Shipping Confidence on Slide
Overall confidence levels in the shipping industry fell during the three months to May 2015 to a level equal to the lowest rating recorded in the past seven years, according to Moore Stephen’s latest Shipping Confidence Survey. Respondents complained predominantly about low freight rates and overtonnaging, while some expressed continuing doubts about private equity funding. In May 2015, the average confidence level expressed by respondents in the markets in which they operate was 5.3 on a scale of 1 (low) to 10 (high), down from 5.5 in February 2015. This equals the lowest figure recorded in the life of the survey, previously reached in August 2011 and August 2012.

Maritime Clusters the Way to Go for EU
By forging connections between science, education and business, maritime clusters can help maintain a strong and sustainable maritime sector in Europe which is essential for Europe to have a strong economy.

This was the key message that Commissioner Karmenu Vella, responsible for Environment, Maritime Affairs and Fisheries, shared at a meeting of the European Network of Maritime Clusters (ENMC) on Thursday, 2nd July.

The ENMC represents most of Europe’s maritime industries via 17 national clusters.
“Thanks to the clusters that are now all over Europe, businesses are able to network on innovation, create economies of scale, and cooperate with each other nationally and internationally. The sum of your experience can help us move forward and feed into our decision making, helping us shape better policies. This is why I would be interested to hear your views today,” Vella said.

Rosneft Deepens Export Ties with Egypt
Russian oil and gas major Rosneft has signed two term sheets with Egyptian energy importers for future supplies of liquefied natural gas (LNG), liquefied petroleum gas (LPG) and oil products.

Egyptian Natural Gas Holding Company (EGAS) has agreed to import LNG from Rosneft, and the term sheet signed yesterday defines key terms of the future cooperation between the companies in the area of LNG supplies.

Rosneft says that the implementation of the terms of the signed document will allow the company to access the high growth potential of the Egyptian gas market.

The second term sheet was signed by Rosneft and Egyptian General Petroleum Corporation (EGPC) for prospective supplies of oil products and LPG.

The document, signed in continuation of agreements reached at the St. Petersburg International Economic Forum, defines key terms of cooperation between the companies in the area of oil products and LPG direct supplies.

Rosneft and EGPC expect binding agreements based on the agreed term sheet to be signed within the third quarter of 2015.

Rosneft has been an accredited supplier of EGPC since the beginning of 2015. So far, Rosneft has won the right to supply 425,000 mt of oil products totaling approximately USD 150 million throughout April, May and June 2015.

IMO: Shipping Regulation Must Be Sharper
Unnecessary administrative difficulties must be weeded out before an international shipping regulation is adopted, according to the Council of the International Maritime Organization (IMO).

To that end, the Council reached an agreement at its meeting last week on a draft resolution establishing that international shipping regulation must be sharper imposing fewer administrative burdens for the benefit of seafarers, shipowners and administrations alike.

The resolution lists five principles of better regulation: necessity, consistency, proportionality, flexibility and clarity.

Bearing these principles in mind, all 171 IMO Member States are reminded of the obligation to carefully consider the situation before grabbing pen and paper and drawing up new regulations. Regulations should be goal-based and less prescriptive, according to the IMO.

“Denmark has actively kept the reduction of administrative burdens on the IMO agenda. In the Danish view, it is therefore positive that the IMO establishes the importance of better regulation through a resolution,” Danish Maritime Authority said in a comment.

Shell s Arctic Icebreaker Damaged, Returns to Port
Royal Dutch Shell’s Arctic drilling plans have hit another hurdle as the company’s icebreaker Fennica had to return to dock in Dutch Harbor last week after a hole was discovered in the vessel’s hull.

The vessel was supposed to head for the Arctic on Friday, loaded with a capping stack that would be used to seal a well in case of a blowout, the Associated Press reports, citing the company’s spokesman Curtis Smith.

However, the leak was detected in MSV Fennica’s ballast tank shortly after the vessel departed from the Dutch Harbor, Alaska forcing the crew to go back.

An inspection determined that the breach in the hull was 39 inches long and 2 inches wide rendering the ship unfit to resume the journey. It was not disclosed whether the ship would have to be drydocked to complete the repairs.

As a result, the oil major is considering to use another vessel to embark on the voyage and transport the said equipment to Shell’s drilling site in the Chukchi Sea.

The company is waiting for a drilling permit to be able to start its operations in the Arctic as Bureau of Safety and Environmental Enforcement is still revising Shell’s applications for two wells.

Initial estimates indicate that Shell could begin drilling for oil in the Arctic off Alaska as early as the third week in July.

Shell’s two drilling rigs Noble Discoverer and Polar Pioneer have already departed for the Arctic but not without having been faced with fierce disapproval from environmental groups.

Duqm port s berth contract to be awarded this year
A recently floated tender for the completion of a commercial berth in the Port of Duqm will be awarded by the end of the year, giving a major boost to the port’s capacity, said a senior official at the Port of Duqm Company (PDC).

