Offshore tug sank in Gulf of Mexico
Offshore supply tug LEIGH RIVER sank some 60 nm northeast of Veracruz, Mexico, Gulf of Mexico, on Mar 13 because of water ingress, 8 crew were rescued by Navibulgar s bulk carrier SREDNA GORA (IMO 9486570), which happened to be nearest ship to the distressed LEIGH RIVER. Rough weather is partially blamed for LEIGH RIVER sinking.

MAERSK HONAM Mar 15 Update. Convert container ship into tanker container ship.
As of 0330 UTC Mar 15, MAERSK HONAM and 4-5 tugs engaged in salvage were in vicinity 12 50N 065 19E, some 650 nm off Mumbai India and Oman coast, destination yet unknown, but looking like to be Oman. Maybe India refused shelter for though dowsed, but still dangerous ship. What s going in and around the ship, is unknown. All concerned are mostly concerned, as of now, about all the claims, disputes and losses, which are following such disasters.

Rolls-Royce Signs Propulsion Supply Deal with Sanmar
Engineering company Rolls-Royce has secured an extensive supply order from Turkish builder Sanmar Shipyards. Under the deal, Rolls-Royce will provide the shipbuilder with propulsion and deck equipment for tugboats, based on new designs developed by Canadian naval architects Robert Allan. The scope of the deal includes 42 Rolls-Royce US 205/255 azimuth thrusters for 21 harbour/terminal/escort tugs in the 60, 70 and 80 tonne bollard-pull range and high-pressure hydraulic towing winched for the 80 tonne models.

DP World s Earns USD 1.2 Bn in 2017
Dubai-based port developer DP World reported 15.1 growth in earnings in 2017, with profit attributable to owners of the company reaching USD 1.2 billion. Adjusted EBITDA grew 9.1 pct year-on-year and achieved an EBITDA margin for the full year of 52.4 pct, DP World said. The port operator’s revenue marked 13.2 pct increase year-on-year standing at USD 4.71 billion, driven by strong volume growth across the board.

MAIB: Saga Sky Should Have Sought Shelter off Dover
The 1996-built general cargo ship Saga Sky, which collided with a rock carrying barge in November 2016 in adverse weather conditions, should have sought shelter, an investigation unveiled. UK s Marine Accident Investigation Branch (MAIB) informed that, in the absence of vessel-specific guidance as a reference for assessing the effect the forecast weather conditions would have on Saga Sky s manoeuvrability, the master was reliant solely on his own knowledge and experience.

Tanker explosion and fire, Kalimantan
Product tanker DONGFANG GLORY suffered explosion and fire in cargo tank in the morning Mar 13, while undergoing reportedly, maintenance repairs at Belawai Anchorage, Tanjung Manis, northwestern Kalimantan, Malaysia. Two dock workers and tanker s Captain were injured, while Captain s face was said to be slightly injured, dockers suffered serious injures, probably burns. Tanker understood to be in ballast, and most probably, wielding works in or near cargo tanks caused gas blast, meaning that tank or tanks weren t properly degasified. Fire was extinguished by crew even before firefighters arrived, said local outlets. Judging from photos, tanker sustained heavy damages.

APM 2018 Launched amid Industry Anticipation for Upturn

Seaspan Corp Takes Over GCI, Adds Collection of Boxships
Containership owner and operator Seaspan Corporation has acquired the remaining 89 pct in vessel owner Greater China Intermodal Investments (GCI) from affiliates of the Carlyle Group and the minority owners of GCI. GCI s fleet of 18 containerships is comprised of 10,000 TEU and 14,000 TEU eco-class vessels, representing a total of 204,000 TEU. Of these, there are currently 16 on-the-water vessels with the remaining two newbuild vessels scheduled for delivery during the second quarter of 2018. The implied enterprise value of GCI is approximately USD 1.6 billion, including assumed third party net debt of approximately USD 1 billion and USD 140 million of future vessel payments, Seaspan said.

