Up to USD 613 Mn to Be Injected in Portugal s Port of Sines
Portugal has revealed a major investment in the expansion of the country’s Port of Sines as part of the agreement to extend its concession for another 20 years.
Up to EUR 547 million (USD 613.5 million) would be injected in the port, located in the southwest of Portugal, during the extended concession agreement with PSA Singapore, that was signed for the period from 2029 to 2049.
The deal, reached on July 17, includes the completion of the third phase of expansion of Terminal XXI.
The planned investment would be undertaken over the term of the concession agreement, which includes not only the expansion of the mooring berth and its associated handling equipment, but also the maintenance, replacement and renovation of equipment already installed in the previous phases.
With these investments, Terminal XXI will offer a dock front of 1,950 meters in order to allow the simultaneous mooring of four latest generation containerships.
The port s storage area would also be increased from the current 42 hectares to 60 hectares, upgrading installed capacity from the current 2.3 million to 4.1 million TEU, the port explained. The project would see the addition of nine super post-Panamax cranes at the facilities.

Hapag-Lloyd Cruises Europa to Get New BWTS in Hamburg
Europa, a cruise ship owned by Germany s Hapag-Lloyd Cruises, will be retrofitted with a new ballast water treatment system (BWTS) in Hamburg, French UV-based treatment specialist BIO-UV Group said.
BIO-UV has secured a contract with Columbia Cruise Services to equip the 1999-built cruise vessel with BWTS.
Installation and commissioning will take place during the vessel s scheduled drydocking at the Blohm+Voss yard this September.
With the 198.6-meter-long Europa set to call at San Francisco next year, the existing system needs to be replaced with a system compliant with US Coast Guard requirements.
"We are delighted that Hapag-Lloyd Cruises, through Columbia, has opted to retrofit BIO-SEA to this vessel, our first reference with this cruise line," Ludovic Rouzel, BWT Contracts Manager, BIO-UV Group, said.
Specifically, a modular BIO-SEA B01-0085 system with an 85m3/h flow rate will replace a first-generation UV-type ballast water system currently installed on the 28,890 GT vessel.
"Operators of cruiseships fitted with first-generation BWTS technology and which are revising their cruise itineraries to include US ports of call will need to upgrade (when possible) or replace these systems with USCG-approved units before they can enter US waters. We are discussing similar retrofit projects with a number of cruise lines."
In March, BIO-UV Group successfully completed the retrofitting of a modular 450m3/h capacity BIO-SEA unit aboard the CMI-operated 22,400 GT cruise ship Deutschland, which sails as World Odyssey from September until April each year.
"According to analysts, the number of cruiseships is set to increase from the 314 vessels currently in service to more than 550 vessels by 2027," Xavier Deval, BIO-SEA Business Director, explained.
"We also anticipate strong growth in the retrofit market as operators begin to replace non-compliant first-generation systems with those that are approved to meet USCG and IMO D8 standards."
Earlier this year, the French water treatment specialist inked contracts for skid-mounted BIO-SEA 300 m3/h capacity units for installation to four Meraviglia-class and four World-class vessels building for MSC Cruises.
BIO-UV Group will also supply BIO-SEA 300 m3/h capacity units for installation to Celebrity Cruises four Edge-class cruiseships, the first of which, Celebrity Edge, is now in service.
Chantiers de l Atlantique takes delivery of the BIO-SEA unit for the fourth vessel in the series early next year.

Pangaea Expanding Fleet with Secondhand Supramax
US-based shipping company Pangaea Logistics Solutions is to expand its fleet to 22 vessels with a Supramax bulker.
The company purchased the 2011-built vessel at a price of USD 14.1 million.
The unit would be added to Pangaea s operating fleet in September 2019.
The 58,000 dwt dry bulk unit "fits well into our core fleet and trading activities, and will give us another tool to serve our client s demanding cargo needs," Ed Coll, Pangaea’s Chief Executive Officer, said.
"This ship, to be named Bulk Friendship, is another step in our effort to renew our owned fleet with high quality and efficient tonnage as we approach the new low sulphur fuel requirements in 2020."

