Yangzijiang Shipbuilding to Build Five Bulkers for Asian Owners
China-based Yangzijiang Shipbuilding has signed contracts for the construction of another five bulkers with Asian owners.
The shipbuilder said that the new orders include three 82,000 dwt vessels, one of which was ordered by Japan s Kambara Kisen, and two 325,000 dwt bulk carriers.
The 82,000 dwt bulkers will be built at the group s Taicang yard, where Jiangsu Yangzi-Mitsui Shipbuilding is based at.
Together with the orders for two 325,000 dwt bulkers secured in August 2019, Yangzijiang has signed shipbuilding deals worth USD 395 million for seven vessels so far in the third quarter of 2019.
"As ship owners gradually firm up their plan on how to cope with the IMO 2020 emission rules, we saw a surge in enquiries for the building of new vessels. We have successfully turned several of these enquiries into new orders, including orders from Japanese shipowners who are well-known for their high standard on quality," Ren Letian, Chief Executive Officer of the Group, said.
"We are also working on the negotiations of other potential orders. As market sentiment recovers, Yangzijiang is in an advantageous position to ride the momentum and build up our order book."

Bulker Detained in Australia Over Unpaid Crew Wages
A Chinese-owned bulk carrier chartered to carry coal to Korea has been detained at the Port of Gladstone after crew members reported they were owed tens of thousands of dollars in unpaid wages.
An inspector from the International Transport Workers Federation boarded the Panama-flagged Fortune Genius when it docked in Gladstone on September 5, finding eight crew members from Myanmar who had been underpaid $8,000 dollars each during the past six months, totaling $64,000.
The men reported that they had been bullied and forced into working excessive hours for which they weren’t paid and asked for assistance with being repatriated to Myanmar due to concerns for their safety if they remained on the vessel.
The ITF also located fraudulent documentation, including two sets of books, which had been used to conceal the wage theft and breaches of the Maritime Labour Convention.
As a result of the ITF inspection, the Australian Maritime Safety Authority detained the vessel, commencing a full audit of the ship.
The bulker is owned by the China-based Marine Fortune Union Company, managed by subsidiary New Fortune Genius Management Limited, and had been chartered by Korean company Five Ocean Corporation to transport coal from Gladstone to Taean.
"We carried out an inspection of the Fortune Genius as soon as it docked in Gladstone because the owner has previously been found in breach of the Maritime Labour Convention, which every shipping company in Australian waters needs to adhere to," Matt Purcell, ITF assistant coordinator, said.
"We will be working with AMSA and the ship owner to ensure they are paid their outstanding wages and repatriated to Myanmar before the vessel is allowed to leave Gladstone."

Gazprom, Partners to Promote LNG as Marine Fuel in Russia
Gazpromneft Marine Bunker, United Shipbuilding Corporation (USC) and Gazprom Gazomotornoye Toplivo have teamed up on the expansion of liquefied natural gas (LNG) as marine fuel in Russia.
The parties signed a memorandum of cooperation and strategic partnership on September 5, during the 5th Eastern Economic Forum in Vladivostok.
The companies said they intend to cooperate in developing LNG-powered vessels, interacting with potential consumers from among shipping companies, building infrastructure for LNG bunkering, and creating an up-to-date legal and regulatory framework for the use of LNG as a motor fuel.
"We see significant potential in using LNG as a fuel for sea and river vessels thanks to its economic and environmental advantages," Oleg Melekhin, Director General of Gazprom Gazomotornoye Toplivo, said.
"The newly-signed memorandum will allow the parties to consolidate their efforts and expertise in this strategic area," Melekhin added.

China, Singapore Maritime Authorities Team Up on Electronic Certificates
The China Maritime Safety Administration (MSA) and the Maritime and Port Authority of Singapore (MPA) have signed a memorandum of understanding (MOU) on electronic certificates.
The MOU was inked at the 11th China-Singapore Senior Officials Committee Meeting (SOCM) in Beijing, China, on September 5, 2019.
As informed, under the MOU, the maritime authorities of China and Singapore will cooperate in the issuance, use and acceptance of electronic certificates to facilitate port clearance and port state control inspections.
The use of electronic certificates is expected to improve the efficiency of port clearance and reduce the administrative burden on shipping companies and ships, allowing for effective enforcement by maritime and port authorities.
According to the MPA, the MOU builds upon the partnership between the two countries under the 2011 MOU on Maritime, Shipping and Port Cooperation. It is also said to advance the "21st Century Maritime Silk Road" under China’s Belt and Road Initiative (BRI).

Filipino sailor fell overboard from cruise ship, drowned at Livorno port, Italy
In the morning Sep 5 a crew member, 26-year old Filipino sailor, fell in water from cruise ship VISION OF THE SEAS, berthed at Livorno, Italy, understood while working outboard. Sailor went under water and didn t surface, his body was found and recovered by divers.

Elenger Launches LNG Bunkering Services in Hanko Port
Elenger, a subsidiary of Estonian energy company Eesti Gaas operating in foreign markets, has started providing LNG bunkering services to LNG-powered vessels in the Port of Hanko, Finland.
This is in addition to the ports of Tallinn and Helsinki where Elenger already operates.

New Administrator Takes the Helm at Panama Canal
The Panama Canal has welcomed its new Administrator as Dr. Ricaurte Vasquez Morales took the office for a seven-year term on September 5.
Vasquez was sworn-in during a ceremony held at the Panama Canal Administration Building in Panama City, becoming the fourth Panamanian Administrator of the waterway shortly before it celebrates its 20th year under Panamanian administration on December 31, 2019.

Monjasa Supplies First VLSFO Ahead of IMO 2020

Maersk and Koole Terminals to produce 0.5% sulphur marine fuel in Rotterdam
Maersk Oil Trading and Koole Terminals today announced the signing of an agreement to produce IMO 2020-compliant bunker fuel.
The production will take place at the Petrochemical Industrial Distillation (PID) unit, located at Koole s Botlek site in the heart of the Port of Rotterdam.
