Turkish Crew Taken Hostage in Pirate Attack off Nigeria
Pirates have kidnapped 10 Turkish sailors after attacking the Turkish-flagged cargo ship Paksoy-1 off the Nigerian coast.
The incident occurred on the evening of July 13, according to the Turkish Ministry of Foreign Affairs (MFA).
The 8,900 dwt ship was boarded 230 kilometers off the town of Brass while it was en route from Douala, Cameroon, to Abidjan, Ivory Coast.
The ship has been released in the meantime and is anchored at the port of Tema, Ghana. The pirates are still holding 10 of the ship s 18 crew and the Turkish MFA said it was working with Nigerian and Ghanaian authorities to secure their release.
Vessel operator Kadıoglu Maritime said communication and navigation equipment were damaged on the ship but no injuries or loss of lives occurred, according to initial information.
The pirate attack comes on the back of Nigeria s new bill aimed at reducing widespread piracy in the region.
The International Maritime Bureau (IMB) latest piracy report revealed that the Gulf of Guinea remained especially dangerous for merchant shipping, with 73 percent of attacks taking place off the coasts of Nigeria, Guinea, Togo, Benin and Cameroon.

India s New Multimodal Terminal at Sahibganj to Complete Next Month
The first phase of India s new multimodal terminal being built at Sahibganj in Jharkhand on River Ganga will be completed in August this year.
This was confirmed by Mansukh Mandaviya, the country s Minister of State for Shipping and Minister for Chemical and Fertilizers.
Part of the Jal Marg Vikas Project, Sahibganj Multimodal Terminal (MMT) is strategically located in the logistic chain of Eastern Transport Corridor of India.
Being close to both NH-80 and the Sakrigali railway station, the MMT is expected to boost cargo movement in the area, leading to extensive socio-economic and industrial development of the region.
It will also provide an alternative route for Nepal bound cargo and open up international markets for sea trade for landlocked states of Jharkhand and Bihar.
The minister further informed that the projected traffic volume of Sahibganj MMT is 2.24 million tonne per annum (MTPA) by 2020-21. Cargoes expected to be handled are stone chips, coal, cement, food grains, fertilizer and sugar.
Back in 2016, India awarded the contract for the construction of the terminal to Larson & Toubro (L&T).
Once completed, the terminal will have berthing space for two vessels, stockyard for storing, belt conveyor system with fixed hoppers, barge loader, shore protection works, ramps, roads and parking area as well as terminal buildings.

Amsterdam Pilots Sailing Drone for Depth Inspection of Ships
The Telemetron, a sailing drone that inspects the depth of marginal ships at the locks of IJmuiden, shows that drones can do more than just fly.
The pilot, a collaboration between Port of Amsterdam, the Dutch Customs Office, Seabed and Maritime Robotics, has an aim to gain experience in new technologies in nautical processes.
The development has been set up with a view to gain more information and experience regarding sailing drone technology. Together with autonomously sailing vessels, the move would have a great impact on future nautical processes.
Conducted during the week of July 8, the experiment took the first steps in examining the impact, the potential of the technology for Port of Amsterdam and the steps Port of Amsterdam has to take to prepare for a more structural deployment in the future.
For the pilot it was decided to examine the inspection process of marginal ships. Marginal ships are vessels of which the depth is such that they zequire an exemption for passing through the Noordersluis lock.
The inspection process, which involves a salt measurement at Forteiland and reading out six marks on the hull of the ship, is well-suited for testing drone technology, the port explained.
During the week, the drone was deployed in various sub-scenarios for the depth inspection process simulation. This calculates the depth which, in combination with the salt level, determines whether the ship can pass through the Noordersluis lock or has to be made lighter.
During the test phase the Telemetron was manned whilst the sailing drone was able to sail (semi-)autonomously.

Sagarmala project created nearly 10,000 jobs in last 3 years, says minister
Government on Monday said it has created about 10,000 jobs under its ambitious 'Sagarmala' initiative during the last three years. The Sagarmala programme is an initiative by the government of India to leverage the country's coastline and inland waterways to boost the logistics sector.
"Approximately 10,000 jobs have been created through projects initiated under Sagarmala by the ministry of shipping during the last three years," said Mansukh Mandaviya, the minister of state for shipping and chemical and fertilizers, in a written reply to a question in Rajya Sabha.
As of May 2019, 334 projects have been initiated across the country under this programme, the minister said.
The Sagarmala project is an amalgamation of various projects categorised into port-connectivity, freight expressways, new pipelines for transporting crude and petroleum products, development of prioritised inland waterways, new multi-modal logistics hubs and coastal community development.
The projects aim to accelerate port-led infrastructure development in the country that could make 1 crore new jobs, including 40 lakh direct jobs, in the next 10 years.
Mandaviya further said that there has been an increase of 54 per cent in the cargo carried through coastal shipping and navigable waterways since the inception of the Sagarmala initiative.
The concept of Sagarmala was approved by the Union Cabinet on March 25, 2015. The Centre's Sagarmala programme aims to harness India's 7,500 km long coastline, 14,500 km of potentially navigable waterways and strategic location on key international maritime trade routes.

IMO 2020 Analysis: Practical Guidance from Europe s Largest Port
The IMO s mandate requires ships to burn up to 0.5% (5,000 ppm) sulfur bunker fuel from 1 January 2020. High sulfur fuel oil, now allowed up to 35,000 ppm sulfur, will only be permitted if the ship has scrubbing technology onboard to remove the sulfur. Preparations for using lower-sulfur bunkering fuels like very low sulfur fuel oil or marine gasoil are already underway.
