ABS Teams with Industry Leaders to Improve Container Vessel Safety
ABS and leaders representing the Cargo Incident Notification System (CINS) are teaming up to develop actionable recommendations to help mitigate risks posed from the stowage of dangerous goods on containerships.
ABS has been working with CINS members over the past six months to develop best stowage strategy guidelines. Following a three-month trial, the best practice guidelines will be published on the CINS website www.cinsnet.com. The collaboration assembles key industry stakeholders to examine the challenges and risks containership owners and operators face when stowing dangerous goods.
"Carriage of dangerous goods, not properly identified or accounted for, can be detrimental to the safety of the ship and more importantly the people on board that ship," said ABS Vice President for Technology, Gareth Burton. "Central to our joint effort is advancing safety by developing a set of best practices incorporating key lessons learned provided by CINS members from past incidents."
The objective of this project is the compilation of a comprehensive set of best practices to improve stowage planning and hazard mitigation for dangerous goods carriage, leading to a focused application of existing risk assessment processes.
"By working together with ABS and other leading international partners, we can share our experiences and help to improve the safety of stowing dangerous goods," said Uffe Ernst-Frederiksen, CINS Chairman. "We are looking forward to channelling these experiences into the development of this new industry best practices document and welcome views, insights, and other risk-based approaches from various carriers that can help improve fire safety in our industry."

Alphaliner: Biggest Ever Boxship to Transit Panama Canal in May
The Panama Canal is set to welcome its biggest ever containership in mid-May, according to Alphaliner.
Namely, Taiwan s Evergreen would assign the maxi-Neopanamax Triton, a vessel with a 20-row beam of 51.2 meters and a length of 369 meters, to a Panama Canal-routed Far East - USEC service.
The 14,424 TEU Triton will become the first-ever containership of this beam and length to transit the canal. Currently deployed on the Far East - USWC route, the Triton will join Evergreen s Far East - USEC service AUE, part of the OCEAN Alliance network, on April 18.
The ship is scheduled to transit the Panama Canal on May 15, en route from Kaohsiung to Colon, from where it will continue to ports on the US East Coast. With the Triton s passage, Evergreen will be the first carrier to make use of the Panama Canal Authority s (ACP) revised neo-panamax gauge.
One year ago, in April 2018, the ACP announced to increase the allowable beam for vessels transiting the new canal locks from 49 meters (19 rows) to 51.25 meters (20 rows). The revised rule came into force on June 1, 2018, after nearly two years of successful operations of the new canal locks.
While allowing a wider beam, the new transit regime retained the 366 m maximum vessel length restriction. However, the ACP said that it would consider to accept ships of up to 369 meters, such as the Triton, on a case by case basis.
The largest containerships deployed on trans-Panama routes so far have been Neopanamax VLCS with 19 row beams of up to 48.4 meters and a maximum length of 366 meters.

Icelandic Competition Authority Okays Eimskip-Royal Arctic Line Cooperation
The Icelandic Competition Authority has approved exemption for the cooperation between Iceland s shipping company Eimskip and Greenland-based carrier Royal Arctic Line A/S.
Unveiled in 2016, the cooperation is built on a vessel sharing agreement (VSA), where capacity is shared between carriers.
With the new cooperation approved on April 17, 2019, Royal Arctic Line will be able to offer transportation services to the Icelandic market. Greenland will be connected to Eimskip s international sailing system with its weekly services that make opportunities for direct connections for Greenland to international markets.
"We are pleased to have the formal approval from the Icelandic Competition Authority for the cooperation between Eimskip and Royal Arctic Line after several years of preparation," Vilhelm Þorsteinsson, CEO of Eimskip, said.
"The cooperation creates opportunities for a more efficient sailing system for Eimskip as well as opening new sailing routes to and from Greenland," he added.
As part of the cooperation, three 2,150 TEU container vessels are under construction in China with expected delivery in late 2019. Two vessels are being built for Eimskip - the largest in the company s fleet - and one for Royal Arctic Line. The vessels will be used in weekly services between Greenland, Iceland, Faroe Island and Scandinavia.
The newbuilds are designed for the conditions in the North Atlantic, in accordance with the Polar Code.
As explained by Eimskip, the new cooperation and larger, environmentally-friendly vessels will enable the company to achieve economies of scale and increase fuel efficiency.
Once the new ships are delivered, Eimskip plans to dispose of its older vessels, Gooafoss and Laxfoss.
In a separate statement, Verner Hammeken, CEO of Royal Arctic Line, said that the competition authority s decision is historic for Greenland as it would improve the efficiency of the West-Nordic sea freight.
The VSA has been an important part of Royal Arctic Line s transformation and would enable the company to lower both costs and environmental impact, according to Hammeken.
The cooperation is subject to certain conditions made by the Icelandic Competition Authority.