Jiangzhou Union Shipbuilding Gets New Manager
China Ocean Industry Group has entered into a cooperation deal with the Ruichang Government and a Singapore-listed shipbuilder for the management of Jiangxi Jiangzhou Union Shipbuilding. Under the cooperation agreement, signed between the parties on March 8, the Singapore-listed shipbuilder will be responsible for managing the shipyard, which is a wholly-owned subsidiary of Jiangzhou Shipbuilding.

SEA/LNG Supports IMO Carriage Ban of Non-Compliant Fuels
SEA/LNG, a multi-sector industry coalition aiming at accelerating the adoption of LNG as a marine fuel, has voiced its support for the carriage ban on non-compliant fuels proposed by the IMO when the 0.5% sulfur fuel limit comes into force in January 2020. The International Maritime Organization s (IMO) sub-committee on pollution prevention and response (PPR) has agreed draft amendments to the MARPOL Convention on the prevention of pollution from ships (MARPOL Annex VI), prohibiting the carriage of non-compliant fuel oil for use on board that exceeds the 0.5% sulfur limit due to come into effect on January 1, 2020. However, this carriage ban does not apply to ships with an approved "equivalent arrangement" to meet the sulfur limit - such as an exhaust gas cleaning system (EGCS) or so-called scrubber.

Global directory launched for seafarers
Catholic charity Apostleship of the Sea (AoS) has launched its global port chaplains directory which helps seafarers and fishermen get access to pastoral and welfare support wherever they are in the world. The Port Chaplain Directory 2018 lists phone numbers and e-mail addresses of 216 port chaplains covering 314 ports in 57 countries, compared to 261 ports across 55 countries in 2017. "The increase in numbers worldwide demonstrates that the provision of pastoral care for seafarers and fishermen remains as vital as ever.

Bureau Veritas introduces new cyber notations
Classification society Bureau Veritas (BV) is addressing the range of new maritime cyber risk issues confronting shipping and has developed a comprehensive approach to support shipowners. A new series of classification notations, guidelines and services enable owners to comply with regulatory requirements, safeguard their crews and protect their assets from both malfunction and malicious attack, BV said in a press release. Bureau Veritas now offers two cyber notations, the first focussing on software change management, and the second addressing cyber security.

Japan & India agree to collaborate on issue of food safety cooperation
Japan and India will work together on the issue of food safety cooperation. The announcement was made at the session titled How can we enhance accessibility to Japanese food in India?, which was jointly organised by the Confederation of Indian Industry (CII) and the Japan External Trade Organisation (JETRO) in New Delhi. Mitsushiro Miyakoshi, special advisor to the prime minister of Japan, and Ashish Bahuguna, chairperson, Food Safety and Standards Authority of India (FSSAI), were among the dignitaries present when it was made.

Classification of FLNGs and FSRUs Requires Flexibility
Floating liquefied natural gas (FLNG) facilities such as Shell s Prelude and Petronas’ Satu coming online as well as Chevron s onshore Gorgan project have greatly increased the availability of LNG. With so many large LNG projects coming on stream the nature of gas as a primary fuel for not only the developed world, but also emerging economies, is changing, and it is predicted that this expansion in the gas market will drive down technology costs and therefore open up gas as a fuel to an even larger market. With greater availability of gas, the trading nature of gas has also started to change. While gas prices have historically tended to be more localized and more dependent on fixed long-term sales contracts than oil, we have seen a move to a more active spot market - often at considerable discounts to long-term contract pricing. This has been enabled by the increase in transportability of LNG due to growth of the LNG carrier fleet and receiving facilities.

Latin America Maritime Technology Cooperation Centre Lanched
The Latin America Maritime Technology Cooperation Centre, part of a global network established under an ambitious International Maritime Organization (IMO)-European Union (EU) project to further efforts to combat climate change, has been launched in Panama (13 March). The centre, hosted by the Universidad Maritima Internacional de Panama (UMIP), is one of five such centres established under the GMN project, which is funded by the EU and run by IMO. The centres, in Africa, Asia, the Caribbean, Latin America and the Pacific regions, act as regional focal points for a wide range of activities.