“We want to award (the tender) in the second half of 2015, with the start of operation and construction generally in 2016,” ReggyVermeulen, chief executive officer of Port of Duqm Company, told ‘Times of Oman’ in an interview.

It will take around two years for the commercial package to be finished including the container, the multi-cargo terminal and the mineral terminal, the official said.

Capacity boost

The port is currently in the early stages of operation, Vermeulen said, adding, “Our maximum capacity today would be handling of 250,000 containers a year. That is today, but when fully finished after the realisation of the tender, it will be 3.5 million.”

The chief executive officer of PDC, which is a joint venture between the government of Oman and Consortium Antwerp Port (CAP) in Belgium, said that the intermodal connectivity in the Port of Antwerp can serve as a good model for the Port of Duqm. The Port of Antwerp is one of the largest ports in Europe.

Grup TCB modernises its Turkish terminal with eight new leading-edge machines
TCEEGE, the Grup TCB container terminal located in Nemrut Bay in Izmir, Turkey, has incorporated new equipment with the latest technology in its facilities. The equipment consists of a reach stacker, an empty container handler and six platforms and these seek to optimise loading and unloading operations for all ships operating in the terminal.
The acquisition is part of the strategic plan of Grup TCB and the terminals it manages.

Promoting and developing technological innovation are a priority for the company, with the aim of remaining at the forefront of logistics operations internationally and thus being able to offer its customers an efficient, flexible and quality service, so it will continue to commit itself to this modernisation strategy.

With the new reach stacker, TCEEGE is improving its operational capacity to increase the stowage of containers up to five high and three horizontal rows. The technical equipment allows it to optimise fuel consumption and meet the stringent emissions standards in force in Turkey.

The empty container handler can stow containers of 20 and 40 feet up to seven high, which improves the storage capacity and management of such containers.

Finally, the platforms acquired will provide greater fluidity to the internal flow of the terminal and increase the productivity provided to ships.

Danish ports approve HullWiper eco-friendly underwater hull cleaning system
Authorities at the Danish ports of Copenhagen, Kalundborg and Fredricia have granted permission for GAC EnvironHull’s pioneering, diver-free, underwater HullWiper solution to be used within their ports and outside of holding areas.These approvals represent the latest expansion of the service into the Scandinavian region, following the approval of the Remotely Operated Vehicle (ROV) to clean hulls at Gothenburg, Sweden in 2014.

“The granting of permission to use HullWiper in these three Danish ports represents the latest in our growing list of approvals around the world,” says Simon Doran, Managing Director of GAC EnvironHull.

“At a time when Scandinavian governments are focused on building upon their strong and stringent environmental credentials, these approvals are testament to the faith that the authorities place on this pioneering technology to help further this.”

Denmark ranked 13th and Sweden 9th out of the 178 countries surveyed in the bi-annual Environmental Performance Index 2014. The Index is compiled jointly by the Yale Centre for Environmental Law & Policy and the Centre for International Earth Science Information Network at Columbia University, in collaboration with the World Economic Forum.

MHI bags IOC contract for two LNG storage tanks at Ennore
Indian Oil Corp (IOC), the nation’s largest fuel retailer, has awarded a contract to build two football stadium-sized liquefied natural gas (LNG) storage tanks at its upcoming Ennore LNG import terminal in Tamil Nadu to Mitsubishi Heavy Industries Pvt Ltd (MHI) of Japan.

“The LNG tanks will be the main facility at the first LNG receiving terminal to be constructed on India’s east coast,” MHI said in a statement. This is also the first LNG storage tank order that MHI has received from India. “Construction of the tanks is slated to begin in July of this year; completion is scheduled for the spring of 2018,” MHI said.

The high-capacity LNG storage tanks will have a capacity to hold 180,000 cubic meters of gas each and will be installed at a LNG terminal that IOC will build near Ennore port, about 25 kilometers north of Chennai on the Bay of Bengal. LNG imported to the terminal will be supplied as feedstock to fertiliser plants, and to utility company power generation plants for use as an alternative fuel.

Plans also call for the use of LNG as city gas in urban areas in the future. “The terminal will initially have the capacity to handle five million metric tonnes per annum (MMTPA), expanding to 15 MMTPA in the future,” the statement said. IOC plans to build a terminal to import gas turned into liquid at minus 160 degrees Celcius (LNG) in ships at Ennore at a cost of Rs.5,150 crore by 2019.

Tamil Nadu government enterprise, Tamil Nadu Industrial Development Corporation Limited (TIDCO) has 5% stake, while IOC has 45% holding in the project. The balance 50% will be for a strategic partner like LNG supplier. Till such a strategic partner is roped in, ICICI Bank Ltd and IDFC Ltd have agreed to hold 50% interest.
