Master of bulk carrier missing in the Pacific, SAR under way
Master of bulk carrier RISING WIND was reported missing on Feb 11, somewhere in 10 50N 148 09E area, if analyzing ship s search track. MRCC Australia alerted JRSC Guam, a large-scale SAR was launched, with deployment of planes. The ship turned back and started moving along her initial track at around 0230 UTC Feb 12, until 2300 UTC, and after that, it seems, it was decided to move in legs, see screenshot of her track. The ship is en route from Japan to Australia, at the time of the alert she was some 400 nm SE of Guam. According to Chief Officer report, received by MRCC Australia, 47-year old Master was last seen in his cabin, feeling ill.

4 crew poisoned by fumigation, 1 died, France
General cargo ship FRI DOLPHIN alerted MRCC Corsen France, in the evening Feb 13, reporting 4 crew being poisoned during cargo fumigation process. The ship was in Bay of Biscay W of Brest, en route from Les Sables d Olonne to Hull UK, with cargo of corn. Paramedics team was transferred on board by helicopter, they found one crew dead, other three in stable condition, but weather didn t allow airlifting, so the ship interrupted voyage and headed for Brest. The ship entered Brest waters and anchored early in the morning Feb 14, and sick crew were transferred to hospital, their condition being stable. FRI DOLPHIN was still at anchor as of 0930 UTC Feb 14.

APM Terminals Restarts Permit Process for Poti Port Construction
APM Terminals Poti, part of Dutch terminal operator APM Terminals, has re-initiated the process of obtaining the necessary permits to build a new deep-water multipurpose port in Poti.
On February 11, 2020, APM Terminals submitted an application to the Technical and Construction Supervision Agency to obtain the permit for land usage for construction of the new deep-water port in Poti. This is the initial stage of the three-stage formal procedure for construction permit issuance.

Westerdam Cleared for Disembarkation in Cambodia, Passengers Test Negative for Coronavirus
Cambodian authorities have granted clearance to Holland America Line s cruise ship Westerdam to begin disembarkation of passengers in Sihanoukville today.
As informed, the Cambodian Health Ministry announced that the 20 samples taken onboard Westerdam have all been confirmed as negative for coronavirus by the Pasteur Laboratory in Phnom Penh.
There were never any suspected cases of coronavirus on board the 82,862 GT ship, the US-based cruise line pointed out.

US firms keen to expand Portugal s Sines port for LNG trade -energy secretary
American companies have a strong interest in expanding Portugal s deepwater port of Sines due to its strategic position for liquefied natural gas (LNG) exports to Europe, U.S. Energy Secretary Dan Brouillette said.
Portugal launched an international tender in October for a contract to build and operate a new container terminal in Sines, continental Europe s closest port to the Panama Canal. It expects to pick the winner in the last quarter of this year.

Lithuanian port has role to play in U.S. gas supply to Belarus -ambassador
The United States is interested in supplying natural gas to Belarus via Lithuania s Klaipeda liquefied natural gas (LNG) terminal, the incoming U.S. ambassador to Lithuania said.
"I know that when I was in Washington, there was a strong interest in this (LNG supplies) and I had meetings with the Department of Energy on this very issue," incoming ambassador Robert S. Gilchrist said in interview with Lithuania s BNS newswire.

Paradip Port Trust shelves plan to build new deep-water port in outer harbour
Paradip Port Trust, India s second biggest state-owned port by cargo volumes, has shelved plans to build an ambitious new deep-water port in its outer harbour with an investment of ₹8,767 crore to handle 140 million tonnes (mt) of cargo a year, due to viability concerns.
"The outer harbour project was not found viable in the techno-economic project report," Shipping Minister Mansukh Mandaviya told Parliament in a written response on February 3.
