Cosco Bulker Aground between Argentina and Uruguay
The 38,801 dwt bulk carrier Fu Xing Hai has grounded at Martin Garcia Channel, between Argentina and Uruguay.
The 2016-built ship, owned by China s COSCO Shipping Bulk, ran into trouble at km 105 of the waterway on July 16.
According to data provided by privately-owned shipping organization Agencia Maritima NABSA S.A., the bulker is obstructing the navigation in the channel as the traffic through the area where it ran aground is allowed for ships with a draft of up to 7 meters. The organization added that the vessels proceeding up River Argentina have to sail through the Emilio Mitre Channel.
AIS data from MarineTraffic shows that the vessel is still aground. Refloating operations are currently underway with the assistance of tugboats.
At the time of the incident the Hong Kong-flagged bulker was sailing from Uruguay s Nueva Palmira port with Port of Rotterdam, the Netherlands set as its final destination.

DNV GL Develops Ship Implementation Plan App Ahead of IMO 2020
Ahead of the entry into force of the 2020 0.5% sulphur cap, classification society DNV GL has introduced a free web-based application of the Ship Implementation Plan (SIP).
As explained, the application enables ship owners and managers to prepare vessel-specific SIPs and maintain an overview of their fleet.
While not mandatory, the SIP adresses issues related to preparing the vessel for use of compliant fuel oil and includes items such as risk assessment and planning for actions needed to ensure compliance on 1 January 2020.
"As we approach 2020, good preparation will be essential to ensure a smooth transition into using compliant low-sulphur fuels," Christos Chryssakis, Business Development Manager at DNV GL - Maritime, said.
"This includes technical actions, such as hardware upgrades, tank cleaning, and a fuel changeover plan, but also commercial preparations like updating charter party clauses and agreements between owners and charterers on how to best prepare each vessel to minimize operational disruptions. It is important to build flexibility into the plans, to make sure ships are prepared for using different types of compliant fuels, depending on their availability."

One of the benefits of the app is that it enables several users to work on a single vessel - allowing coordination between onshore and onboard personnel.

IMO Condemns Tanker Attacks in Strait of Hormuz
The Council of the International Maritime Organization (IMO) has condemned recent attacks on commercial shipping in the Strait of Hormuz and Sea of Oman at its meeting in London held July 15-19.
After debate, the IMO Council decided to condemn the attacks and expressed its concern over the grave danger to life and the serious risks to navigational safety and the environment to which such incidents may give rise.
The Council drew attention to the need for flag states and shipowners and operators to review the maritime security plans for their ships and implement necessary measures to address the increased security risk to ships operating in the Strait of Hormuz and Sea of Oman.
Secretary-General Kitack Lim also emphasized his personal condemnation of the attacks, asserting that "threats to ships and their crews, peaceably going about their business in any part of the world, are intolerable."
In mid-May 2019, Saudi Arabia-flagged vessels Amjad and Al Marzoqah, the Norwegian vessel Andrea Victory and the UAE-flagged A.Michel were attacked off the coast of Fujairah and suffered sabotage damage. A second round of attacks occurred on June 13, involving the Marshall Islands-flagged Front Altair and Panama-flagged Kokuka Courageous. The ships suffered hull damage and fire, while located in the Sea of Oman near the Strait of Hormuz.
"I strongly urge all Member States to redouble their efforts and to work together to find a long lasting solution to ensure the safety and security of international shipping around the globe and the protection of the marine environment. We owe it to our industry, which is indispensable to the world, and to our seafarers," Lim added.

Canada Inks 1st Long-Term Contract to Ship LNG to China
Canadian company FortisBC has entered into its first term supply agreement to produce liquefied natural gas (LNG) for Top Speed Energy Corp. to export to China.
This term supply agreement is said to be a major development in Canada s LNG export industry as it allows an increased supply of domestic LNG to China.
It was made possible by the completion of the Tilbury LNG expansion project in Delta, B.C. earlier this year.
The two-year agreement will see 53,000 tonnes of LNG a year or about 60 ISO containers a week shipped from Tilbury to China by the summer of 2021.
"This is the first agreement of its kind that will see Canadian LNG shipped regularly to China," Douglas Stout, FortisBC vice-president of market development and external relations, said.
"There is strong demand for Canadian LNG in China and this is an exciting time to be working in the industry here in B.C," he added.
In 2017, FortisBC became the first company in Canada to supply LNG for export to China. Since then FortisBC has been supplying LNG to customers for export to China on a spot basis. With the expansion project adding LNG production capacity of 250,000 tonnes per year and additional storage capacity of 46,000 cubic metres, Tilbury is leading Canada s export industry into uncharted territory.
Tilbury s new expansion facility is designed to be one of the cleanest LNG facilities in the world. This agreement would reduce between 90,000 and 180,000 tonnes of GHG emissions annually, according to a lifecycle greenhouse gas (GHG) emissions tool developed specifically for Tilbury.
"The announcement of an LNG contract at Tilbury is an encouraging step for Canada s LNG export industry. We are using sustainable Canadian fuels to reduce worldwide carbon emissions," Amarjeet Sohi, Minister of Natural Resources, pointed out.
Shipping LNG by ISO container helps meet the energy demands of industrial and public utility customers in China who are not connected to a pipeline network as the containers can be transported virtually anywhere and don t require large regasification terminals to convert the LNG back into natural gas.
"The market for Canadian LNG will increase as China seeks to reduce air pollution and carbon emissions by switching to lower-carbon energy," Chen Jianrong, Top Speed Energy CEO, noted.