BW Group Grows Its Stake in Epic Gas
Singapore-based BW Group has increased its stake in gas carrier owner Epic Gas to 82.58% with the completion of its voluntary unconditional offer.
On April 16, BW Group received acceptances for 9.69 million shares, corresponding to around 13.7% of the outstanding shares and voting rights in the company. Under the offer, BW Group has received acceptances for a total of 27.88% of shares and voting rights or 19.64 million shares.
Together with the 38.54 million shares BW Group already owned, it now owns and holds the rights to a total of 58.19 million shares, representing 82.58% of the outstanding shares in Epic Gas.
Epic Gas will maintain its listing on Merkur Market and will continue to operate independently from BW Group.
"We are pleased to have the continued support from those shareholders that elected to remain and see this as an endorsement of our strategy to further expand our leading position in the pressurised LPG sector. ZEABORN Acquires Full Ownership of ZEAMARINE
Germany s shipping company ZEABORN Group has signed an agreement to take the remaining ownership interests in shipping joint venture ZEAMARINE.
Specifically, ZEABORN has now acquired a 25 percent stake in ZEAMARINE held by New York-based investment firm New Mountain Capital.
The JV was formed in August 2018 when New Mountain Capital and ZEABORN agreed to combine the commercial activities of Intermarine, ZEABORN Chartering and Rickmers-Line under the umbrella of ZEAMARINE, creating one of the world s largest multipurpose (MPP) carriers.
The most recent transaction is subject to approval from the antitrust authorities, according to ZEABORN.
What is more, ZEABOURN said that Andre Grikitis has decided to step down as CEO of ZEAMARINE. Ove Meyer, Managing Partner of ZEABORN, will be leading ZEAMARINE in his capacity as Owners Representative and work with the existing top management team around Dominik Stehle (CCO), Nicki Schumacher (COO) and Michael Dumas (CFO) on the global expansion of the company.
ZEAMARINE provides global tramp and liner services for the ocean transportation of heavy lift, breakbulk and project cargoes. It operates a fleet of about 90 multipurpose heavy lift vessels with capacities ranging between 6,300 and 30,000 dwt and a combined lifting capacity of up to 1,400 metric tons.

Ukraine Seeks Release of Ships, Sailors with International Court Appeal
Ukraine has submitted an appeal to the International Tribunal for the Law of the Sea (ITLOS) requesting Russia s release of three detained Ukrainian Navy vessels and the twenty four sailors that were on board.
To remind, the boats and sailors were arrested following a skirmish on November 25, 2018, which occurred after the three vessels attempted to enter the Sea of Azov via the Kerch Strait. The vessels were headed to the Ukrainian Port of Mariupol on the Sea of Azov.
Ukraine submitted the request to ITLOS on April 16, asking it to prescribe provisional measures "to preserve the respective rights of the parties to the dispute or to prevent serious harm to the marine environment".
In its appeal, Ukraine alleged a violation, by the Russian Federation, "of the sovereign immunity accorded to warships, naval auxiliary vessels, and their passengers and crew under Articles 32, 58, 95, and 96 of the Convention and customary international law."
With this action, Ukraine seeks an order requiring the Russian Federation to release the Ukrainian naval vessels the Berdyansk, the Nikopol, and the Yani Kapu, suspend criminal proceedings against the detained Ukrainian servicemen, refrain from initiating new proceedings, and allow them to return to Ukraine.
"For the Russian Federation it is a political game and blackmail, and for us it is a struggle for the fate of our citizens and respect for the requirements of international law," Ukrainian president, Petro Poroshenko, said in a social media post.
The Ukrainian ministry of foreign affairs expects the hearing to be scheduled within the next several weeks, with a decision issued "soon thereafter".
Russia s actions in November 2018 have already prompted a reaction by the United States, which, in cooperation with Canada and the EU, sanctioned six Russian companies in response to Russia s "unjustified" military actions.
In addition, the sanctions target individuals and entities playing a role in the illegal annexation of Crimea, and backing of illegitimate separatist government elections in eastern Ukraine, according to the U.S. Department of the Treasury s Office of Foreign Assets Control (OFAC).

A Spanish warship has rescued the crew of a merchant ship which had been held hostage by Nigerian pirates for four days.
According to the Spanish defense ministry, the merchant ship was freed in the Gulf of Guinea on April 9.

BC Ferries Duo Launched in Romania
Dutch shipbuilder Damen has recently launched two ferries for the Canadian ferry operator BC Ferries at its Galati shipyard in Romania.
The 81-meter vessels were launched "within a few weeks", the shipbuilder said, adding that they are now undergoing outfitting before the units enter service in 2020.

Maine s only shipping container terminal will welcome its biggest vessel ever next week as international freight business surges through the port of Portland.
Eimskip, an Icelandic freight company headquartered in Portland, last week introduced the Pictor J, a 461-foot container ship, on the company s trans-Atlantic shipping route between Portland and Reykjavik.

Implement 21 day demurrage free period to cut down cost of port business
Importers and freight forwarders have appealed to government to implement a 21 day demurrage free period for clearing goods at the ports to significantly reduce the cost of port business.
"While I am commending government for reducing import duties at Ghana s designated ports, I will appeal to President Akuffo-Addo to extend the 7 day Demorrage free clearing period to 21 days to make the port very friendly for business," Mr Daniel Kwadwo Yeboah, Operations Manager, Reliable Air Cargo Service, told the Ghana News Agency.

Dunkerque-Port posts a sharp rise in trade
After an exceptional month of March (5.22 MT), Dunkerque-Port closed the first quarter with an increase in overall traffic of 5% compared with the previous year.
With monthly traffic figures of more than 5 MT in March, Dunkerque-Port is approaching its historic monthly record established in April 2008 (5.29 MT), before the global economic crisis.
