India: Maritime Cluster at Goa will give boost to industrialisation : Nitin Gadkari.
Union Minister Nitin Gadkari on Sunday laid the foundation stone of Maritime Cluster at Verna Industrial Estate, Salcete Goa via video conferencing and said that this initiative will give a boost to industrialisation in the coastal state.
During the foundation ceremony, Gadkari said, "The construction of Common Facility Centre (CFC) of Konkan marine cluster is going to be a great achievement for the future of Goa. Goa is a maritime state and we need more maritime industries in the state because already the expertise is available.

Tanker hijacked by stowaways in UK waters
Crude oil tanker NAVE ANDROMEDA is reportedly hijacked by a gang of stowaways in the morning Oct 25, off Isle of Wight, while approaching her port of destination, Southampton UK. Tanker arrived from Lagos Nigeria. Crew said to shelter in citadel or cabins or anyplace to be safe from hijackers. There were already incidents like this one before, during recent years.

Ferry bought in Japan sank in Taiwan, 5 missing.
Passenger ro-ro cargo ship SEATRAN FERRY 12 (ex- OLIVE MARU NO.8) was caught in rough weather in Taiwan Strait off Kaohsiung Taiwan, and issued distress signal, late at night Oct 23. Taiwan Rescue services launched SAR, five ship s crew were found in the water, floating in life jackets, all were rescued, two of them suffering from injures, but all are understood to be safe, luckily. 5 crew remain missing, SAR is ongoing.

PCG rescue crew of damaged ship in waters off Bohol.
At least 14 crew members of a cargo ship, which had started to take in seawater due to huge waves, were able to seek help after one of them was able to post on his Facebook page their emergency on Sunday, October 25.
The Philippine Coast Guard (PCG) was immediately able to respond to the incident involving Philippine-flagged cargo vessel, MV The Good Fortune that encountered engine trouble 8.5 nautical miles east of Ubay, Bohol, and 13 nautical miles west of Maasin, Southern Leyte.

Thai cargo ship ran aground, abandoned, Gulf of Siam.
General cargo ship SUNTUD SAMUT 3 with cargo of containers ran aground in Surat Thani Province waters east of Koh Samui, Gulf of Thailand, at around 2000 LT (UTC +7) Oct 24, understood while en route to Laem Chabang from Surat Thani, with cargo of wood. The ship developed portside list, aft tilt. 10 crew abandoned the ship and were picked up by local fishermen.

Tanker explosion in Azov sea, 3 crew missing.
Product tanker GENERAL HAZI ASLANOV suffered explosion and probably, fire, at around 1600 UTC Oct 24 in Azov sea north of Kerch Strait, while en route from Kavkaz port anchorage in Black sea, to Rostov-on-Don, Azov sea, Russia. Tanker was in ballast, explosion occurred understood, in an empty cargo tank, resulting in a hull breach above waterline. 3 crew were thrown overboard by explosion - probably they’ve been carrying out maintenance wielding works, which sparked off explosion, according to Russian emergency agency.

Crew member fell into cargo hold, seriously injured, USA.
A crew member of a bulk carrier berthed at Providence, Rhode Island, USA, fell into cargo hold in the evening Oct 24. He was seriously injured sustaining multiple traumatic injuries to the head and back, according to Providence Fire Fighters. Fire Fighters responded and recovered him from cargo hold using tower ladder, he was taken to Rhode Island Hospital. Bulk carrier arrived from Turkey, understood it s Turkish bulk carrier LADY ALARA with cargo of cement.

USA: CDC Issues Warning Against All Cruise Travel Worldwide.
While the cruise industry awaited a decision on the No-Sail-Order to be issued, the CDC now recommends that travelers defer all cruise travel worldwide.
The decision from the CDC to issue this advice is surprising, to say the least. It will undoubtedly shock the cruise industry, which has been making positive noises in the last weeks about sailing to take place this year.

Cargo ship hits reefs, intentionally grounded, Vietnam.
General cargo ship NAM KHANH suffered a blackout in the morning Oct 25 in Binh Dinh Province waters, south central Vietnam, while en route from Quy Nhon to Haiphong with 1,830 tons of flour on board. The ship drifted and hits coastal reefs, breaching her hull and suffering water ingress. The ship ran aground on the beach, reportedly intentionally to avoid sinking. Crew are safe.

India: KMB sets terms for agents on crew change at Vizhinjam.
Kerala Maritime Board has imposed conditions for granting no objection certificate (NOC) to shipping agents to undertake crew change on board ships at Vizhinjam near Thiruvananthapuram, a development which steamer agents say was unheard of anywhere in the country.
The agents must keep ₹3 lakh-deposit in the bank account of Kerala Maritime Board, which will be used to recover "any liability caused by the shipping agents", according to a October 21 letter written by the Kerala Maritime Board to three shipping agents - Dowins Resources Pvt Ltd, Atlantic Global Shipping Pvt Ltd and Capital Holdings.
