Tata, Adani, Essar file bids to build captive berths at Paradip port
Tata Steel, Adani Ports and Special Economic Zone Ltd (APSEZ) and Essar Ports have submitted initial bids to build captive berths (for own use) at the western dock of Paradip Port Trust with an investment of ₹2,040 crore.
But the port may have to drop the captive route for developing the western dock berths, as the Public Private Partnership Appraisal Committee (PPPAC) has directed the port trust Paradip and the Shipping Ministry to rework the technical qualification criteria to attract more bidders.
Paradip Port Trust and the Shipping Ministry had favoured the captive model as the "ideal option" for developing the western dock berths based on the Captive Policy for Award of Waterfront and Associated Land to Port Dependent Industries (PDI) in Major Ports, 2016 .
The technical qualification criteria for the project were drawn up to facilitate the participation of port dependent industries. A PDI is defined under the captive policy as - "With reference to a particular major port trust, any entity (including any of its affiliates) which is dependent on that major port for import and/or export of at least 70 per cent of the designed capacity of the proposed facility for captive cargo…if the projected cargo requirement for the entity for a period of three years starting from no later than third year of the expected commercial operations date is at least 70 per cent of the designed capacity of the proposed facility for captive cargo, the entity will be classified as a PDI".
Paradip Port Trust chose the captive model to set up the berths in its inner harbour after Tata Steel submitted a suo moto proposal to the port authority to build the facilities primarily to cater to its Kalinganagar steel plant which is being expanded from 3 mt to 8 mt, a Shipping Ministry official said.
The port authority floated a global tender, seeking interest from other bidders on which APSEZ and Essar applied, he added.
Restrictive criteria
Subhash Chandra Garg, who chaired the July 11 PPPAC meeting as the then Finance Secretary and Secretary, Department of Economic Affairs, said that "the eligibility conditions for bidders seem unduly restrictive, may limit competition, and may not generate interest from bidders unconnected to Paradip Port Trust".
Whereas, NITI Aayog pointed out that "non-discriminatory access should be there if the port is developed through PPP and bidding should not be restricted only to PDIs".
Garg said that the Shipping Ministry and the port trust should "undertake a study to ascertain whether the captive berth for PDI would be better than making all port players eligible to compete for the project".
The PPAC finally decided that the "Shipping Ministry will facilitate the firming up of revised technical qualification criteria by the Project Authority (PPT)", according to the minutes of the July 11 meeting, a copy of which has been reviewed by BusinessLine.

Port Of Cork Doubles Its Customs Facilities In Preparation For No-Deal Brexit
The Port of Cork yesterday announced that it has doubled the size of its customs facilities in preparation for the likelihood that the United Kingdom (UK) will depart the European Union (EU) with a no-deal Brexit on October 31st, 2019.
After close examination of historical data and several simulation studies, the Port concluded that if the UK leaves the EU single market and customs union without an agreement it is likely that more intensive checks and declarations will be required. Such an outcome is likely to substantially increase processing times at the border.
Brendan Keating, Chief Executive of the Port of Cork, commented: “The Port of Cork, including the new Cork Container Terminal, has made extensive preparations to ensure that importers and exporters operations from the Port run smoothly when the United Kingdom leaves the European Union.
"Larger customs facilities will ensure that we can continue to ensure prompt vessel turnarounds and efficient supply chains without extended interruption from any additional administrative formalities."
The Port of Cork is the second largest port in the Republic of Ireland in terms of turnover, and handles all vessel types including lift-on lift-off, bulk liquid, bulk solid, breakbulk, roll-on roll-off, and cruise. In 2018, the Port of Cork handled traffic of 10.66 million tonnes, including total container traffic of 228,762 TEU.
Capt. Paul O Regan, Chief Operations Officer of the Port of Cork, added: "The Port of Cork has regularly reviewed the impact of various forms of Brexit on our activities, and we are working locally and nationally with Customs and with the Department of Agriculture, Food & the Marine to ensure that we are Brexit ready."
In addition to the Port of Cork s investment in additional customs facilities, it has also recently invested €80m on a new container terminal that will help secure Cork as an international gateway for trade well into the future. The Cork Container Terminal will become operational in 2020.

