Filipino seafarers start availing of Cebu ports crew change services
Twenty Filipino seafarers of MV Equinox Orenda were among the first batch of seafarers to avail of the services of Cebus crew change hub on Monday, October 19, after its official activation on October 16.
The Cebu crew change hub is also set to facilitate the arrival of 15 seafarers and embarkation of 21 seafarers on Tuesday, October 20, for MV Federal Iris and MV Mackenzie, Cebu Port Authority General Manager Leonilo Miole said.

DP World, UAE creates opportunities in maritime transport sector.
Shahab Al Jassmi, commercial director of ports and terminals, DP World, UAE Region, spoke about the roadblocks in business due to the global crisis and also revealed key strategies DP World, UAE Region employs to overcome these challenges in a virtual CEO Forum on Challenges and Future Opportunities for Ports and Shipping in the Gulf Cooperation Council.
Since the onset of COVID-19, DP World, UAE Region focuses on facilitating an uninterrupted flow of medical supplies and essential goods.

India: DG Shipping Appointed As National Authority For Ships Recycling.
The Directorate General of Shipping has been notified as to the National Authority for Recycling of Ships under Section 3 of the Recycling of Ships Act, 2019.
An official statement said that as the apex body, DG Shipping will administer, supervise, and monitor all activities relating to ship recycling. DG Shipping will look after the sustainable development of the ship recycling industry, monitor-compliance with environment norms, safety, and health for the stakeholders in the industry. DG Shipping will be the final authority for the various approvals required by the recycling yard owners and State governments, it said.

ETF submits a case of social security of Belgian seafarers to ELA.
On 16 October, the European Labour Authority (ELA) celebrated a one-year anniversary of its establishment. To mark the occasion, the European trade union movement called on the ELA to urgently become fully operational in order to win the trust workers and citizens placed in it. The trade unions equally called for a follow-up on existing abuse cases and submitted additional ones. ETF contributed a case concerning the responsibility of flag states Cyprus and Madeira for social security of seafarers.

Seafarers forced to spend up to 18 months on ships, ITF says.
Australia's ports are being kept open by "slavery", a transport workers' union says, with seafarers forced to spend up to 18 months at sea after being "cajoled, sometimes bribed, very often threatened".
The International Transport Workers' Federation's (ITF) Australian branch said seafarers were kept working on ships for as long as 18 months, unable to set foot on land because of Australia's COVID-19 quarantine restrictions.

Crew on ship off Napier coast doing fine.
The Ken Rei remains off Napier's coast with 21 close contacts of a man who tested positive for the virus on Saturday.
An agent for the ship is in regular contact with the crew and said everyone on board is fine.
He said there were plenty of supplies and food on the vessel and the crew, from the Philippines, was used to spending days anchored due to weather and quarantine.

One Crewmember Kidnapped in Attack on LNG Carrier in Gulf of Guinea.
The LNG carrier Methane Princess was attacked by pirates off Malabo, Equatorial Guinea on Saturday, and one member of her crew was kidnapped.
According to Swiss financial news outlet AWP, the attack occurred at a position about 10 nautical miles off Malabo at about 0430 hours Saturday morning. Security consultancy Dryad Global reports that the Methane Princess had just finished loading and was at anchor at the time of the attack, and two Filipino crewmembers who "were on the jetty" were taken hostage.

Spanish freezer trawler on fire in South Atlantic.
Tug was sent from Lobito to rescue 30 crew of FIGARO, who meanwhile, abandoned trawler and went into life rafts. All were safely picked up and transferred to Lobito. Abandoned trawler is still smoldering, to be disposed of by owner later. AIS seems to be off.
0900 Oct 19: Freezer trawler FIGARO on Oct 19 is reported on fire in South Atlantic some 12 nm off Angola coast, 23 north of Lobito Port, Angola.

Tanker damaged in contact, fuel spill, Taiwan.
Operating in Taichung port, Taiwan, bunker tanker TAIAN NO.2 at around midday Oct 19 was pushed by a wind gust onto piers corner and suffered hull breach, understood in starboard cargo tanks area. Some of fuel in damaged tank leaked into harbor, cleansing operation was launched, with tanker fenced off by booms.
