Port State Control - Concentrated Inspection Campaigns 2016
The maritime authorities of the Paris, Tokyo, Black Sea, Indian Ocean and Caribbean MOUs on Port State Control (PSC) have announced that they will be running their Concentrated Inspection Campaigns (CIC) from 1 September 2016 until 30 November 2016.
The Paris MOU have announced that they will be running a CIC on the Maritime Labour Convention, 2006 (MLC, 2006)addressing the implementation of minimum standards for working and living conditions on board.
Port State Control Officers (PSCOs) conducting routine PSC inspections during the currency of the CIC on all vessel types will use an additional checklist of twelve items to confirm the presence of compulsory documentation and certification associated with those employed on board, authenticate the inspection records of the living quarters, provisions and food preparation, and to confirm the establishment of a ship's safety committee.

Tokyo, Black Sea and Indian Ocean MOUs
The Tokyo MOU will be operating a joint CIC with the Black Sea and Indian Ocean MOUs focusing on the fulfilment of the on board procedures pertaining to cargo securing arrangements.
When PSCOs are performing routine PSC inspections during the occurrence of the CIC on applicable vessel types, they will use an additional checklist focusing on eight areas to evaluate compliance with the relevant International Conventions, and check that personal on board are familiar with the procedures, safe practices and hazards associated with cargo securing.

It has been reported that the maritime authorities of the Caribbean MOU on PSC will be conducting a CIC dealing with crew familiarity with enclosed space entry, based on the joint Paris, Tokyo, Black Sea and Indian Ocean MOUís CIC of 2015 which addressed this issue.
PSCOs undertaking routine PSC inspections during the course of the CIC will use an additional checklist based on the 2015 joint CIC on Crew Familiarisation for Enclosed Space Entry which had nine elements including checking crew familiarisation with the identification and understanding of the hazards associated with enclosed space entry, the training of crewmembers responsible for testing an enclosed spaceís atmosphere, and familiarisation with the use of gas concentration detection equipment.
The PSCO will also require an enclosed space entry and rescue drill to be carried out as part of the inspection.
If deficiencies are found in relation to any of the additional items being checked during a CIC, the action taken will depend on the severity of the findings. Minor infractions of regulatory requirements may be given a time limit for rectification. Serious deficiencies may result in the vessel being detained.

Innovating the way we ship cargo with Remote Container Management
At Maersk Line, we are at the forefront of finding new ways to enhance cargo care. One of our new developments that takes the transportation of perishable goods to the digital era is Remote Container Management (RCM).
RCM is a game-changer in the world of refrigerated transportation. RCM uses a box known as the Remote Container Device (RCD), two antennas and mobile signal to turn a regular refrigerated container into a digitally connected device.
RCM has been in the works for five years and finally went live in 2015. Now fully implemented in 270,000 Maersk Line refrigerated containers, RCM lets us track data such as the location, power status, temperature, humidity and air supply in the container even while at sea.
New solutions to improve cargo care
"With RCM, we have developed a new inspection method which allows us to send our reefer units in aproper condition to our customers way faster than before. Thanks to an algorithm which calculates the predictive condition of the reefer upon arrival we send the unit to a full pre-trip inspection only when needed" explains Catja Rasmussen, Head of RCM Maersk Line.
By ensuring and monitoring the ideal environment of the refrigerated goods across all the links in the supply chain, RCM improves the quality of the cargo upon arrival. "The cargo care can be improved on the ships - the reefer technicians aboard now receive data from each container every hour, and if there is a problem they now have the visibility to fix the specific box that needs attention" concludes Catja Rasmussen.
