Cape Town into ocean and sunk, is too big deposit demanded by South Africa authorities, and unreasonably high towage and repairs costs, salvage wasn t worth it, or so I was told.

Somebody attacked WFP ship and somehow started fire in engine room, Yemen
Offshore supply ship VOS THEIA was reported by Reuters as attacked at 1430 UTC Jun 3 by armed people from a boat some 33 nm off Hodeidah, Yemen, while waiting at anchorage for permission to leave from a Saudi-led military coalition. Unidentified forces attacked a U.N. aid vessel and started a fire in the engine room, port authorities said on Jun 4. Hodeidah is held by the Iranian-aligned armed Houthi movement which has taken large parts of the country in a three-year-old war.

Port Kembla Will Be the Site for Future LNG Import Terminal
Australian Port Kembla has been selected by consortium Australian Industrial Energy (AIE) as the site for NSW s first liquefied natural gas (LNG) import terminal. A memorandum of understanding (MOU) was signed with NSW Ports enabling AIE to enter into the engineering and design phase of the project.
"Today we are pleased to announce the signing of an exclusive MOU with AIE to take the development of NSW s first ever LNG import terminal forward. For Port Kembla this presents an opportunity for diversification and growth in port activities and the potential for new value-add services," Marika Calfas, NSW Ports CEO, commented.

Containership Loses over 80 Boxes in Storm off Sydney
The Liberian-flagged YM Efficiency has lost over 80 containers after sailing through high winds and heavy seas en route from Taiwan to Sydney. 83 containers were lost, while another 30 were severely damaged in the incident which occurred some 30 kilometres off the coast of New South Wales on June 1.
NSW Government has warned the shipping community to stay alert as debris and possibly containers "are now creating navigation hazards around Newcastle and Port Stephens areas."

LR: Zero Emission Ships Main Challenge Lies in Fuel Storage

All Stars Aligning for Dry Bulk Market s Recovery
Fundamentals for the recovery of the dry bulk market are there, John Dragnis, CEO of Athens-based shipowner Goldenport Holdings Inc, said while speaking at today s panel on the drybulk shipping, held within Capital Link s 6th Analyst and Investor Day. Wartsila Signs Scrubber Contract with Wilhelmsen
The technology group Wartsila and Norwegian Wilhelmsen Ship Management, a Wilhelmsen group company, have signed a five-year agreement covering the maintenance of exhaust gas cleaning systems installed in three vessels managed by Wilhelmsen Ship Management. The agreement ensures that the vessels are fully MARPOL compliant and can fulfill the IMO s new, stricter sulfur limits, coming into force on January 1, 2020.
All three vessels have a 25 MW Wartsila Hybrid Scrubber System, which has the flexibility to operate in both open and closed loop, using seawater to remove SOx from the exhaust gas. In closed loop mode additional reagent is used in combination with sea water.

Kalmar to help The Bristol Port Company improve reliability and productivity with comprehensive STS crane upgrade
Kalmar, part of Cargotec, has signed a contract with The Bristol Port Company to undertake a comprehensive upgrade of one of the terminal s ship-to-shore (STS) cranes. The order was booked in Cargotec s 2018 second quarter order intake and the upgrade project is scheduled to be completed during Q1 2019.
The Port of Bristol is located at the mouth of the River Avon in south-west England and can handle vessels of up to 130,000 dwt. More than 9,000 people are employed within the dock estate that covers an area of over 10 square kilometers and boasts on-site storage and warehouse facilities as well as excellent connectivity by sea, road and rail.

Kenya launches pilot oil export scheme via Mombasa
Kenya has launched a pilot scheme to export crude oil via Mombasa as part of efforts to capitalise on the country s oil reserves. The East African country discovered commercial oil reserves in its Lokichar basin in 2012 and a 800-km (500-mile) pipeline is due to be built before production starts up in 2021/22.
The national government and the regional administration of the northwestern Turkana region agreed last month on revenue sharing that will come into force when production reaches full capacity by 2022.

Singapore port authority awards grant to build LNG bunker ships
Singapore s port authority will provide S$6 million ($4.5 million) to help build two liquefied natural gas (LNG) bunker vessels, in a bid to promote ship-to-ship LNG bunkering in the city-state.
FueLNG, a joint venture between Keppel and Shell Eastern Petroleum, and Pavilion Gas will each receive a S$3 million co-funding grant for the vessels due for delivery in 2020, the Maritime and Port Authority of Singapore (MPA) said on Monday.