EU-Led Task Force Taking Shape to Protect Ships in Hormuz
A European-led maritime protection mission is being established in the Strait of Hormuz, the UK government said.
As explained, the aim of the mission is to support safe passage of both crew and cargo in the region.
The UK said it "will seek to establish this mission as quickly as possible." By July 29, the UK destroyer HMS Duncan will arrive in the Gulf region to take over from HMS Montrose.
"The new force will be focused on free navigation, bearing in mind that one fifth of the world s oil, a quarter of its liquefied natural gas - and trade worth half a trillion dollars - passes through the Strait of Hormuz every year," Foreign Secretary Jeremy Hunt said in a statement to the UK Parliament.
"It will not be part of the US maximum pressure policy on Iran because we remain committed to preserving the Iran nuclear agreement."
The move comes following the seizure of Stena Impero, a British-flagged, Swedish-owned tanker by Iran on July 19. Iran claimed the vessel with 23 crew members on board was captured for breaching international maritime law. Stena Impero reportedly turned off its tracker, ignored warnings by the Islamic Revolution Guards Corps (IRGC) and failed to respond to a distress call sent by an Iranian fishing boat. The IRGC then boarded the tanker, instructing it to sail to the Port of Bandar Abbas.
However, the UK said the tanker was passing through the Strait of Hormuz in the Westbound Traffic Lane "in full compliance with international law and the rules of navigation".
Earlier this month, the UK and Gibraltar forces detained the Iranian tanker Grace 1 which was allegedly supplying oil to Syria, a country subject to EU sanctions.
"There is simply no comparison between Iran s illegal seizure of a vessel inside a recognised shipping lane - where the Stena Impero had every right to be - and the enforcement of EU sanctions against a tanker that had freely navigated into the waters of a British Overseas Territory," Hunt added.
The UK Foreign Office recently urged British-flagged vessels to avoid all passage in Iranian waters and in the entire Strait of Hormuz. The UK also raised ISPS Code Security Level for the country s ships transiting the strait to level 3.
All British-flagged ships will be asked to give the UK notice of any intention to pass through the Strait of Hormuz to enable the naval forces to protect them. What is more, the UK is strengthening measures to protect vessels flying the flags of other countries but which have British crew onboard.
As informed, there are 1,300 ships on the UK Ship Register. On an average day, two or three ships belonging to the Red Ensign Group pass through the Strait of Hormuz.

MUA: Major Safety Incident Knocks Out Crane at Port Botany
A major safety incident has occurred at DP World’s Port Botany container terminal in Australia when wire ropes on a crane used to load and unload shipping containers slipped.
Luckily, no one was injured in the incident, the Maritime Union of Australia (MUA) said.
Initial investigations indicate that a contractor from Melbourne hired to replace wire ropes on the crane failed to follow appropriate procedures, resulting in clamps being installed upside down, a torque wrench not being applied, and endurance testing not being undertaken, according to MUA.
The crane remains out of action following the incident, almost two weeks since the outsourced maintenance commenced.
Local stevedores are taking part in industrial action and strikes at Fremantle Terminal, Port Botany Terminal, Brisbane Terminal and Melbourne Terminal in an effort to protect their jobs from outsourcing and automation.
The union said that DP World management insisted it needed to outsource the wire rope replacement due to the industrial action, despite members of MUA nominating a maintenance crew that would not take part in planned strike action and instead undertake the work.
MUA Sydney Branch Secretary Paul McAleer explained the slipping of wire ropes on the crane could easily have resulted in a catastrophic accident.
"These massive cranes carry huge loads, so any failure can have catastrophic consequences. Thankfully, no one was injured when these new ropes slipped, but the fact remains that the company s insistence on outsourcing this work to a contractor that had never previously worked on these cranes resulted in a highly dangerous and very costly failure," McAleer noted.
"DP World are trying to claim this work was only outsourced because of ongoing industrial action, but the fact is that union members made a commitment before the Fair Work Commission, 48 hours before strike action was due to begin, that a maintenance crew was available to carry out the wire rope replacement."
"DP World management rejected this offer, insisting on flying contractors from Melbourne who had never worked on these cranes before to carry out the work. While another recent rope change took local workers less than 12 hours, DP World have now been operating without a crane for nearly two weeks because of their insistence to outsource this work," McAleer added.
MUA Assistant National Secretary Warren Smith said the incident highlighted the concerns of workers who have been campaigning against outsourcing and automation of jobs at the Dubai-based stevedore s container terminals in Sydney, Melbourne, Brisbane and Fremantle.
"One of the major issues behind recent industrial action at DP World s terminals has been a desire by workers to have greater protection against their work being outsourced to the cheapest bidder," Smith pointed out.
"This incident, which put the health and safety of workers at risk, highlights exactly why workers fear moves by DP World to contract out work, which will result in corners being cut as the drive to save a dollar is put ahead of safety and all other considerations."

ICTSI Taking Over Container Terminal in Rio de Janeiro
Philippines-based International Container Terminal Services has bought concession rights to operate, manage and develop the Terminal de Conteineres 1 in the Port of Rio de Janeiro.
ICTSI Americas is taking over the terminal after reaching a deal with Boreal Empreendimentos e Participaçoes S.A. to acquire one hundred per cent of the shares of Libra Terminal Rio S.A. (Libra Rio).

Sabah to gain from Makassar Straits shipping
Sabah is in a prime position to gain from international shipping using Makassar Straits, especially the POIC Port at Lahad Datu, according to Minister of International Trade and Industry, Datuk Darell Leiking.
