Five of 21 Indian seafarers on board MT Afra Oak released by Indonesian Navy
Five Indian seafarers released by Indonesian Navy will reach India on Monday evening. In a significant development, Indonesia authorities had on Sunday allowed five Indian seafarers to disembark from the merchant vessel MT Afra Oak that the Indonesian Navy had arrested. In a letter to the Ministry of External Affairs and Indonesian authorities, the ship crew said the Indonesia Navy, Immigration and other authorities had considered their grievance seriously. "We, Afra Oak crew understand the cause of delay due to the procedures to be followed for crew released," they said in the letter.
"We thank the authorities for their kind consideration and cooperation sending back the first batch of five crew and expect the same kind of gesture in future for sending all other crew back to their sweet home," the crew said.
The five out of the 21 Indian seafarers on board who disembarked will reach India on Monday.
Capt Sanjay Prashar, vice-president of Forum for Integrated National Security, said the five Indian seafarers would reach India by Monday evening. "Hope appears and strengthens with this fruitful happening," he said.
The issue of the seafarers stuck in Indonesia was also raised by FINS during a meeting with the National Human Rights Commission (NHRC) in New Delhi recently.
He said five crew members had signed off from the vessel and the rest would follow soon. "Indonesian Navy has relented and finally shown respect to human rights of Indian seafarers," he said.
The decision of the authorities to allow some of the Indian seafarers to leave has given hope to the rest of the 17 on board. There are a total of 28 seafarers on it, including some from the Philippines.
Much as there is relief that some of the seafarers have been allowed to disembark and leave, there hangs a question mark on the goings-on. The crew, in a letter earlier, to Prime Minister Narendra Modi and the external affairs ministry had alleged corruption by the Indonesian Navy and that they had been detained against the rules. The Indonesia Navy had arrested MT Afra Oak and some other ships on the charge that they had violated rules and entered Indonesian territorial waters near Batam Island. Since this happened in February 12, they had been pleading with the authorities to let them go because they had committed no crime and as per their maps they were in international waters.
TOI first broke the news on May 18 that 87 Indian seafarers were stuck on five ships in Indonesia because of the Indonesian Navy arresting the ships and booking cases against the seafarers. The seafarers in letters to the authorities said the criminalization of seafarers was affecting them badly and wanted that they be released and allowed to go home back to India.

Korea-China ferry fire, 150 passengers evacuated
Passenger cargo ship XIN YU JIN XIANG suffered fire in engine room about a mile west of Jawol-do island, SW of Incheon, Korea, Yellow sea, at around 0100 Seoul time Jul 16. The ship with 150 passengers and 50 crew on board was en route from Incheon to Qinhuangdao China. All passengers were evacuated to a patrol ship, and later transferred to Incheon, one passenger said to be medically treated. The ship was disabled, anchored west of Jawol-do, understood to be towed to Incheon.

Safe Bulkers Installs, Commissions Its First Scrubber
Monaco-based dry bulk shipping company Safe Bulkers has installed and commissioned the first scrubber on board itd Post-Panamax vessel MV Martine.
The company informed that the 2009-built vessel now features an open loop, U-Type, Alfa Laval PureSOx scrubber.
During commissioning the new equipment was tested in several loads "complying comfortably with the stricter 0.1% sulphur fuel content limit applicable in Environmentally Controlled Areas (ECA)," Safe Bulkers said.
The installation of the scrubber was done concurrently with ballast water treatment system during the scheduled dry-docking of the vessel, as part of its second special survey at Cosco Guangzhou shipyard.
The company is scheduled to install another 18 scrubbers during 2019 and one more in the first quarter of 2020.
In September 2018, Safe Bulkers agreed a detailed schedule for the installation of Alfa Laval PureSOx scrubbers in about half of its fleet with Cosco Shipping Heavy Industry.
At the time, the company said it would install scrubbers in five Kamsarmax class vessels, thirteen Post-Panamax class vessels and the recently acquired Capesize class vessel, while it maintains an option for an additional scrubber.

Bureau Veritas Joins International Windship Association
Classification society Bureau Veritas has joined the International Windship Association (IWSA) to help further the development of primary renewable solutions.
"A key focus area for BV is supporting safety and new technology including wind powered or wind assisted shipping. We are looking forward to working with the BV team in supporting the development of the growing technology segment," IWSA said.
BV s membership comes amid the shipping industry s search for low carbon and zero emissions technologies that would deliver on the International Maritime Organization (IMO) initial strategy of reducing emissions by at least 50% by 2050.
The classification society would bring "a wealth of experience" to IWSA and fits well with the association s longer term development approach, with the establishment of regional wind propulsion centers of excellence or hubs around the world.
IWSA, the not-for-profit organization, has for the last 5 years been bringing together wind propulsion projects, research organisations and projects and promoting the wind as a credible, viable and increasingly economic option for commercial vessels.
This pace of development in wind propulsion is slated to continue, with an EU commissioned report on the wind propulsion market in 2017 predicting up to over 10,000 wind propulsion installations by 2030.