Drewry: Port Throughput Index Down by 1.7% in June
The Drewry Container Port Throughput Indices are a series of volume growth/decline indices based on monthly throughput data for a sample of over 220 ports worldwide, representing over 75% of global volumes. The base point for the indices is January 2012 = 100.
After experiencing an all-time high in May 2019, the global container port throughput index declined by 1.7% to 130.8 points in June 2019. A dip in June followed by a recovery in July has been the norm over the last few years. On an annual comparison, the index is 3.1% higher than the June 2018 level of 127.7 points, reinforcing our projection of 3% global growth in container port throughput for 2019. The index is 7.1 points higher when compared to June 2017.
All world regions saw a monthly decline in June 2019 except Latin America and Africa. However, the index for Latin America was only marginally higher (0.3%) than in May 2019 and just 0.4% up compared to June 2018 as Brazil’s economic woes are biting. Africa witnessed a monthly increase of 3% but an annual decline of 0.7% in June 2019. Note that the index for Africa is based on a relatively small sample.
The largest world region China suffered close to one percent monthly decline in June 2019. However it was 3% (4.1 points) higher compared to June 2018, thus tracking closely our global growth figure. The index for Asia (excl China) was 2.8% lower compared to May 19 but 1.8% higher than June 2018.
Europe witnessed the largest 3.0% (3.8 points) monthly decline in June 2019 whereas the annual increase was also the highest 4% (4.7 points) compared to the other regions. North America saw a half percent annual increase but 2.1% monthly decrease in June 19. Both of these develped world regions are currently experiencing increased volatility, driven by tariff wars and in the case of the UK, Brexit.

Ferry in flames, 24 passengers still missing, Philippines.
Fire erupted in engine room of ferry LITE FERRY 16 at around 0600 (UTC +8) LT Aug 28, and quickly spread around, engulfing the whole ship. LITE FERRY 16 was approaching Palauan Port in Dapitan City, Zamboanga, Philippines, en route from Ceby City, with reportedly, 137 passengers on board. According to Philippines Coast Guard, 112 passengers were rescued, 24 remain missing as of 0800 LT.

BIMCO: Record High Seaborne US Crude Oil Exports in June 2019
The highest U.S. crude oil exports to China in 11 months lifted total seaborne U.S. crude oil exports to a record high at 11.9 million tonnes in June 2019, according to shipping association BIMCO.
Also contributing to the June record was South Korea, as exports to the other main Far Eastern buyer reached an all-time high volume of 2.3 million tonnes.

Crewman Falls Overboard from Bulker off Taiwan
A seafarer went overboard from a Capesize bulk carrier off Taiwan a few days ago, the Philippine Coast Guard said.
As informed, the incident involving the Hong Kong-flagged bulker KSL Singapore ocurred some 8.26 nautical miles southwest of Orchid Island, Taiwan.
The crewman, a 23-year old Filipino national, has been identified as Errald Danielle C. Caniel.

Cracks Found on Modec FPSO after Oil Leak
An investigation into an oil leak from floating production storage and offloading (FPSO) unit Cidade do Rio de Janeiro at the Espadarte field offshore Brazil has revealed cracks in the FPSO s hull.
According to Modec, the FPSO operator, a leak of 1.2 cubic meters of residual oil from the FPSO was initially reported.

LNG MFI Welcomes ADNOC Logistics & Services
The UAE-based shipping and logistics company ADNOC Logistics & Services has joined the LNG Marine Fuel Institute (LNG MFI), an independent not for profit organization promoting the best practice use of LNG as a marine fuel.

UK Freight Tonnage Defies Trade Uncertainty
The UK saw stable port freight tonnages overall in 2018, the Department for Transport’s (DfT) Annual UK Port Freight Statistics show.
Data for 2018 shows stable port freight tonnages overall, with only a 0.1% difference on the previous year at 483.3m tonnes, said the British Ports Association (BPA). The figures detail 95% of UK physical imports and exports, which are facilitated by ships using British ports.

Konecranes to deliver 2 Ship-to-Shore cranes to Lithuania
In July 2019 Konecranes received an order from Klaipeda Container Terminal (KCT) in Lithuania for two Ship-to-Shore (STS) cranes, which will be delivered in Q1 2021. The order follows an earlier agreement for a Konecranes Gottwald Model 5 Mobile Harbor Crane, which was delivered in June 2019.