DSME Names Newest Icebreaking LNG Carrier for Yamal Project
On July 18, South Korean shipbuilder Daewoo Shipbuilding & Marine Engineering (DSME) held a naming ceremony for an icebreaking LNG carrier jointly ordered by Japanese Mitsui O.S.K. Lines (MOL) and China COSCO Shipping Corporation Limited.
The newbuilding has been named Nikolay Urvantsev, in honor of the famous Russian Arctic explorer and geologist.
The Nikolay Urvantsev is the sister vessel of the Vladimir Rusanov and Vladimir Vize, that started transport service in 2018 under a long-term charter contract to transport LNG for the Yamal LNG Project 1&2.
As informed, the Nikolay Urvantsev will also work for the Yamal LNG project following its delivery at DSME in July and icebreaking navigation without icebreaker support through the Northern Sea Route towards the Yamal LNG plant at Sabetta Port in Russia.
The 172,000 cbm newbuild features a length of 299 meters and a breadth of 50 meters.
The new LNG carrier not only has a high icebreaking capability of up to 2.1 meters but also a double-acting ice-breaking system to enable the vessel to navigate astern.
MOL informed that apart from the icebreaking LNG carriers, construction of the four conventional LNG carriers also intended for the Yamal LNG Project, has been progressing as planned.

First Indian cargo ship from Bhutan arrives in Bangladesh via India
For the first time, an Indian cargo ship carrying 1,000 tonnes of stone aggregates from Bhutan has arrived in Bangladesh through India via the Brahmaputra river, significantly reducing travel time and transportation cost.
An inaugural ceremony held at Narayanganj city near here on Thursday, Indian High Commissioner to Bangladesh Riva Ganguly Das, Ambassador of Bhutan to Bangladesh Sonam T Rabgye and vice-chairman of Bashundhara Group Safwan Sobhan received the first-ever consignment through the Indo-Bangladesh Protocol Route, the Indian high commission here said in a statement.
The ship, MV AAI of the Inland Waterways Authority of India (IWAI), was digitally flagged off by Indian Minister of State for Shipping Mansukh Mandaviya on July 12.
The ship then sailed from Dhubri in Assam and travelled to Narayanganj in Bangladesh, over the river Brahmaputra, the statement said.
Dhubri was declared a port of call in October 2018. This is the first time an Indian waterway is being used as a channel for transport of cargo between the two countries, using India for transit, it said.
The stone aggregates were transported by trucks from Phuentsholing in Bhutan which is 160 kilometres from IWAI's Dhubri jetty in Assam. Bhutan was exporting significant quantities of stone aggregates to Bangladesh through the land route.
Mandaviya said the development is a historic one and takes forward Prime Minister Narendra Modi's vision to promote cargo transportation through inland waterways.
He said the move will benefit India, Bhutan and Bangladesh and will strengthen relations between the neighbouring countries.
Transport of cargo through this route will cut short travel time by 8 to 10 days, and reduce transportation cost by 30 per cent, bringing down logistics costs, Mandaviya said, adding that it will also be a more environment friendly mode of transport.
Mandaviya also said it will also open up an alternative route to India's North Eastern states, making it easier and cheaper for goods to reach these places from other parts of the country.

Incat Delivers New Ferry to Spanish Naviera Armas
Australian shipbuilder Incat has handed over a newly built ferry to Spanish operator Naviera Armas.
The 111-meter-long vessel, named Volcan de Tagoro, departed Hobart on July 16 for Spain, Incat informed.
The newbuild completed sea trials over the past few days and loaded fuel and supplies for the delivery voyage to Spain.

Lisbon to modernize operation at Alcantara port
The Alcantara container terminal in Lisbon announced this week plans to invest 122 million euros (137.4 million U.S. dollars) by 2038 to modernize and streamline the operational activity of its port infrastructure.
The investment plan was presented during the signing of a memorandum of understanding for the renewal of the Alcantara container terminal concession between the Port of Lisbon administration and Liscont of Yilport group company, a Turkish global port operator.

Trade War And Regionalisation Are Hard Hitting
The US-China trade war, Brexit and Russian sanctions have all impacted the maritime industry, said the International School of Management s Rolf Neise at TOC Europe.
Speaking during The Business, Trade & Container Shipping Outlook 2019 session, he said for the first quarter of this year the percentage of containers shipped grew by 0.5%, but in 2018 there was a growth of 3.6% and in 2017, a growth of 6.6%.

Indian Ports Association in collaboration with the logistics software company Portall has organised a road show on Port Community System (PCS 1x) for the stakeholders of Cochin Port Trust.