RoRo Passenger Dies after Evacuation off Philippines
A passenger of a roll-on/roll-off (RoRo) vessel died after being medevaced off Cebu, Philippines, on July 10.
According to the Philippine Coast Guard (PCG), the man aboard the M/V St Francis Xavier was suffering from severe asthma and required immediate medical attention.
After being informed by the ship s captain, the Coast Guard Sub-Station (CGSS) Danao coordinated to CG Medical Central Visayas and proceeded to the area.
The team boarded the 1991-built vessel and found the 69-year-old man, identified as Recafort Cipriano, unconscious and being revived by the ship s medical doctor.
The team immediately transferred the passenger to a boat bound for Danao Port, transporting him to the City Province Hospital of Danao for medical attention.
The 11,191 GT Francis Xavier departed Cebu City at around 11:40 a.m. (local time) on July 10 and was bound for Manila when Cipriano had the asthma attack.
Cipriano was declared dead after reaching the hospital, the PCG further said.

Mexico to Expand Manzanillo Port with Four New Terminals
The Mexican government is upgrading the Port of Manzanillo, one of the country s main Pacific Ocean ports, with four new terminals.
The terminals will include a specialized container facility with capacity to handle 1.75 million TEUs per year, another for agricultural bulk, one more for mineral bulk and one specialized for hydrocarbons.
As understood, the government expects to source around MXN 23.5 billion (USD 1.2 billion) from public and private entities to fund the project.
The authorities have already undertaken dredging of the navigation channel and other environmental works in the northern area of ​​the port.
During the first five months of this year, Port of Manzanillo handled 13.5 million tons of cargo and 1.24 million TEUs, an increase of 1.2 and 4.8 percent, respectively, compared to the same period last year.

Bihar International Orders Up to Eight Tankers in China
UAE-based shipowner Bihar International has placed an order for up to eight tankers.
According to data provided by Asiasis, the company signed contracts for the construction of two 110,000 dwt tankers and two more 50,000 dwt units. The deals include two options each.
The vessels would be constructed by China s New Times Shipbuilding and are scheduled for delivery in the second half of 2021.
The data shows that Bihar International would pay around USD 340 million for the batch, or USD 48 million and USD 37 million, respectively, per ship.

SMARTShip Solution Wins ClassNK Approval
Ship classification society ClassNK has awarded type approval certification for SMARTShip, a digital shipping solution developed by Alpha Ori Technologies (AOT).
As explained, this Internet of Things (IoT) platform enables the onboard operation of multiple systems with varying degrees of autonomy.
The solution has already been installed on more than 30 vessels. Another 60 ships are at various stages of the set-up process, according to Synergy Group.
ClassNK s certification for SMARTShip approves the solution as a computer-based system which conforms to the class society s rules governing a product performing remote monitoring and diagnostics, situational awareness and decision support systems , both onboard and ashore.
Hourai Maru, a mid-sized gas carrier delivered in March 2019, was the first ship certified with a ClassNK-approved SMARTShip.
Captain Rajesh Unni, Co-CEO of AOT and CEO and Founder of Singapore-based shipmanager Synergy Group, welcomed the certification of SMARTShip by ClassNK.
"Technology is transforming our industry. AOT’s approach to tackling pain points and enabling rules-based decision-making gives clients added transparency and delivers multiple operational, financial and environmental benefits," Unni commented.
AOT s SMARTShip platform is said to take a holistic approach to solving maritime pain-point issues for every stakeholder in the logistics value chain - shipowners, ship managers, ship operators, port management, surveyors, ship registries, P&I clubs and shipbuilders. Data is collected from all parts of the ship to make a platform which connects disparate systems. Denmark Now Has the World s Fifth Largest Merchant Fleet
the list of the world s largest shipping nations, surpassing the United States to claim the fifth place.
The milestone comes just a year and a half after Denmark surpassed Germany on the sixth spot.
Measured by the number of merchant ships sailing under a country s flag, the list is spearheaded by Greece, whose fleet measures 300.4 million in total deadweight tonnage.

NMPT to focus on containers, coastal cargo to boost growth
New Mangalore Port Trust (NMPT) is aiming to handle a traffic of 50 million tonnes per annum (MTPA) in the next three-four years, according to Venkata Ramana Akkaraju, Chairman.
He told BusinessLine on Friday that the port handled 42.5 million tonnes of cargo in 2018-19. "Our plan is to take it to 44 MTPA in the current fiscal," he said, adding that it will be increased to 50 MTPA in the next three-four years.

Proposal for logistics park or maritime cluster near Chennai
The Chennai Port Trust (ChPT) is planning to develop 120 acres of land in Mappedu near Sriperumbudur. Feasibility studies are under way to see if a multi-modal logistics park (MMLP) or a maritime cluster, could be built under the Sagarmala project.
The land, which had been taken on lease from SIPCOT, had been earlier earmarked for a dry port and road connectivity to Arakkonam too had been created for that purpose.

Court orders striking Transnet workers to increase work levels at Ngqura terminal
Workers at the Ngqura Container Terminal have been ordered to increase performance levels at the port. This comes after Transnet was able to secure a court interdict against several employees who have embarked on a go-slow for the last two weeks.
Transnet spokesperson, Molatwane Likhethe, said the the interdict was obtained to stop the illegal strike action by employees at the terminal.
