Crew change in Thailand rumored to be allowed soon
Rumors are Thailand is re-opening for foreign crew change, details and dates yet unclear. Hopefully I will get more details tomorrow, and most importantly, confirmation if rumors are true. Nothing official yet, at least publicly, but on the other hand, Thai public aren t much interested in crews and crew changes. Of course if rumors come true, that will be excellent news, even if crew change is restricted to ships, calling Thai ports only.

Watch An IMO Expert Give Mauritius The Worst Advice Ever
Last week Forbes contributor Nishan Degnarain, continued his penetrating coverage of the Wakashio oil spill by questioning statements made by the IMO s top adviser, Matthew Sommerville, in Mauritius. Today video emerged of a town meeting where Sommerville provides advice to local authorities. Advice which one maritime expert calls "utterly ridiculous".
In the August 23rd video Forbes published, Matthew Sommerville said "There is lots of offers of equipment from overseas, there are lots of offers of expertise from many nations which want to help.

Maritime market update: oil product prices moved lower despite the inventories draw.
Risavika LNG front month is up 1.5 % week on week to 21.68 EUR/MWh following increase in European gas markets last week, which were highly impacted by Norwegian maintenances tightening the market.
Oil prices moved lower last week due to Saudi Arabia announcement of cuts in their official selling price (OSP) to Asia and oil import volume reduction in China, thus, oil products prices followed the same trend. Fuel oil 3.5 has dropped by 6 % to 235.48 USD/t, while low sulfur oil products (MFO 0.5 and MGO 0.1) have dropped by 7.4-7.9 % accordingly week on week, despite a draw from the inventories.

Dubai Maritime City Authority Calls on Marine Crafts and Jet Ski Users To Comply With the Marine Safety Instructions.
In line with the commitment towards ensuring safety of The Emirate of Dubai water users, the Dubai Maritime City Authority (DMCA) urged marine crafts and jet ski users to follow the set of marine safety guidelines, stressing the need to comply with the instructions and best practices for safe sailing, with the need to maintain a safe distance of 300 meters from the beach and well clear from facilities, amenities, construction sites, and projects located in Dubai s waters and shores. The call to safety falls in line with DMCA s efforts to increase public awareness regarding best ways to enhance marine safety and achieve the highest levels of safe navigation, while strengthening Dubai s global leading position as a safe and ideal destination for marine leisure activities.

Maritime union outlines urgent case for reform at Senate inquiry into Australian shipping.
A Senate inquiry into Australian shipping has heard that the nation needs to urgently reduce its dependence on foreign shipping, with the COVID-19 pandemic highlighting the need to strengthen the resilience of maritime supply chains and increase self-sufficiency.
Maritime Union of Australia national secretary Paddy Crumlin outlined the case for major industry reform at a public hearing of the Senate Standing Committee on Rural and Regional Affairs and Transport inquiry into Australian shipping.

Panama blames poor seamanship and outdated charts in Wakashio accident.
Investigations by the Panama Maritime Authority (AMP) say the Master of the Wakashio which grounded off Mauritius had deviated from its course to try and find an internet signal.
The AMP issued a statement on the Wakashio accident investigations, citing that vessel deviated from her route and that this change of route "was the result of orders issued by the captain of the ship, who commanded passing about 5 miles off the coast of Mauritius, to look for a telephone and internet signal in order for the crew members to communicate with their families."

India : JNPT upgrades its existing Ship Maneuvering Simulator.
Jawaharlal Nehru Port Trust (JNPT) in a major push and with a vision of augmenting the ports training abilities, superior training outcomes for the pilots, have upgraded to the latest technology for navigation & vessel maneuvering training.
This enhanced ship maneuvering simulator will ensure availability of the latest modules and features to augment JNPT's training capabilities and ensure superior training outcomes for the pilots. The setup of the simulator was reviewed by Sanjay Sethi, IAS, chairman, JNPT and Shri Unmesh Sharad Wagh, IRS, deputy chairman, JNPT.

58 fatigued Egyptian seafarers home after Maridive misadventure.
Many of the crew of the five offshore support Maridive Group vessels were trapped on board the ships off the Tunisian coast for four months on completion of their initial two-month tour on board.
The crew finally made it home in late August, after receiving ITF and national union support, says ITF Arab World and Iran network Coordinator Mohamed Arrachedi.

Panama Maritime Authority to stop grant of extension to seafarer s employment agreement.
The Panama Maritime Authority (PMA) will continue to extend the Seafarer s Employment Agreement (SEA) until 14 September 2020. Thereafter, the provisions of the Maritime Labour Convention, 2006 (MLC,2006) as incorporated into the national legislation will have to be complied with.
The PMA has revised MN 03/2020 issuing version 3 making a clear stand, a date of cessation to the grant of extension to the SEAs initially done to take into account of the COVID-19 restrictions imposed worldwide making crew changes in particular repatriation of seafarers, a challenging operation.

IMO warns crewing crisis is putting safety of ships at risk.
Secretary-general Kitack Lim says that if the crisis is not resolved soon, ships exhausted crews will not be able to operate safely. The IMO and other groups are organising a side event at the UN General Assembly from September 22 to highlight their plight.
THE International Maritime Organization has made another plea to governments to resolve the crew-change crisis ahead of a UN General Assembly meeting. Urgent action is needed to protect seafarers health and ensure the safety of shipping, says IMO secretary-general Kitack Lim.

Matson ship s crew member tests negative for COVID-19.
The crew member of the Matson ship that arrived at Port Authority of Guam this morning tested negative for COVID-19.
"We are saddened to report that while en route to Guam, one of our crew members aboard the M/V Papa Mau was found unresponsive in his cabin. The captain followed emergency protocols and notified the U.S. Coast Guard immediately," a press release from Matson states.

Coronavirus worst crisis for seafarers in 200 years : Sailors Society
Sailors Society said overwhelming numbers of seafarers have been seeking help from the charity since the coronavirus pandemic began.
This is the worst crisis seafarers have faced since Sailors Society was founded more than 200 years ago, CEO Sara Baade said. We are overwhelmed by the number of appeals for help and our crisis teams are having to prioritize the most desperate cases.
