New Zealand Government to Fund Seafarers Centers in its Ports. |
Following an advocacy campaign by Human Rights at Sea, the government of New Zealand Prime Minister Jacinda Ardern says that it will pursue legislation to fund seafarers' centers in the nation's ports. The change will allow government port fees to be used to care for seafarers.
"Under the Maritime Labour Convention, New Zealand has an obligation to provide for crews who come ashore in New Zealand but this is currently funded largely through charitable sources," the Labour-led government said in its end-of-year manifesto.

U.S. Coast Guard Intercepts Four Smugglers and $7M in Cocaine. |
On Thursday, the U.S. Coast Guard Cutter Venturous transferred four suspected smugglers and 246 kilos of seized cocaine to federal law enforcement at the Port of San Juan after an interdiction in the Caribbean Sea. The estimated wholesale value of the seized drug shipment was nearly $7 million.

Philippines: Cebu Port activates One-Stop Shop for Crew Change. |
The Cebu Port Authority (CPA) announced that Cebus One-Stop Shop (OSS) for Crew Change has been activated and will start receiving requests from domestic and foreign vessels on Oct. 16, 2020.
This after the conduct of a simulation activity of the crew change protocols for the port of Cebu on Oct. 15, 2020 led by the Department of Transportation (DOTr) Undersecretary Raul Del Rosario and Assistant Secretary Narciso Vingson Jr.

Philippine Red Cross gives seafarers top priority on RT-PCR test. |
The Philippine Red Cross is giving top priority to seafarers belonging to the ALMA Maritime Group in administering reverse transcription-polymerase chain reaction (RT-PCR) test to ensure their glitch-free deployment.
This special treatment for seafarers of ALMA was made possible after the newly-organized manning group, composed of 50 licensed manning agencies handling 110,000 ocean going seafarers, had forged a partnership with the Red Cross to guarantee smoother and faster RT-PCR testing, the widely accepted COVID-19 test for seafarers.

Argentine oilseed workers start open-ended wage strike at some ports. |
Argentina Federation of Oilseeds Workers started an open-ended wage strike at 2 p.m. (1700 GMT) on Tuesday, the labor group said, with no sign yet of government intervention that would force members back to work while new contract talks are held.
The labor ministry often orders obligatory negotiations, during which strikes in vital national industries are suspended.

8,600-TEU container ship kept off Singapore for more than a week, to fight fire. |
Container ship DS LOTUS suffered fire on board, understood in containers, which started probably, as early as on Oct 6, when the ship was approaching Singapore en route from China. The ship turned back and was cruising back and forth outside Singapore Strait and Singapore Port boundaries, until Oct 11. On Oct 11 she moved to Singapore Raffles Anchorage and was anchored there, while fire fighting was still continuing.

Research ship sinking in South Atlantic 62 crew abandoned the ship. |
Research ship GEO SEARCHER reported sinking, 62 crew abandoned the ship at around 1030 UTC Oct 15, about a mile off northern coast of Gogh Island, volcanic island in the South Atlantic Ocean, dependency of Tristan da Cunha. Judging from ship's track, GEO SEARCHER was engaged in some research in island waters. Hopefully, all 62 crew and personnel managed to reach the shores.

Crew change crisis: Nothing is happening, conference told. |
DELEGATES to the Connecticut Maritime Association Conference have learnt that the coronavirus pandemic has opened up some positive developments for the maritime industry including an accelerated use of technology.
But those technological developments have been far overshadowed by the very serious and continuing problems the pandemic has created for seafarers, according to a panel of industry leaders.
